ATP 4-43 combines the previous version of ATP 4-43 with information from FM 10-67-1. The additions to this manual include information and techniques for petroleum tank car, class III supply point, aircraft refueling, waterfront and pipeline and terminal operations. ATP 4-43 contains four chapters and 24 appendices: Chapter 1 provides a brief discussion of the fundamentals of petroleum supply. It also gives the reader an understanding of the Army's role in petroleum supply in a theater of operations, in organizations at brigade and echelons-above-brigade, and its mission and responsibilities, without duplicating the information found in sustainment ADPs, ADRPs, and FMs. Chapter 2 introduces petroleum distribution systems and equipment to provide the reader with a basic understanding of the Army's capability to accomplish its petroleum distribution mission and requirements. Chapter 3 provides information on petroleum properties; health and safety aspects of petroleum handling to include grounding, bonding, fire prevention, environmental considerations, first aid and personal protective equipment. Chapter 4 provides the reader with basic understanding of Army petroleum operations. This chapter includes accountability and distribution measures and the application of the various petroleum systems and equipment. It also gives the reader and understanding of quality surveillance and assurance requirements as well as the handling of petroleum packaged products. ATP 4-43 provides techniques to accomplish petroleum supply operations. The principal audience for ATP 4-43 is personnel of all grades and levels performing in petroleum supply positions. It is also applicable to personnel assigned to operational commands and staffs and provides both of these groups with information necessary to conduct effective petroleum supply operations. Furthermore, ATP 4-43 provides information pertinent to multi-service partners and to units that must interact with multi-service partners. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will also use this publication.

ATP 4-33 has numerous changes from the previous ATP 4-33. The most significant changes are an enhanced discussion on two-level maintenance, updates on other maintenance formations, and an enhanced discussion of Global Combat Support System-Army (GCSS-Army).

Container management must be planned, synchronized and executed within operations at each level of command. Commanders at each level are responsible for managing containers within their possession or operational area. Commanders who successfully manage containers in their operational area will enable forward support, increase the effective carrying capacity of their units, and improve both in-transit visibility and interoperability. Commanders are required to know the difference between managing government-owned and commercially-leased containers. This is due to potential detention and demurrage charges that can be accrued on leased containers and may decrease fluid and flexible movement. ATP 4-12 contains significant revisions since the last publication. Changes include the addition of comprehensive container management roles from the strategic to the tactical level, categorizing container management as inter-theater and intra-theater, and updates to automated information systems.

Book excerpt: This United States Army and Marine Corps manual, Army Techniques Publication ATP 4-31 / MCRP 3-40E.1 Recovery and Battle Damage Assessment and Repair (BDAR) November 2020, provides techniques on how recovery and battle damage assessment and repair (BDAR) are employed during operations. The principal audience for ATP 4-31/MCRP 3-40E.1 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will also use this publication. Soldiers, Marines, and officers who perform recovery operations and battle damage assessment and repair for their service perform a vital role of keeping units and personnel safe while maintaining and providing the effective operational readiness rates required to accomplish the mission. Recovery personnel, as identified in this publication, includes every person that plays a role in recovery operations or battle damage assessment and repair. This includes professional recovery personnel, such as maintenance control officers, warrant technicians and maintenance teams. All personnel involved in recovery operations/battle damage assessment and repair need to understand the environment in which they operate. This manual provides information on recovery support to unit operations including operations within the Joint environment. It is imperative for all personnel engaged in recovery operations or battle damage assessment and repair support operations to have an understanding of the various staff organizations that have a role in recovery planning and support. It will be necessary for a recovery support activity to contact the higher, lower, or adjacent headquarters (both sustainment and operational) to coordinate support, report status, request technical assistance, or request additional resources. This manual presents the roles and missions of the various recovery organizations to enhance coordination. Readers should follow the guidelines in this publication as closely as possible within the constraints and restrictions of the tactical situation.

