Available in PDF, EPUB and Kindle. Book excerpt: An important part of the vision of the Association of Southeast Asian Nations (ASEAN) is to ensure that the benefits of development and economic integration are equitably shared by all member states and their citizens. ASEAN’s work therefore aims to narrow the development gap between ASEAN member states (Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei Darussalam, Myanmar, Cambodia, Laos and Vietnam) and between sub-regions within ASEAN. Written by a team of internationally recognised experts in development economics, this book communicates the latest findings on narrowing the development gap in a practical, policy-relevant way, in a format that can influence decision makers within ASEAN member states and international donors. There have been significant development achievements in many ASEAN countries over the last 20 years, but the ASEAN region continues to be characterised by significant development gaps, particularly in income. Gaps in development achievement are also seen at the regional and sub-national levels. This book offers a better understanding of development gaps, as they exist in 2012, and provides important context that can inform the strategic needs of decision makers in the ASEAN region. Due to improvements in conceptualising and measuring well-being, including through the use of multidimensional indicators, this book gives policy makers and scholars in development economics, development policy and Asian studies well-grounded insights into the nature of the development gaps within and between ASEAN countries as well as high-level policy advice on those interventions that can contribute to a narrowing of the development gap.

Available in PDF, EPUB and Kindle. Book excerpt: The Association of Southeast Asian Nations is a miracle. Why?In an era of growing cultural pessimism, many thoughtful individuals believe that different civilisations-especially Islam and the West-cannot live together in peace. The ten countries of ASEAN provide a thriving counter-example of civilizational co-existence. Here 625m people live together in peace. This miracle was delivered by ASEAN.In an era of growing economic pessimism, where many young people believe that their lives will get worse in coming decades, Southeast Asia bubbles with optimism. In an era where many thinkers predict rising geopolitical competition and tension, ASEAN regularly brings together all the world's great powers.Stories of peace are told less frequently than stories of conflict and war. ASEAN's imperfections make better headlines than its achievements. But in the hands of thinker and writer Kishore Mahbubani, the good news story is also a provocation and a challenge to the rest of the world. This excellent book explains, in clear and simple terms, how and why ASEAN has become one of the most successful regional organizations in the world. - George YeoA powerful and passionate account of how, against all odds, ASEAN transformed the region and why Asia and the world need it even more today. - Amitav Acharya

Book excerpt: This report uses a broad range of indicators to assess the individual and collective development progress made by the Association of Southeast Asian Nations (ASEAN). Building on a previous study released in 2014, it assesses 39 indicators that consider dimensions such as overall human development, gender equality, climate change, and living conditions. The report intends to help policy makers pinpoint priority development interventions and to align strategies to support regional recovery from the COVID-19 pandemic. It highlights the need for the 10 ASEAN member states to increase investments in areas such as skills development, education, health, and nutrition.

Book excerpt: Although climate-linked impacts on ASEAN’s economy, increasing vulnerability to severe weather, and interlinkages to transboundary haze, health, security and marine pollution are evident, a recent survey by the ISEAS – Yusof Ishak Institute reveals that Southeast Asians are ambivalent about ASEAN’s effectiveness in tackling climate change. All ASEAN Member States (AMS) are fully committed to accelerating reductions to global emissions under the Paris Agreement and demonstrate political will to set up intersectoral climate governance on renewable energy transition, agriculture and food security, forest and land use protection, disaster risk management, conservation on biodiversity, among many other measures. Under the ASEAN Socio-Cultural Community (ASCC) pillar, the ASEAN Ministerial Meetings on the Environment (AMME) and the ASEAN Senior Officials’ Meeting on the Environment (ASOEN) meet annually to discuss environment-related issues, including climate change. The ASEAN Working Group on Climate Change (AWGCC), one of seven technical working groups reporting to the ASOEN, is tasked to enhance regional cooperation on climate change, promote collaboration between sectoral bodies, and articulate ASEAN’s concerns and priorities at the international level. Climate change issues have become cross-cutting and involve various ASEAN sectoral bodies. The AWGCC’s role, however, is still limited to the environmental mandate. ASEAN needs to establish a super coordinating body on climate change that can ensure information sharing across ASEAN bodies, convene support from dialogue partners, and engage with civil society organizations. The ASEAN Coordinating Council Working Group on Public Health Emergencies (ACCWG-PHE) model established during the COVID-19 crisis can serve as a precedent.

Also, it explores the current border investment and trade policies of China, and compares the similarities and differences between China and Vietnam, and Laos and Myanmar.
