Book excerpt: As the world's most dynamic region, Asia embodies explosive economic growth, diverse political systems, vibrant societies, modernizing militaries, cutting-edge technologies, rich cultural traditions amid globalization, and strategic competition among major powers. As a result, international relations in Asia are evolving rapidly. In this fully updated and expanded volume, leading scholars from Asia, Europe, and North America offer the most current and definitive analysis available of Asia's regional relationships. They set developments in Asia in theoretical context, assess the role of leading external and regional powers, and consider the importance of subregional actors and linkages. Combining interpretive richness and factual depth, their essays provide an authoritative and stimulating overview. Students of contemporary Asian affairs—new to the field and old hands alike—will find this book an invaluable read. Contributions by: Amitav Acharya, Sebastian Bersick, Nayan Chanda, Ralph A. Cossa, Michael Green, Samuel S. Kim, Edward J. Lincoln, Martha Brill Olcott, T.V. Paul, Phillip C. Saunders, David Shambaugh, Sheldon W. Book excerpt: Dr. Yuan traces the evolution of China - ASEAN relations since the early 1990s and examines some of the key factors that have contributed to the positive developments in bilateral ties. Specifically, he describes and analyzes how China and ASEAN have managed the territorial disputes through negotiation and compromises ; looks at the expanding economic ties between China and ASEAN member states and examines the politico-strategic, as well as economic rationales for establishing a free trade area ; and evaluates the emerging yet still limited defense and security ties between the two. Next he provides detailed analyses of ASEAN's dual strategy of engagement and hedging, and looks at China's bilateral relationships with seven ASEAN member states : Indonesia, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam - and examines how each ASEAN state adopts a particular mix of policies due to its unique historical and geostrategic circumstances and its threat perceptions. Finally, Professor Yuan assesses the implications of the growing China - ASEAN ties for U.S. interests in the region and dispels some of the misperceptions and exaggeration of both Beijing's intentions and influence. Washington retains much of the influence but does need to develop and adopt creative approaches to both individual member states and ASEAN as a group. -- Foreword.

Available in PDF, EPUB and Kindle. Book excerpt: The central puzzle in the study of Japanese foreign policy has been why Japan has continued to play a passive role in international affairs, despite its impressive economic and political power. Challenging this central puzzle, the core argument of this study is to present an alternative path for the study of Japanese foreign policy. In fact, in recent years Japanese foreign policy has become less dependent on the United States, more strategic towards Asia, and more energetic towards international and regional institutions. One of the main features is multilateralism in Japanese foreign policy, as shown by Japan’s active participation in the regional institutions. In pursuing multilateralism, Japan cooperated closely with the only durable regional body in Southeast Asia, to wit, the Association of Southeast Asian Nations (ASEAN). Given the fact that East Asian regionalism has been driven by ASEAN, it is of utmost urgency to investigate the emerging partnership between Japan and ASEAN. The central thesis of this study is thus to put Japan’s ASEAN policy into a proper perspective by asserting that Japan’s new policy initiatives towards ASEAN are not reactive, nor are they exceptions in a broader framework of merely reactive foreign policy.

The intention was to examine a sufficient number of empirical cases in the Southeast Asian region since the mid-1970's so as to establish a pattern of interactions informing a wider audience of interactions unique to the region. Through these case studies, we seek to identify how this pattern of interaction compares with similar experiences elsewhere vis-a-vis the theoretical underpinnings of multilateralism and bilateralism. Consequently, this book also examines the theoretical drift in international relations literature at the broadest level and the overall drift of Southeast Asian international relations between the nations themselves and the Association of Southeast Asian Nations (ASEAN)."--P. xv.