The intent of this FM is to support strategic and operational reach, and enable endurance. This ATP also establishes how watercraft operations are integrated and synchronized into the overall operations process - plan, prepare, execute, and assess. Transportation is identified as a sub-element of logistics in the Sustainment Warfighting Function. Army watercraft plays an integral part in support of the reception, staging and onward movement of forces. Watercraft support operation of strategic ports and provide the additional capability of moving forces forward via inland waterways. Watercraft are essential in establishing and supporting sea basing operations. The TBX provides mission command of watercraft in a combatant commander's area of operation. Army terminal battalions provide control of watercraft supporting terminal and sea basing operations. Army watercraft may support amphibious and riverine operations. Watercraft support the combatant commander in conducting unified land operations by providing the ability to move land forces to the desired location via the littorals, inland waterways and rivers. This capability extends operational reach and supports freedom of action. Army watercraft are the key enablers to achieving decisive action in unified land operations in operating environments requiring operations in the littorals. This publication describes watercraft transportation doctrine and its capabilities to support deployment and movement of expeditionary forces. It will relate how transportation supports unified land operations, sustainment and the distribution of equipment and materiel to Army and joint forces operating across the full range of military operations. ATP 4-15 contains seven chapters and two appendices. Chapter 1, Army Watercraft Fundamentals, covers the principles of watercraft operations, categories of watercraft, watercraft missions, maritime training, maritime qualifications and various duty positions of Soldier-Mariners. Chapter 2, Watercraft Capabilities and Supporting Organizations, describes the capability of Army watercraft and the organizations that support watercraft operations. This chapter also discusses mission command and the roles and responsibilities of organizations executing mission command. Chapter 3, Planning Watercraft Operations, discusses the planning requirements and considerations required for executing watercraft operations. It describes operational planning factors and security considerations for successful watercraft operations. Chapter 4, Executing Army Watercraft Operations, describes how watercraft support providing endurance to unified land operations. This chapter has four sections detailing watercraft, terminal, amphibious and riverine operations. Chapter 5, Vessel Security and Protection, describes the various threats to watercraft and methods for responding to each type of threat. Chapter 6, Watercraft Maintenance, describes types of watercraft maintenance, the organizations responsible for performing maintenance and requirements for maintenance reporting. Chapter 7, Watercraft Accident Reporting and Investigation, describes reporting procedures for watercraft accidents and responsibilities of the investigating officer. Appendix A lists and describes the various shipboard force protection levels and measures required to protect the vessel at each level. Appendix B lists the crew requirements for each vessel by platform.

ATP 4-92 is a revision of Field Manual 4-92, Contracting Support Brigade, last published in 2010. Operational contract support (OCS) is the process of planning for and obtaining supplies, services, and construction from commercial sources in support of combatant commander directed operations. While varying in scope and scale, OCS, and its subset of expeditionary contacting capability, is a critical force multiplier in unified land operations, especially long-term stability operations. With a smaller Army, less robust active component sustainment capability, and greater emphasis on Phase 0 operations, the critical importance of operational contract support and its associated expeditionary contracting structure may increase as a necessary force augmentation capability in future operations. Accordingly, the Army continues to enhance its capability to plan and provide OCS for deployed Army and joint forces. This contracting-focused ATP is one of numerous initiatives to inform the operating force on the importance of OCS planning and integration, again with focus on the Army's expeditionary contracting force structure, in all phases of operations. ATP 4-92-along with the publications referenced throughout this manual-is intended to provide commanders and their staffs with the doctrinal and policy tools necessary to properly leverage the full spectrum of Army OCS capabilities in all phases of the operation. The publication also serves as a guide for worldwide deployment and employment of expeditionary Army contracting organizational capabilities. ATP 4-92 clarifies existing doctrine, which was focused on the CSB. Updates include mission command philosophy, the revised contracting support organizational structure, other contracting or operational contract support organizations, as well as expanded discussions of financial management (FM) in support of contracting actions. Updates also include expanded discussion on Army expeditionary contracting support to joint operations. ATP 4-92 contains three chapters: Chapter 1 provides an overview of contracting and operational contract support organizations, including the contracting support brigade and its subordinate units, along with USACE, INSCOM, LOGCAP, and ASA(ALT) forward. It also discusses command authority versus contracting authority, as well as contracting support considerations with respect to the Army force generation model. Chapter 2 includes contracting support considerations in the notional phases of the operation, from Joint Publication (JP) 3-0, as well as guidance for contracting support planning and execution, to include the vital link with financial management. Chapter 3 provides an overview of joint contracting considerations, to include lead Service and joint theater support considerations.

Chapter 11 discusses electrical power systems and design considerations for reliability, efficiency, and scalability. It also discusses the emerging requirements to store electricity and incorporate renewable sources of energy. It provides an overview of Service capabilities and electrical safety requirements. Chapter 12 discusses GE support to the sustainment/combat service support water functions of production and distribution. The chapter discusses well drilling and includes water production and distribution responsibilities, planning and design, Service capabilities, employment, and operations. It expands discussion on water distribution within facilities as a plumbing task. The GE doctrine provided in this manual presents an overview of a wide range of topics and allows the reader to understand how the topics fit together.
