Over the past decade, however, many fire departments and law enforcement agencies have concentrated resources and energies into improving the investigation and prosecution of arson cases. Commendable progress has been made in these two areas. A third major aspect of arson cases has received less attention. This is the improved treatment of those most adversely affected by the crime - the victims of arson. During the past decade, increased sensitivity to the plight of crime victims has resulted in many legislative and programmatic efforts to improve their treatment. For example, improved protections against intimidation, increased use of restitution, utilization of victim impact statements in sentencing, an emphasis on victims rights litigation, and increased services to victims are being implemented in jurisdictions around the country.
