Chapter 3 links Army spectrum management operations to the warfighting functions, describes how spectrum management operations support, and enables commander's efforts as they exercise command and control. Appendix A describes the electromagnetic spectrum manager task list and each supporting sub-tasks. This appendix also contains flow charts that show the collaboration process between electromagnetic spectrum managers and the CEMA element. Appendix B provides basic electromagnetic physics and underlying principles of the electromagnetic spectrum. Appendix C provides spectrum management tools, to include their compatibilities and capabilities to meet spectrum management operations critical tasks. These network centric systems are in many cases linked and accessible through Non-classified Internet Protocol Router Network (NIPRNET) and SECRET Internet Protocol Router Network (SIPRNET). Appendix D introduces the 12-step spectrum management lifecycle. This process serves as a guide to follow in establishing a functional and efficient spectrum management program. The lifecycle encompasses the complete process of providing spectrum management operations support to the commander and is applicable to all spectrum managers regardless of duty location. The Army spectrum management lifecycle utilizes the joint task force lifecycle adapted for the Army spectrum manager. Appendix E provides the reader with an overview of the military time zone designators. This appendix describes time zones for civilian and military uses. The chart, included in this appendix, provides a valuable tool to reference time zones in all parts of the world. Appendix F describes spectrum information and products necessary at the corps and joint task force levels. Spectrum managers are located within three organizations in a joint task force: the joint frequency management office, the joint electromagnetic spectrum operations cell, and joint spectrum management element. These agencies have a wide variety of inputs, collaboration, and products. This chapter shows input and products from different joint agencies displayed in table format.

This manual describes the capabilities and components of visual information assets and defines the organizational structure and responsibilities of visual information activities at each level. When applicable, the reader is referred to supporting publications for more detailed information. Visual Information is the use of one or more of the various visual media with or without sound. Generally, visual information includes still photography, motion picture photography, video or audio recording, graphic arts, visual aids, models, display, visual presentation services, and the support processes. The mission of VI activities and Soldiers is to acquire and provide the President, Office of the Secretary of Defense (OSD), Joint Staff (JS), military departments, and Army commanders with record documentation, multimedia/VI products, and services to satisfy official requirements. Security classification, operations security or subject sensitivity should not be used to prevent visual information documentation (VIDOC), since VI products can be classified at any level required. The official requirements, which VI Soldiers can provide support to may include, but are not limited to, command and control (C2), training, education, logistics, human resources, special operations, information operations (IO), psychological operations (PSYOP), public affairs (PA), and intelligence to effectively convey accurate intelligence, surveillance, and reconnaissance to the Soldier, decision-makers, and supporting organizations. However, because these Soldiers have specific missions that require special training, augmentation is limited to providing support, which a commander requests and for which the VI Soldier is equipped and trained. VI Soldiers may be required to perform dedicated VI capabilities to support medical, safety, and criminal investigation. VI support is limited to official events or activities. The priority set for VI support will be established with consideration to mission, cost effectiveness, and the quality and quantity of products and services available. The use of VI products, equipment, or facilities for other than official purposes, such as loaning equipment to local and state governments or nonprofit organizations meeting on government property, is at the discretion of the local commander in accordance with (IAW) Army Regulation (AR) 700-131, AR 735-5 and AR 25-1.

It contains eight chapters and four appendixes: Chapter 1 provides the fundamentals of IPB and introduces topics such as the operational framework, peer threats, multi-domain operations, and identifying windows of opportunity.Chapter 2 discusses IPB support to decision making and the relationship between IPB and the military decision-making process.Chapter 3, step 1 of the IPB process, discusses the analysis of the significant characteristics of or activities within the OE that may influence friendly and threat courses of action and command decisions, as well as the physical space the mission will occupy.Chapter 4, step 2 of the IPB process, discusses how the significant characteristics of the OE can affect friendly and threat operations.Chapter 5, step 3 of the IPB process, discusses threat force capabilities and the doctrinal principles and tactics, techniques, and procedures threat forces prefer to employ.Chapter 6, step 4 of the IPB process, identifies and describes how threat courses of action can influence friendly operations.Chapter 7 discusses IPB support to offense, defense, and stability tasks and the unique characteristics of littoral, urban, and subterranean environments.Chapter 8 discusses unique aspects of each domain, the information environment, and the electromagnetic spectrum.

As the Army's key integrating manual for IO, this manual prescribes IO doctrine and tactics, techniques, and procedures (TTP). This manual implements joint IO doctrine established in JP 3-13, Joint Doctrine for Information Operations; JP 3-54, Joint Doctrine for Operations Security; and JP 3-58, Joint Doctrine for Military Deception. This manual establishes the following as the definition of IO used by Army forces: Information operations is the employment of the core capabilities of electronic warfare, computer network operations, psychological operations, military deception, and operations security, in concert with specified supporting and related capabilities, to affect or defend information and information systems, and to influence decision making. This definition supersedes the definition of IO in FM 3-0. It is consistent with joint initiatives.

