Buoyed by solid economic performance in the 1950s, the USSR opened itself up to the world and launched a series of programs aimed at supporting the search for economic development in newly independent countries in Africa and Asia. These countries, emerging from decades of colonial domination, looked at the USSR as an example to strengthen political and economic independence. Based on extensive research in Russian and West African archives, Alessandro Iandolo explores the ideas that guided Soviet engagement in West Africa, investigates the projects that the USSR sponsored "on the ground," and analyzes their implementation and legacy. The Soviet specialists who worked in Ghana, Guinea, and Mali collaborated with West African colleagues in drawing ambitious development plans, supervised the construction of new transport infrastructure, organized collective farms and fishing cooperatives, conducted geological surveys and mineral prospecting, set up banking systems, managed international trade, and staffed repairs workshops and ministerial bureaucracies alike. Book excerpt: Following this July's attempted coup, the international spotlight has fallen on Turkey's increasingly authoritarian government, led by President Recep Tayyip Erdogan. Already known for his attacks on press freedom, international observers fear the attempted coup has given Erdogan an excuse to further supress all opposition. In November 2015 Can Dündar, editor-in-chief of the national Cumhuriyet newspaper, was arrested on charges of espionage, helping a terrorist organisation, trying to topple the government and revealing state secrets. Arraigned by the President himself who called for Can to receive two life sentences, he was imprisoned in solitary confinement in Turkey's Silivri prison for three months whilst awaiting trial. Dündar's so-called crime was informing the public of the discovery of a highly illegal covert arms shipment by the Turkish secret service to radical Islamist organisations fighting government forces in Syria. This was a crime that was in the government's interest to conceal, and a journalist's duty to expose. We Are Arrested is Dündar's account of the discovery, the weighing up of the pros and cons of publishing, and the events that unfolded after the decision. Dündar and his colleagues faced police barricades, would-be suicide bombers and assassination attempts, as well as fierce attacks from pro-government media. Incarcerated in Silivri, Can Dündar decided to write down his experiences. Here, in isolation, he learned to appreciate the small things in life. Most importantly, he realised that courage in an age of fear is essential if the public's right to know is to be defended.

Across many of the region's counties, the rate of vacant subdivision parcels ranges from around 15 percent to two-thirds of all lots. From paper plats to partially built subdivisions that require road maintenance and other infrastructure without contributing to the local tax base as planned, excess development entitlements--the rights, granted by local government, to develop land--are compromising the quality of life, distorting growth patterns and real estate markets, and diminishing fiscal health in their communities. This policy focus report, produced in conjunction with the Sonoran Institute, provides information and tools to help cities and counties struggling with problems that stem from arrested developments in their communities, from health and safety hazards to blight, impacts on existing lot owners, fiscal threats, fragmented development patterns, overcommitted natural resources, and market flooding and distortions. Although the research focuses on the eight U.S. Intermountain West states--Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah, and Wyoming--the policy recommendations and best practices are applicable nationwide. The authors begin by exploring the economic context that fostered the entitlement of so much land in advance of market demand for new housing, as well as the framework of state and local laws within which local governments manage and regulate land development. They then draw on case studies, lessons shared by experts during several workshops, survey results, and data analysis to identify the challenges municipalities typically face when they attempt to address excess development entitlements. Finally, they recommend treatment and prevention measures--including a model process to help communities start addressing problems in their jurisdictions. The authors suggest that local governments should build a solid foundation of policies, laws, and programs, in order to facilitate recovery, create more sustainable growth scenarios, improve property values, and pursue land and habitat conservation where those land uses are more appropriate. They should also ensure they have mechanisms in place to adapt and adjust to evolving market conditions. Communities likely to face significant growth pressures would be well served by development management policies that help to align new entitlements and infrastructure investments with evolving market demands. Cities and towns already coping with distressed subdivisions should summon a willingness to reconsider past approvals and projects and to acknowledge problems. The report concludes with nine policy recommendations. - Adopt new state enabling authority to ensure local governments have the tools and guidance they need. - Prepare and revise community comprehensive plans and entitlement strategies as a foundation for local action. - Adopt enhanced procedures for development approvals and ensure policies are up to date and consistently applied. - Adapt and adjust policy approaches to market conditions. - Rationalize development assurances to ensure they are practical, affordable, and enforceable. - Establish mechanisms to ensure development pays its share of costs. - Serve as a facilitator and pursue public-private partnerships to forge creative and sustainable solutions. - Establish systems for monitoring, tracking, and analyzing development data to enable effective and targeted solutions to specific subdivisions. - Build community capacity and maintain the necessary political will to take and sustain policy action.

Their citizen army fought through 1974 with covert support from the Tibetan exile government and the governments of India, Nepal, and the United States. Decades later, the story of this resistance is only beginning to be told and has not yet entered the annals of Tibetan national history. In Arrested Histories, the anthropologist and historian Carole McGranahan shows how and why histories of this resistance army are “arrested” and explains the ensuing repercussions for the Tibetan refugee community. Drawing on rich ethnographic and historical research, McGranahan tells the story of the Tibetan resistance and the social processes through which this history is made and unmade, and lived and forgotten in the present. Ray’s vision to establish a centre of excellent service to these children and widows in the community has resulted in the establishment of a R8 million care centre designed to serve in various ways. This service to give children a second chance in life has resulted in opportunities to motivate many people from all over the world to get involved in the tiny country of Lesotho. Hundreds of people worldwide have since partnered by giving, going or representing this centre. An Arrested Heart is filled with anecdotes of extreme personal emotions, varying from pain and abject suffering to exuberant celebration and joy. It will be an inspiration to anyone who may doubt their self worth and ability to ever achieve anything significant with their life. However, one area that merits continued attention is disproportionate minority contact with the juvenile justice system.
