Peacetime expenditures toward achieving and maintaining readiness and sustainability-e.g., through training, maintenance, and materiel stockpiling-typically use more than half the Department of Defense's (DoD's) budget. readiness and sustainability, which reflect approximately how quickly and for how long forces would be usable, govern the degree to which the other two pillars could be exploited in wartime.

Book excerpt: The proof-of-concept model for ALAP demonstrates the feasibility of equating Army measures of OPTEMPO, maintenance rates, and funding levels to sustainment capability. Synergy's ALAP shows that we can link weapon system readiness to sustainability given current and future programmed budget positions to create a viable POM and PPBES decision support tool. This model also supports the hypothesized outcome of current funding levels affecting future capabilities to successfully prosecute combat missions and contingency operations.

Book excerpt: This Note describes a conceptual design for Army Logistics Assessment--Extended (ALA-X), a methodology for assessing the readiness and sustainability of the U.S. Army. The methodology is intended for use in the Planning, Programming, and Budgeting process, so that those parts of the Army program dealing with logistics functions and resources can be better prepared and justified. The ALA-X methodology will relate resources among 38 categories of logistics resources to specific measures of combat capability and will treat them simultaneously so that tradeoffs and substitutions can be performed.

Available in PDF, EPUB and Kindle. Book excerpt: This text offers a practical approach for understanding the US Army's extremely complex global logistics system, widely acknowledged as one of the largest in the world. The focus is on inventory management policy where prescriptions are illuminated through the prism of an enterprise supply chain analysis. Although Army aviation logistics examples are emphasized throughout, the fundamental issues and potential solutions are broadly applicable to other large-scale military and industrial supply chains as well. Following a summary of recent trends for background and context, a multi-stage conceptual model of the logistics structure is presented to segment and guide the effort. This multi-stage model is used to systematically analyze major organizational components of the supply chain, diagnose structural disorders and prescribe solutions. Integration challenges are addressed using cost-benefit perspectives which incorporate supply chain objectives of efficiency, resilience, and effectiveness. The design and evaluation section proposes an "analytical architecture" consisting of four complementary modeling approaches, collectively referred to as "dynamic strategic logistics planning", to enable a coordinated, enterprise approach for Army Logistics Transformation. An organizational construct is presented for an "engine for innovation" to accelerate and sustain continual improvement for Army logistics and supply chain management - a "Center for Innovation in Logistics Systems". Finally, strategic management challenges associated with enterprise integration and transformational change are addressed: organizational design; management information and decision support systems; strategic alignment for a learning organization; and workforce considerations including human capital investment needs. The text concludes with a relevant historical vignette and closes with a summary of expected benefits.

The Army is engaged in this protracted war while undergoing an expansive reorganization. Strategic decisions made today with regard to how resources are allocated will determine the Army's ability to sustain logistics readiness for combat power engaged in protracted conflict and impact the type Army that will defend the nation for the next generation. How will the confluence of conflict, a new world dis-order of Global War on Terror and Transformation of Forces, impact resource decisions to procure, project and provide logistics at the strategic level? This paper focuses on three areas of logistics at the strategic level that will be impacted by transformation coupled with the protracted conflict and persistent confrontation -- the Defense Industrial Base (DIB), Force Projection, and Joint Logistics.

Available in PDF, EPUB and Kindle. Book excerpt: This report seeks to promote discussion of the way the Air Force develops its weapon systems, manages its support resources, and conducts its wartime logistics operations. It describes the enemy threat facing the Tactical Air Forces in the next several decades, how that threat affects the combat environments within which those forces will have to operate, how those environments should shape force characteristics, and the implications for various resource management functions. The central conclusion is that effecting the necessary improvements in readiness and sustainability will require fundamental changes in the way the Air Force perceives weapon system requirements, develops and procures those systems, manages logistics resources, and organizes and operates combat support systems.
