Book excerpt: The Asia-Pacific Trade and Investment Report (APTIR) is a major annual publication of the Trade, Investment and Innovation Division of United Nations ESCAP. It aims to deepen understanding of trends and developments in trade and investment in the Asia-Pacific region; emerging issues in trade, investment and trade facilitation policies, and impacts of these policies on countries' abilities to meet the challenges of achieving inclusive and sustainable development. It offers innovative policy options to meet the challenges of achieving sustainable trade and investment. APTIR 2016 shows that 2015-2016 has been a worrying period for trade and investment n the Asia-Pacific region and worldwide, and there are few signs that the current economic and trade slowdown is simply a temporary phenomenon. Instead, this pattern may be the result of a change in the fundamental structure of world trade, which might lead to a persistent trade stagnation. On the other hand, good progress was made, especially at the regional level, with furthering cross-border paperless trade as one of the approached to deal with the upward pressure on the trade costs. Special feature of this volume is a chapter on digital trade in Asia-Pacific. Accepting the rising importance of e-commerce as a new trade platform, there is opening for the possible changes in the focus of trade and investment policies in order to leverage the potential of e-commerce to support intraregional trade.

Book excerpt: Part I of this report assesses trends and developments in regional trade and investment flows and policies in an attempt to provide the insights and information necessary to separate the cyclical from the structural aspects. Part II analyses the participation of Asia-Pacific economies in global and regional value chains. By observing how economies at different levels of development have integrated into supply chains at different speeds and to varying extents, we can cast light on those policies that influence and shape value chain participation, and hence influence future patterns of trade and investment. The particular features of participation in value chains also have an impact on the ability of countries to access foreign technology and build innovative capacity, which in turn influences structural change and future development options.

Book excerpt: International trade and investment have enabled many countries in the Asia-Pacific region to boost economic growth and have lifted millions out of poverty. As the Asia-Pacific region continues to thrive economically, trade and investment barriers are being dissolved and eliminated. As countries begin to depend on each other more, trade policy is gradually becoming a useful measure to achieve inclusive and sustainable development. Trade and investment are linked to the environment and social issues; hence, their impacts are also multi-dimensional. It has now been recognized that sustainable production and consumption are essential for sustainable development. Countries realize that they are not able to approach global and regional problems on their own and require cooperation, both at the level of government and business. As a result, the region has been active in concluding regional cooperation frameworks which routinely are centered on trade and investment. In the meantime, business has forged regional integration through the formation of regional value chains and production networks while governments have paved the way for the expansion of such production networks through the formation of regional trade agreements and economic partnerships. Thus, the Asia Pacific Trade Agreement (APTA), which is the oldest preferential trade agreement in the region with a large consumer base, can play an important role in filling this gap. Given a slow progress in the multilateral negotiations in the WTO, especially when the members have started questioning the utility of the negotiations after 15 years, and a lack of consensus on how to move forward, the regional trade agreements can play a vital role. Even if they pose a challenge to the multilateralism, selected liberalisation of trade and economy in present time can become a building block for future multilateral negotiations. One of the reasons for the surge in these preferential trade agreements is to make binding commitments on WTO-plus and WTO-beyond issues. While there are many agreements that exist in Asia and the Pacific, there is no such attempt to consolidate them in one umbrella framework. Understanding the benefits of the consolidation, one such initiative was started by ESCAP a few years back. The RECI initiate for market integration could well be facilitated by APTA; however, it cannot deliver unless it transforms itself in a new generation agreement. Regional integration and cooperation are also important to meet the 2030 agenda for sustainable development. Instead of wasting resources in discussing a new institutional framework, it would be more effective to use the existing framework and for the Asia-Pacific economies, the APTA provides an existing institutional platform. The cases discussed in this book prepare a ground for the future, and it is expected that all the stakeholders, member States of ESCAP, private sector as well as researchers would benefit from this publication on APTA: South-South Regional Integration and Sustainable Development.

Book excerpt: "While global trade negotiations remain stalled, two tracks of trade negotiations in the Asia-Pacific--the proposed Trans-Pacific Partnership (TPP) agreement and a parallel Asian track--could generate momentum for renewed liberalization and provide pathways to region-wide free trade. We estimate that world income would rise by $295 billion per year on the TPP track, by $766 billion if both tracks are successful, and by $1.9 trillion if the tracks ultimately combine to yield region-wide free trade. The tracks are competitive initially but their strategic implications appear to be constructive: they generate incentives for enlargement and mutual progress and, over time, for region-wide consolidation. The "21st century" template of the TPP would be especially productive because it is likely to offer opportunities for the leading sectors of both emerging-market and advanced economies. An ambitious TPP template would generate greater gains from integration than less demanding alternatives, but it will be harder to sell to China and other key regional partners as the TPP evolves toward wider agreements. The crucial importance of Asia-Pacific integration argues for an early conclusion of the TPP negotiations, but without jeopardizing the prospects for region-wide or even global agreements based on it in the future"--Provided by publisher.

Prepared jointly by ESCAP and UNCTAD, it reviews the costs and benefits associated with such measures from a sustainable development perspective, and identifies good practices to ensure that they serve their legitimate social or environmental purpose while not unnecessarily and negatively affecting trade and investment. The report focuses on the rise of NTMs and why they matter for sustainable development. It delves on the impact of NTMs in Asia and the Pacific, explores their relationship to international standards and discusses streamlining NTMs for Sustainable Development.

Available in PDF, EPUB and Kindle. Book excerpt: Digital technologies are revolutionizing the landscape of international trade and investment. As digital trade gains momentum, disparities in readiness are accentuating pre-existing inequalities. Countries and communities that are ill-prepared to seize these opportunities risk losing out on fundamental drivers of contemporary economic growth, societal development, and environmental conservation. Trade and investment authorities are grappling with a pressing challenge: - How can digital trade and investment policies be crafted to simultaneously drive growth and cater to societal and environmental imperatives? This core inquiry is the focus of the Asia-Pacific Trade and Investment Report, "Unleashing Digital Trade and Investment for Sustainable Development." The report, jointly prepared by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the United Nations Conference on Trade and Development (UNCTAD), and the United Nations Industrial Development Organization (UNIDO), delves into both the potential and obstacles associated with digital trade and investment. This report weaves together an integrative policy-making approach, particularly enlightening policymakers in trade and investment about the roles they can assume to realize the potential of digital trade and investment as effective means for the achievement of the SDGs. The report seeks to broaden policymakers' perspectives and is expected to stimulate policy dialogues and inter-ministerial and public-private sector collaboration. It advocates for a cohesive strategy at both the global and regional levels to reap greater benefits from digital trade and investment and as well as to maintain focus on the Sustainable Development Goals (SDGs).
