The hubris of the legislature in response to the discovery of this abuse not only made me rather angry, but, since I had been called for jury duty the year before, gave me the idea that service in the legislature ought to be a duty of citizenship like jury duty. Although the idea of the citizen legislature goes back to Aristotle, serious consideration of it raises the question of what is meant by citizenship and representation. This book addresses that question. It is an attempt to develop a model of citizenship in which representation is simultaneously a fundamental right and the highest obligation. After developing these ideas at a rather high level of abstraction, the book concludes with a proposed constitutional amendment for the State of Minnesota to illustrate how the model will work in practice.

In the United States, we think of citizenship in principle as democratic, but citizenship is not just a binary status: norms, policies, and laws can mark some citizens as “other.” In The Good Citizen: The Markers of Privilege in America, Myers argues that being marked as not having or achieving these markers is how citizenship is controlled and regulated. To illustrate this argument, each chapter begins with a practical question or myth to ease the reader into the marker being examined. She later articulates the ways in which law and norms and biopower regulates and controls citizens in three policy areas. The interrogation of citizenship is important in a globalising world where crossing borders raises issues of diversity and how citizenship status is framed. This raises the issue of human rights and their protection within the nation-state for people whose lifestyles differ from the prevailing ones. Besides highlighting the importance of human rights and social justice as integral to citizenship, it affirms the role of the nation-state in safeguarding these matters. It does so by building on Indigenous peoples' insights about linking citizenship to connections to other people and the environment and arguing for the inalienability and portability of citizenship rights guaranteed collectively through international level agreements. These issues are of particular concern to social workers given that they must act in accordance with the principles of democracy, equality and empowerment. However, citizenship issues are often inadequately articulated in social work theory and practice. This book redresses this by providing social workers with insights, knowledge, values and skills about citizenship practices to enable them to work more effectively with those excluded from enjoying the full rights of citizenship in the nation-states in which they reside.
