The doctrine in ATP 4-11 is nested with FM 3-0, Operations, and FM 4-0, Sustainment Operations. The four functions of Army transportation are movement control, intermodal operations, mode operations, and theater distribution. Army transportation uses various surface and air modes (for example, truck, lighterage, railcar, and aircraft), to transport units, personnel, equipment, and various classes of supply to support unified land operations. The focus of ATP 4-11 is to discuss motor transport operations. Motor transport is the most flexible of all the surface and air modes of transport. Motor transport operations are broad in scope and are conducted both intertheater and intratheater, from the strategic support area in the continental United States (CONUS) to the front line of troops in a theater. Motor transport fulfills movement requirements for activities that include tactical mobility, sustainment mobility, personnel replacements, and casualty evacuation. It serves as the link between the other modes in support of large-scale combat operations as far forward as possible, enabling operational reach, freedom of action, and endurance. ATP 4-11 contains 3 chapters and 14 appendices: Chapter 1 discusses the fundamentals of motor transport operations. It provides the audience an overview of motor transport, the operational environment in which Army motor transport operations could occur, and the principles and tenets that guide Army motor transportation operations. It also discusses motor transport in support of unified land operations. Chapter 2 discusses the mission, composition and description of truck companies at echelons above and below the brigade combat team level. Finally, this chapter provides information on the roles and responsibilities of personnel assigned to motor transport units. Chapter 3 discusses motor transport planning and operations. It discusses command roles in transportation asset allocation, tactical operations that affect motor transport planning consideration, planning for motor truck transportation, motor truck in support of distribution operations, methods of distribution operations, accountability of transportation assets, and maintenance services, as these relate to Army motor transport operations. Appendix A describes select Army sustainment organizations and the relationships with transportation units. Appendix B describes procedures for organization and operation of a truck company area. Appendix C provides procedures and responsibilities for leadership to supervise preventive maintenance. Appendix D provides procedures for operators and leaders to use to evaluate road networks. Appendix E describes road movement planning, planning factors, and roles and responsibilities for commanders and special staffs. Appendix F provides roles and responsibilities for unit training on vehicle loads and cargo loading. Appendix G provides procedures for manual reports and control of motor transport equipment. This publication incorporates current terminology from the Army's operational concept described in ADRP 3-0, Unified Land Operations. It also applies to Naval forces operating ashore when these forces are being supported by Army, Air Force, or Marine Corps units. It serves as the primary reference document for planning and execution of OCS, associated functions and tasks at the tactical level. It supersedes ATTP 4-10, Operational Contract Support, dated June 2011 and incorporates the latest guidance found in JP 4-10, Operational Contract Support, dated 16 July 2014 and other associated regulatory guidance. OCS is the process of planning for and obtaining supplies, services, and construction from commercial sources in support of joint operations. While varying in scope and scale, OCS is a critical force multiplier across all phases and types of operations. With a smaller military, less robust active component sustainment capability, and greater emphasis on Phase 0 operations, the critical importance of operational contract support will surely increase as a necessary capability in future operations. Therefore, the Services must continue to enhance their capabilities to plan and provide OCS for deployed forces. This multi-Service publication is intended to provide commanders and their staffs with the doctrinal and policy tools necessary to properly leverage the full spectrum of OCS capabilities in all phases of the operation. This multi-Service publication content remains generally consistent with that found in ATTP 4-10; however, terminology and concepts have been updated as required. Most notably, OCS is redefined and contracting support added as one of the three key OCS functions, in accordance with joint OCS doctrine. The material in this multi-Service publication is presented in a more logical format and sequence, and several new appendices provide an overview of multi-Service OCS capabilities and contain checklists to assist requiring activities and supported units with OCS planning and execution. This multi-Service publication contains five chapters: Chapter 1 introduces OCS and other OCS-related terms, introduces the OCS process and team, discusses key OCS imperatives to minimize risk of contract fraud and unauthorized commitments, and closes with a brief discussion