Writes, I have been too sanguine in my Calculation of the time necessary for erecting the Fort there, but as soon as it is enclosed, and the shell of the Houses up, the Garrison will be able to compleat it for themselves before Winter. Notes the commissary has forward 100,000 rations to the camp. The quartermaster and court of enquiry will be ready to move everything from Fort Washington by 21 September. Sent this letter as contractors were going by light canoe to Pittsburgh and he thought it might get to Knox before his previous letter of the 18th. Tells Knox, every possible Exertion shall be made to bring the Campaign to a speedy and happy Issue. Docket notes that the letter arrived on 13 October.

Proposes to move the army on 28 September. Says he will probably send Knox one more letter from Fort Washington, as he has to still organize the militia. To guarantee the success of the negotiations it is necessary to make sure all hostile incursions of the white inhabitants into, or near to the Indian Country north of the Ohio, should be absolutely prohibited, until after the Treaty be closed. The commander of the troops has been ordered to make a proclamation to that effect. Asks St. Clair to take measures to prevent violence during these negotiations.

You will see by the paper that the devil is to pay in France. No subordination - all confusion. It is to be hoped, however, they will soon restore order. In New York they are all mad - part for Clinton - part for Jay - the ferment has run pretty high, but it is to be hoped is subsiding. Ends by stating that the Indian War is causing him much reproach and he would like to see it ended.

Also complains about the behavior of some of the men and trouble with supplies. Mentions a man sent out with the last stores, as a conductor that is incapable of any thing and is constantly drunk. I can get no account of them but boxes and Barrels contents unknown, which put it out of my power to make the calculations for carraige or indeed to know what I have or what is wanted. Fourth part dated 9 August. Updates Knox on the situation with General Butler. Fears that they will not arrive until much later than expected and mentions a problem with a bill. The troops are to disperse Congress's proclamation among white settlers in the vicinity of the hunting grounds secured to the Cherokees by the treaty concluded between them and the United States Nov. 28th 1785... William has sent copies of the proclamations to the Northwest Territory via Mr. Heckenwelder (possibly John G. Heckewelder), a missionary from the Moravian Society at Bethlehem, Pennsylvania, who had come to the War Department seeking protection for land surveyors (including Thomas Hutchins). Heckenwelder will deliver the proclamations to Arthur St. Clair, Governor of the Northwest Territory, and to General Josiah Harmar (at Fort Harmar in Ohio). Notes that Congress has also ordered the Governor of North Carolina to proceed against the persons concerned in the lawless depredations on the frontier Indians of that State. Comments on John Sevier's abuses, referring to his unauthorized negotiations with Indians and white settlers in the State of Franklin (part of present-day Tennessee). Predicts that action taken against Sevier may induce him to become another [Daniel] Shays.

Book excerpt: Federal Ground depicts the haphazard and unplanned growth of federal authority in the Northwest and Southwest Territories, the first U.S. territories established under the new territorial system. The nation's foundational documents, particularly the Constitution and the Northwest Ordinance, placed these territories under sole federal jurisdiction and established federal officials to govern them. But, for all their paper authority, these officials rarely controlled events or dictated outcomes. In practice, power in these contested borderlands rested with the regions' pre-existing inhabitants-diverse Native peoples, French villagers, and Anglo-American settlers. These residents nonetheless turned to the new federal government to claim ownership, jurisdiction, protection, and federal money, seeking to obtain rights under federal law. Two areas of governance proved particularly central: contests over property, where plural sources of title created conflicting land claims, and struggles over the right to use violence, in which customary borderlands practice intersected with the federal government's effort to establish a monopoly on force. Over time, as federal officials improvised ad hoc, largely extrajudicial methods to arbitrate residents' claims, they slowly insinuated federal authority deeper into territorial life. This authority survived even after the former territories became Tennessee and Ohio: although these new states spoke a language of equal footing and autonomy, statehood actually offered former territorial citizens the most effective way yet to make claims on the federal government. The federal government, in short, still could not always prescribe the result in the territories, but it set the terms and language of debate-authority that became the foundation for later, more familiar and bureaucratic incarnations of federal power.
