Book excerpt: The Asia and the Pacific SDG Progress Report 2023 analyses regional and subregional progress towards achieving the Sustainable Development Goals (SDGs) and targets. It applies a measurement framework developed by ESCAP to identify progress gaps and acceleration requirements at the goal, target and indicator levels. While there are impressive national accomplishments across the 17 Goals, none of the countries in the region are on track to reach them and overall achievement is much lower than anticipated for the midpoint. One impediment to success is gaps in available data. This report features good practices on data driven approaches for effective implementation of the 2030 Agenda, which provide lessons to countries and can be leveraged to advance sustainable development in the region.

The report also aim to provide an effective communication tool that foster inclusive regional consultations and effective engagement of the stakeholders including media and civil society. The report will utilize cross-nationally comparable data from ESCAP database on the proposed SDGs indicator framework and when necessary use supplementary statistics available at the regional and sub-regional levels. In addition to regional and subregional SDG progress analysis, the 2019 version of the regional SDG progress report will provide insights about data availability for SDG monitoring and identifies gapes and provides recommendations for investing in statistical development to fill in such gaps.

Book excerpt: This year marks the start of the Decade of Action to deliver the Sustainable Development Goals by 2030. It is a critical period to advance a shared vision and accelerate responses to the world’s gravest challenges – from eliminating poverty and hunger to reversing climate change. Yet, in only a brief period of time, the precipitous spread of the novel coronavirus turned a public health emergency into one of the worst international crises of our lifetimes, changing the world as we know it. Now, due to COVID-19, an unprecedented health, economic and social crisis is threatening lives and livelihoods, making the achievement of Goals even more challenging. The Sustainable Development Goals Report 2020 presents an overview of progress towards the SDGs before the pandemic started, but it also looks at some of the devastating initial impacts of COVID-19 on specific Goals and targets. The report was prepared by the United Nations Department of Economic and Social Affairs in collaboration with over 200 experts from more than 40 international agencies using the latest available data and estimates.

Available in PDF, EPUB and Kindle. Book excerpt: Economic policymaking in Asia-Pacific developing countries has, understandably, long been focused on maximising economic growth, given the imperatives of poverty reduction and job creation. There is no gainsaying that there is a strong case for focusing on economic growth but when this comes at costs that undermine the sustainability of growth itself over the long term, it is time to ask questions. This is evident in the Asia-Pacific region, where decades of high growth have transformed the socioeconomic landscape - lifting a billion people out of extreme poverty and raising living standards of even greater numbers. However, such growth has been accompanied by growing inequality of income and opportunity and is beginning to breach planetary limits, endangering the well-being of future generations. Indeed, according to the ESCAP 2019 report on SDG progress, the Asia-Pacific region is not on track to achieve any of the 17 Sustainable Development Goals by 2030 if we continue on our business-as-usual pathway, and the region has either stagnated or regressed in several environmental Goals. The largest regression is in Responsible Consumption and Production (Goal 12) and this calls for a rethink of the economic growth-centric development model. The 2020 Survey proposes a transition towards sustainable consumption and production, given consumption and production's fundamental role in economic activities and its broad link with social and environmental well-being. Such a transition calls for all stakeholders, namely governments, businesses and consumers, to urgently align their own goals with social and planetary goals through internalizing externalities linked to their actions. The 2020 Survey identifies the constraints that different stakeholders face and provides a holistic policy package to power through the challenges.

Book excerpt: The COVID-19 health crisis has turned into a global economic crisis, putting at risk the health, jobs and incomes of millions of people across the world. The pandemic is becoming persistent and seemingly slow to eradicate, with medium and long-term consequences affecting the trajectories of the SDG (Sustainable Development Goal) targets across the countries. Better understanding of the implications of COVID-19 containment these measures for food systems, food insecurity and malnutrition is vital to prevent this global health crisis from becoming a food crisis and to rebuilt resilient food systems. The regional review presented in this report is broad-based but provisional since we are still dealing with an active pandemic having just moved past the fourth wave (dominated by Delta variant) and now facing a new variant, Omicron (whose real impact is still under review). As we approach 2022, the world is learning to live with COVID-19 and its variants for longer than initially believed. So the numbers related to COVID-19 infections and vaccination rates are only provisional and reflect the situation as of the time of writing.

Book excerpt: The Asia-Pacific Countries with Special Needs Development Report is a recurrent ESCAP annual publication that discusses issues of interest for Asia-Pacific least developed countries (LDCs), landlocked developing countries (LLDCs) and small island developing States (SIDS), collectively referred to as countries with special needs (CSN). The 2022 edition of the report, with its theme of "Financing a Sustainable Recovery from COVID-19 and Beyond", highlights the significant financing needs and gaps that these countries face in their recovery efforts from COVID-19 and in the attainment of the Sustainable Development Goals. It also also examines policy options to mobilize financial resources in these countries for that purpose.

This book was released on 2022-10-12 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. Book excerpt: This publication provides updated statistics on a comprehensive set of economic, financial, social, and environmental measures as well as select indicators for the Sustainable Development Goals. The report covers the 49 regional members of ADB. It discusses trends in development progress and the challenges to inclusive and sustainable development that are likely to be amplified by the effects of the coronavirus disease (COVID-19) pandemic. To put into practice the "leave no one behind" principle of the SDGs, the availability of more detailed and informative data is crucial. The report is accompanied by a special supplement, Mapping Poverty through Data Integration and Artificial Intelligence. This explores how poverty estimates can be enhanced by integrating household surveys and censuses with data extracted from satellite imagery to provide more detailed guidance for policy makers.
