Available in PDF, EPUB and Kindle. Book excerpt: The Asia-Pacific Economic Cooperation (APEC) was founded in 1989. Since then the forum has developed into a major player in tri-partite relations between North America, East Asia and Europe. The Seattle and Bogor Summits were landmark events suggesting to many observers a gravitational shift in the world economy and world politics. Yet the Asian financial crisis had a sobering effect on high-flying expectations as APEC contributed little to crisis management. In the light of such contradictory performance, distinguished scholars here examine APEC's achievements and failures, its role and functions in international relations, its linkages with regional organisations and the interplay between the forum and national interests of major factors in the region.

Book excerpt: In 1989, President George Bush was President of the United States the Asia-Pacific Economic Co-operation (APEC) forum was established to promote economic integration around the Pacific Rim and to sustain economic growth. APEC currently has 21 members: Australia; Brunei Darussalam; Canada; Chile; Hong Kong, China; Indonesia; Japan; Republic of Korea; Malaysia; Mexico; New Zealand; Papua New Guinea; Peru; Republic of the Philippines; Russia; Singapore; Chinese Taipei; Thailand; USA; Vietnam. The United States, recognising the value of top-level meetings to advance the work of creating a Pacific community, invited member economies' leaders to Blake Island, Washington, to meet informally to discuss major issues in the APEC region. This gathering of economic leaders has become the single most important institution in the Asia Pacific region. It brings top level attention to APEC's vision of free trade and investment as well as providing a forum for leaders to meet on a regular basis both as a group and bilaterally to discuss current issues and resolve disputes. The economic health of the APEC region is vitally important to America's continued prosperity. Economic growth across the APEC region waned this year, largely in response to the slowing US economy and the weakening global demand for many of the Asian members' exports (particularly electronics). Many members have lowered their 2001 growth projections in light of poor performance during the first half of the year, although most will still post positive results. This compelling book about APEC and its background, goals and problems, provides the reader with the necessary information on the crucial role that it plays. A revived Asia-Pacific region means more exports from and investments by U.S. companies, more jobs for Americans and more U.S. economic growth.

Book excerpt: The "Asian Yearbook of International Law" is a major refereed publication dedicated to international law issues as seen primarily from an Asian perspective. This is the first publication of its kind edited by a team of leading international law scholars from across Asia. The "Asian Yearbook of International Law" provides a forum for the publication of articles in the field of international law, and other Asian international law topics, written by experts from the region and elsewhere. Its aim is twofold: to promote international law in Asia, and to provide an intellectual platform for the discussion and dissemination of Asian views and practices on contemporary international legal issues. As a rule, each volume of the Asian Yearbook normally contains articles; notes; a section on State practice; an overview of the participation of Asian countries in multilateral treaties; a chronicle of events and incidents; surveys of the activities of international organizations which have special relevance to Asia, such as a survey of the activities of the Asian-African Legal Consultative Committee; and book review, bibliography and documents sections.

Book excerpt: Ippei Yamazawa is one of the fathers to the study of Asia-Pacific regional cooperation in Japan and has contributed hugely to the development and work of APEC over many years. APEC is a crucial trans-regional arrangement that draws the United States into constructive economic engagement with East Asia. This book makes it clear why APEC remains such a crucial element of regional economic architecture and defines an agenda going forward to which regional leaders should aspire. Here is a first rate exposition of the priorities for regional cooperation in Asia and the Pacific. --Peter Drysdale, Professor Emeritus, Australian National University

Available in PDF, EPUB and Kindle. Book excerpt: First Published in 2004. The economic impact of barriers to world trade and investment in services has been thought impossible to measure. As a consequence, significant global policy initiatives such as the General Agreement on Trade in Services have been concluded in an information void. This book challenges the view that impediments to services trade cannot be quantified, detailing how these barriers can be measured and their significance estimated. The book contains studies measuring impediments to trade and investment in a variety of sectors, including telecommunications, finance, shipping, education and air transport. The authors explain how the measures were calculated and show how the results could be used in sophisticated economic models. The final part of the book looks at current issues in services negotiations in the World Trade Organisation and the Asia Pacific Economic Cooperation forum. The measurements and methods detailed in this work have clear relevance to policymaking on services liberalisation and could be used by both international and regional organisations in services negotiations. This work will consequently prove to be an extremely valuable addition to the literature of the field.

This book was released on 2004-02-18 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: Financial crises in emerging economies are very different today than they were in the past. Between 1940 and the 1970s, such traumas involved large fiscal deficits, repressed domestic financial systems, and balance of payments situations that were associated with a sharp worsening of terms of trade. In recent years, however, a "new variety" of crisis has evolved in Asia and Latin America. Many of the emerging economies that have experienced financial trauma have been considered very successful until the crises explode. This collection focuses on such economies. The five contributors provide policy-oriented analysis that seeks to identify crucial variables that affect the probability or intensity of crisis. José Antonio Ocampo (ECLAC) and Ricardo Ffrench-Davis explore the variables that play a part in determining whether a financial crisis is likely to occur. They analyze "vulnerability zones" for certain key variables—such as net liquid external liabilities, current-account deficits, and real exchange rates—and examine how and why capital surges have contributed to worsen marcoeconomic fundamentals in emerging economies. Manuel Agosin (University of Chile) draws a parallel between Korea and Taiwan, showing how the two countries had similar histories between the mid-1960s and the early 1990s, then followed different paths during the 1990s. Ricardo Ffrench-Davis (ECLAC) concentrates on Chile's experience with three "positive" financial shocks: in the 1970s, in 1991-94, and in 1995-97. Jaime Ros (Notre Dame University) explores contrasting situations in Mexico in 1991-94 and 1996-97, and discusses the variables that explain the marked differences between the two episodes. Ricardo Ffrench-Davis is principal regional adviser at ECLAC and co-founder of the Center for Economic Research on Latin America (CIEPLAN). He is the author or editor of fifteen books on international economics, development, strategies, foreign financial, and Latin American economies, including Reforming the Reforms: Macro, Trade, Finance (Palgrave/Macmillan, 1999).
