The commercial situation in the Indian Ocean was impacted in many ways over the longue duree from the sixteenth to the eighteenth centuries. To offset the adverse balance of trade and to maximize profits, the Europeans imposed their own coercive and monopolistic systems along the existing trade routes. Systematic exploitation of economic opportunities in Asia by Europeans began with the coming of the Portuguese, followed by other European maritime powers. It culminated with Britannia ruling the Asian waters with warships and a strong merchant marine. A study of the operational and ideological motivations that propelled the European powers’ activities in the Indian Ocean can help to construct a coherent interpretation of the foundations of empire that were being laid, at first insidiously and later, aggressively. This book analyses the mechanism and implications of Europe’s sustained engagement in Intra-Asian trade which is as an essential context to the establishment of colonial empires. Liu starts with China's desperate need for what the Chinese called "the heavenly horses" of Central Asia, and describes how the traders who brought these horses also brought other exotic products, some all the way from the Mediterranean. Likewise, the Roman Empire, as a result of its imperial ambition as well as the desire of its citizens for Chinese silk, responded with easterly explorations for trade. The book shows how the middle men, the Kushan Empire, spread Buddhism to China. Missionaries and pilgrims facilitated cave temples along the mountainous routes and monasteries in various oases and urban centers, forming the backbone of the Silk Road. The author also explains how Islamic and Mongol conquerors in turn controlled the various routes until the rise of sea travel diminished their importance.

Book excerpt: In this work Neils Steensgaard combines an analytical economic approach with detailed historic scholarship to provide an imaginitive and important analysis of a central incident in modern world history. The event is the breaking of the Portuguese monopoly on Asian trade in the seventeenth century by English and Dutch mercantile interests. This change the author demonstrates, was not simply the triumph of the new powers over the old. Rather, the Dutch--English victory heralded a structural change in international trade: the triumph of entrepreneurial capitalism over the older economic mode of the "peddler-merchant." Professor Steensgaard's study is divided into two major parts. The first examines the economic and political structure of the seventeenth century institutions in the Near East, Portugal, England, and the Netherlands. The author demonstrates that the rise to preeminence of the English and Dutch East India Companies over the Portuguese "State of India" was the result of the superior economic and bureaucratic organization of the former. The eclipse of Portuguese power in general, the author argues, is best understood as an institutional failure–an inability to adapt to changing patterns and demands of economic life. The second part of Professor Steensgaard's study provides a detailed historical account of an important event in the fall of the Portuguese trading empire–the loss of the city of Hormuz in 1622. Hormuz, located at a strategic point at the entrance of the Persian Gulf, was a central port city on the Asian trade route. It fell to an English and Persian force. The author demonstrates why this event exemplifies the Portuguese institutional weaknesses that are discussed in the first part of the book.

It puts Southeast Asia in the context of the international trade that stretched from Rome to China and draws upon a wide range of recent scholarship in history and the social sciences to redefine the role that this trade played in the evolution of the classical states of Southeast Asia. By examining the sources of Southeast Asia's classical era with the tools of modern economic history, the author shows that well-developed socioeconomic and political networks existed in Southeast Asia before significant foreign economic penetration took place. With the growth of interest in Southeast Asian commodities and the refocusing of the major East-West commercial routes through the region during the early centuries of the Christian era, internal conditions within Southeast Asia adjusted to accommodate increased external contacts. Hall takes the view that Southeast Asia's response to international trade was a reflection of preexisting patterns of trade and statecraft. In the forty years since Coede's monumental work The Indianized States of Southeast Asia was published, a great deal of archaeological and epigraphical work has been done and new interpretations advanced. By integrating new theoretical constructs, recent archaeological finds and interpretations, and his own informed reading and research, Kenneth R. Hall puts his historical narrative on a large canvas and treats areas not previously brought together for discussion along comparative lines. Like Coedes' work, his book will be important as a basic text for the teaching of early Southeast Asian history.
