For this report, GAO assessed to what extent the Army has accomplished the following: (1) implemented and established management controls for its modular force and force expansion initiatives, and (2) assessed its modular unit designs. GAO assessed Army plans and funding requests; visited brigades that were reorganizing; and examined key Army planning documents, performance metrics, and testing plans. Both brigade combat teams and support brigades were visited, including units from the active component Army, Army National Guard, and Army Reserve. GAO recommends the following: (1) the Army develop a comprehensive strategy and funding plan to improve accountability for staffing and equipping the modular force; (2) the Army develop a plan for assessing the modular force designs; and (3) DoD should review the Army's strategy, funding plan, and assessment plan. DoD concurred with GAO's recommendations; however, DoD's actions for assessing unit designs did not fully meet the intent of GAO's recommendations. GAO added a matter for congressional consideration to require the Army to more fully assess modular force designs in full spectrum warfare.

Book excerpt: Transforming an Army at War examines the origins of the modular concept, the reasons for undertaking it, and the process for developing modular unit designs. The Army had been exploring the notion of modularity since shortly after the end of the Cold War. Modularity, at its most basic, was the idea for creating a pool of standardized, self-contained units—combat, support, and headquarters—that could plug into (and unplug from) unit formations as needed with minimal augmentation or reorganization. A modular force would greatly improve the Army’s ability to configure packages of units tailored for specific missions by the regional combatant commands. By the summer of 2003, wars in Iraq and Afghanistan had markedly strained the Army. General Peter J. Schoomaker, chief of staff of the Army as of 1 August 2003, believed that these operations, along with the demands of an open-ended Global War on Terror, called for a major change in how the service organized its forces. In early September 2003, he ordered the U.S. Army Training and Doctrine Command to begin the process of converting the Army to a modular, brigade-based force. This would be the most far-reaching transformation of the operational forces since World War II and the most radical since the Pentomic reorganization of the late 1950s. The chief of staff identified the 3d Infantry Division, scheduled to return to Iraq in early 2005, as the first formation to change to a modular structure. He also directed that normal force development methods not be used. Instead, an ad hoc group, Task Force Modularity, would draw up the modular force plans. By the time the task force disbanded in February 2005, most of the major design decisions for the modular force had been made and modular brigade combat teams of the 3d Infantry Division had deployed to Iraq. This account of designing the modular force highlights a critical part of the Army’s program to prepare itself for an increasingly turbulent world and illustrates the intellectual and organizational resources the service can call on in that effort.

The Army's goals for increasing combat power while introducing predictability in deployments for its soldiers are important, and the Army leadership in headquarters, military and civilian staffs, and operational and support units throughout the Army have dedicated considerable attention, energy, and time to achieving these goals under tight time frames. However, the Army faces significant challenges in executing its modularity plans to fully achieve planned capabilities within the time frames it established. In short, because of uncertainties in cost, equipment, and personnel plans and the absence of a comprehensive approach for assessing modularity results, we do not believe decision makers have sufficient information to assess the capabilities, costs, and risks posed by the transformation to a modular force. I will now turn to our four main issues.

Book excerpt: While the Army has made progress in establishing modular brigades, it is likely to face several challenges in providing its new modular units with some required skilled personnel and equipment that are needed to achieve planned capabilities. For example, the Army has not provided its new modular brigades with required quantities of critical equipment such as unmanned aerial vehicles, communications equipment, and trucks because they are not currently available in sufficient quantities. Moreover, it may take years to meet increased requirements for critical skills such as military intelligence analysts because they are in high demand and take years to train. In addition, the Army has not yet made a number of key decisions that could further increase requirements for equipment and personnel beyond those that have been identified by the Army to date. First, the Army has not yet decided whether to recommend to the Secretary of Defense an increase to the number of active brigade combat teams from 43 to 48. Also, it is refining its analysis of design requirements and assessing the costs and benefits of adding one more combat maneuver battalion to its new modular brigades. Finally, the Army has not yet finalized the design of higher echelon and support units. Until designs are finalized and key decisions are reached, the Army will not have a complete understanding of the equipment and personnel that are needed to fully achieve its goals for a more capable modular force.

This paper argues that the major capability gap in today's force - and vital for future campaigns - is the ability to conduct stabilization. It begins with exploring the changes in U.S. strategy that are the impetus behind the need for greater capacity to conduct post conflict stabilization and reconstruction. Then, it analyzes the emerging role of the Army in post-conflict operations in the context of modern combat to more fully understand the specific requirements of stabilization. The paper then develops an operational concept - progressive stabilization - that complements the Army's concept of rapid decisive operations while improving its ability to contribute to long-term conflict resolution. It outlines three key force attributes an expeditionary force structure must have to provide the requisite mix of combat and stabilization capabilities. Finally, this paper builds on those attributes to suggest three areas where Army leaders must make near-term adjustments in the Modular Force to ensure the nation has a truly expeditionary force with the campaign capacity for both rapid decisive operations and stabilization.

GAO recommends that the Army develop and report to Congress a results-oriented plan, that includes milestones that better links funding to results; complete a plan for developing doctrine for its modular forces; and better assess the effectiveness of modular forces with authorized levels of equipment and personnel.