on ethics. Chapter 2 discusses joint planning guidance and the integration of OCS requirements into tactical level planning. It also covers considerations for conducting relief in place and base drawdown and closure. Chapter 3 describes the requirements development process with a focus on requiring activity and supported unit functions. It also discusses the critical parts of a contract support request package and the contract support request package approval process. Book excerpt: This Army Techniques Publication (ATP) describes the organization, mission, and operations of the sustainment brigade and its subordinate units. These subordinate units are task organized to the sustainment brigade depending on the specific mission of the brigade. This manual also describes the relationships of the sustainment brigade and its subordinate units to each other as well as to the organizations they have command and support relationships with. This manual applies to unified land operations extending from stable peace to general war. Doctrine is not intended to cover garrison operation, but should serve as a guide for training and operations in garrison to prepare for war. The principle audience for this publication is Army commanders, geographic combatant commanders (GCCs), joint force commanders (JFCs), and sustainers throughout the Army. This ATP serves as an authoritative reference for students and personnel who: -Develop doctrine materiel (fundamental principles and TTP) and force structure. -Develop institutional and unit training. -Develop standing operating procedures (SOP) for unit operations. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host-nation laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. (See Field Manual [FM] 27- 10.) ATP 4-93 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. ATP 4-93 does not introduce any new terms, rescind any terms or modify any terms. ATP 4-93 applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated. The proponent of this manual is the Unites States Army Combined Arms Support Command (USACASCOM).

Its purpose is to provide authoritative doctrine for transportation operations that support unified land operations. This publication applies to the range of military operations and supports Army doctrine publication (ADP) 3-0, Unified Land Operations and ADP 4-0, Sustainment. It also expounds on transportation doctrine that is introduced in ADP 4-0. The intent of this FM is to support strategic and operational reach, and enable endurance. This FM also establishes how transportation operations are integrated and synchronized into the overall operations process - plan, prepare, execute, and assess. Transportation is identified as a sub-element of logistics in the Sustainment Warfighting Function The principle audience for FM 4-01 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will also use this publication. Commanders, staffs, and subordinates ensure that their decisions and actions comply with applicable U.S., international, and, in some cases host-nation laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. (See FM 27-10.) FM 4-01 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. Terms for which FM 4-01 is the proponent publication (the authority) are italicized in the text and are marked with an asterisk (*) in the glossary. Terms and definitions for which FM 4-01 is the proponent publication are boldfaced in the text. For other definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition. FM 4-01 applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the United States Army Reserve unless otherwise stated. The U.S. Army Transportation Corps provides an overwhelming capability for Army and joint forces in achieving operational reach, freedom of action and prolonged endurance. Army transportation, combined with strategic enablers, delivers to the Combatant Commander expeditionary capabilities. At the foundation is the Defense Transportation System (DTS) which is that portion of the Nation's transportation infrastructure that supports the DOD transportation needs in peace and war (JP 4-01). When these needs exceed the Service's lift capabilities, commercial industry supports the DOD with contracts and agreements such as the Civil Reserve Air Fleet (CRAF) and the Voluntary Intermodal Sealift Agreement. The Civil Reserve Air Fleet is a program in which the DOD contracts for the services of specific aircraft, owned by a U.S. entity or citizen, during national emergencies and defense-oriented situations when expanded civil augmentation of military airlift activity is required (JP 3-17). The Voluntary Intermodal Sealift Agreement is an agreement that provides the DOD with assured access to United States flag assets, both vessel capacity and intermodal systems, to meet DOD contingency requirements (JP 4-01.2). These commercial assets help to sustain the projection of combat power in support of unified land operations U.S. Transportation Command (USTRANSCOM), a strategic provider, resources and allocates sealift and airlift to support the combatant commanders. This is accomplished by USTRANSCOM's Service components; Air Mobility Command (AMC), Military Sealift Command (MSC) and Military Surface Deployment and Distribution Command (SDDC).