Available in PDF, EPUB and Kindle. Book excerpt: The recent proliferation of theories of international relations has transformed analyses of Southeast Asia’s international affairs. A new generation of scholars has promoted a lively and illuminating debate which has seen the traditional realist/ neorealist approach, which continues to hold centre stage, challenged by constructivist analyses. In turn, constructivists have found themselves under fire from an array of competing approaches. This collection engages this emerging debate. It underscores the point that Southeast Asia is now an important site for applying new theories of international relations. It also demonstrates that theoretical frameworks originally developed in North America and Europe have to be adapted to the specific circumstances found in places like Southeast Asia and that this process can enrich theory building. The chapters in this book focus on the realist/neorealist, constructivist, English School and critical approaches. The resulting debate helps to shed light on ways of analysing Southeast Asian relations as well as on the evolution of these key theoretical frameworks. This book was published as a special issue of The Pacific Review.

Book excerpt: In 2012, Russia assumes the Chairmanship of APEC, and is keen to build on its memberships of both East Asia Summit (EAS) and the Asia-Europe Meeting (ASEM). Russia is geographically and historically part of Asia and the Asia Pacific, and has been a dialogue partner of ASEAN since 1996. Still, the obstacles of distance and languages have led ASEAN member states and Russia to know and interact little between both sides. As growth poles in the world economy, there is much benefit in greater interaction between their rich economies. To commemorate the 15th Anniversary of the Russia-ASEAN dialogue partnership in 2011, the ASEAN Studies Centre at ISEAS and its counterpart from MGIMO-University, Moscow co-organized a two-day conference that year, in which papers were presented offering perspectives from Russia and the ten ASEAN member states. Representatives from academia, and the public and private sectors offered insights on topics including geopolitics, bilateral relations, business and economics, and culture and education. This is a timely book that affords the reader insights into where ASEAN-Russia relations currently stand and suggests how they can improve and move forward.

This book questions this claim and reveals instead uncertainty and incoherence at the heart of ASEAN, the region s foremost institution. The authors provide a systematic critique of ASEAN s evolution and institutional development, as well as a unified understanding of the international relations and political economy of ASEAN and the Asia Pacific. It is the first study to provide a sceptical analysis of international relations orthodoxies regarding regionalization and institutionalism, and is based on wide-ranging and rigorous research. Students of international relations, the Asia Pacific, Southeast Asia, regional studies, international history and security and defence studies will find this book of great interest, as will scholars, policy makers and economic forecasters with an interest in long-term Asia Pacific trends.

Book excerpt: Much has been made in the last few years of Washington's 're-engagement' with ASEAN, warmer ties with several Southeast Asian states, and the review of U.S. policy towards Myanmar. What explains this change and where are U.S.-ASEAN ties headed in the future? This timely collection of short essays and speeches by eleven leading academics and senior officials provides valuable background to what it calls a 'new era' in U.S. policy and thoughtfully explores where future challenges and opportunities might lie. The chapters are practically focused and forward looking, offering critical perspectives as well as policy recommendations. Covering security issues, aid, Myanmar, the South China Sea, and the evolving U.S. role in regional institutions, ASEAN-U.S. Relations: What Are the Talking Points? will be essential reading for anyone wanting to understand the changing dynamics of American policy in Southeast Asia. -- Dr David Capie, Senior Lecturer in International Relations, Victoria University of Wellington, New Zealand

Available in PDF, EPUB and Kindle. Book excerpt: The conventional understanding of Singapore's foreign policy can be summarized in three main propositions: first, it is dictated by the imperatives of being a small state; second, its primary purpose is to ensure Singapore's survival, given its small size; and third, this logic of survival dictates a realpolitik approach to foreign policy and national security. This book argues that an exclusively realist view of Singapore's foreign policy is inadequate. Singapore's foreign policy is also shaped by the positive effects of economic interdependence and regional institution-building ? instruments that realists tend to dismiss, but which Singapore has self-consciously tried to promote as instruments of regional order. The book first looks at the evolution of Singapore's foreign policy, before analyzing Singapore's international relations and national security in the context of economic growth and terrorism. It concludes with an interesting chapter on the impact of the rise of China and India on the regional landscape.

Book excerpt: This study looks at factors affecting perceptions of external threats held by the leadership of each of the five ASEAN member-states. Five relevant 'dimensions' are identified (structural, geopolitical, historical, sociocultural, and economic), and the perceptions of the five states' leaders of the major external threats facing their nations are examined on these dimensions.