Chapter 5 describes squad and individual Soldier techniques when operating in a subterranean system. These include task organization, movement within the facility, mapping and marking, and many more. Chapter 6 is a resource for planners and leaders, which provides an understanding of potentially available resources, enablers, and capabilities. This information facilitates planning and coordination prior to conducting subterranean operations. Chapter 7 discusses sustainment in the subterranean environment, specifically discussing the resource requirements to survive and operate successfully in the environment. Appendix A provides additional detail regarding physical and psychological conditions Soldiers are likely to face in a subterranean environment. Appendix B provides instructions and examples of how to build subterranean training facilities. This information includes supply lists, pictures, and a list of current Department of Defense facilities that provide some level of subterranean environments for training.

The Army developed two-level maintenance doctrine to support this type of warfare. In supporting the Army, the primary goal of two-level maintenance is to generate/regenerate combat power and to preserve the capital investment of weapon systems and equipment to enable mission readiness and accomplishment. The commander who combines the skillful use of assigned equipment with an effective maintenance management processes has a decided advantage. The purpose of this ATP is to provide a clear description of the two-level maintenance structure and base operating requirements enabling commanders to provide flexible maintenance support to meet operational objectives. Our Soldiers are trained to perform field-level maintenance. Leaders have to provide time on the training schedule for them to build their skills. Training is the cornerstone to a successful unit support mission by ensuring that ready equipment is available for operations. With all this in mind, leaders must ensure that personnel utilize adequate safety precautions and personal protective equipment in every operation-our Soldiers are our greatest asset. ATP 4-33 has numerous changes from the previous ATP 4-33. The most significant changes are an enhanced discussion on two-level maintenance, updates on other maintenance formations, and an enhanced discussion of Global Combat Support System-Army (GCSS-Army).

Also called VI. Joint Publication (JP) 1- 02. This chapter defines and addresses VI, its mission, support, the Defense Imagery Management Operations Center, VI responsibilities, and activities.The mission of VI activities and Soldiers is to acquire and provide the President, Office of the Secretary of Defense (OSD), Joint Staff (JS), military departments, and Army commanders with record documentation, multimedia/VI products, and services to satisfy official requirements. Security classification, operations security or subject sensitivity should not be used to prevent visual information documentation (VIDOC), since VI products can be classified at any level required. The official requirements, which VI Soldiers can provide support to may include, but are not limited to, command and control (C2), training, education, logistics, human resources, special operations, information operations (IO), psychological operations (PSYOP), public affairs (PA), and intelligence to effectively convey accurate intelligence, surveillance, and reconnaissance to the Soldier, decision-makers, and supporting organizations. However, because these Soldiers have specific missions that require special training, augmentation is limited to providing support, which a commander requests and for which the VI Soldier is equipped and trained. VI Soldiers may be required to perform dedicated VI capabilities to support medical, safety, and criminal investigation. VI support is limited to official events or activities. The priority set for VI support will be established with consideration to mission, cost effectiveness, and the quality and quantity of products and services available. The use of VI products, equipment, or facilities for other than official purposes, such as loaning equipment to local and state governments or nonprofit organizations meeting on government property, is at the discretion of the local commander in accordance with (IAW) Army Regulation (AR) 700-131, AR 735-5 and AR 25-1.The commander is surrounded by common-user systems that provide intelligence, surveillance, and reconnaissance. In order to capitalize on the benefits this new technology offers, the commander must fully grasp the applications, advantages, effects, and limitations of these systems and their products. The same is true in regard to the organic and attached VI assets at the commander's disposal. Commanders at all levels must understand the capabilities and potential uses of VI assets and the far-reaching effects of VI products. As the result of a shrinking military information environment, imagery plays an important role in shaping events; VI products and imagery have the potential to profoundly affect and influence operational success. VIDOC is the process of using motion media, still photography, and audio equipment to acquire audio and visual records of events. VI Soldiers, specifically trained to acquire, process, and transmit imagery and products, collect VIDOC. Resulting VI products include photographs, motion pictures, video recordings, graphic art, visual aids, models, and displays.When processing VIDOC, AR 25-1 mandates that each garrison/location have a single director of information management (DOIM), designated by and established under the garrison commander. The garrison DOIM is responsible for delivering computers and information management common-user baseline services and is the single authority for validating that purchases of information technology resources on the installation comply with Army standards.
