The data for the report are from a 1989 Army-wide survey of a probability sample of 11,035 soldiers in 528 active component Army units and 3,277 Army spouses conducted in 1989. The report examines The perceptions of program usefulness and the perceptions of Army policy impact on family members, the quality of Army family programs, and the helpfulness of Army community service personnel, and User demographic characteristics and indicators of potential program or service need for over 30 separate Army services. Overall, patterns of program use vary by soldier rank and, to some extent, geographical location. All soldiers and spouses, however, believe that the Army community support services are essential to the well-being of the Army community.

Book excerpt: During the late 1980's soldiers and family members were asked a series of questions about the Army's social and recreational services in four world-wide surveys: the DoD Family Survey (1985), The Annual Survey of Army Families (1987), The RAND Corporation Survey (1987), and the Army Family Research Program or AFRP Survey (1989). Specifically, the respondents were asked whether they used given services, were satisfied with it, and what benefits they derived from such services. The purpose of this report is to provide insights into what these services actually do by contrasting what different groups of respondents (e.g., officers, enlisted soldiers, and spouses) and different surveys say about these services. In addition to summarizing the findings, the report also makes recommendations (where appropriate) for how to improve given services. General community services have much higher use than do the more "clinical" or services that are "targeted" to a special group. In general, spouses are more likely than soldiers to use Army services. Soldiers who used services were more likely to see their leaders as supportive of families than those who did not. Retention intentions were also related to satisfaction with the community, particularly among junior enlisted personnel.

To meet the needs of military members and their families, the Department of Defense has created a number of personnel support programs. Such programs help maintain a high quality of life within the military. One important aspect of quality of life is a sense of community. The social science literature has shown that a sense of community is positively associated with a number of important organizational outcomes, such as commitment, performance, retention, and readiness. This report reviews nine insights from the social science literature that can be used to strengthen a sense of community within an organization. Suggestions are provided on how personnel support programs can implement these principles. This report is part of a longer-term study of quality-of-life issues in the military. It is intended for military and civilian policymakers and decisionmakers with an interest in how quality of life bears on retention and readiness. The study is assessing the mix and scope of military support programs and will recommend policies to enhance the effectiveness of support programs. The work was sponsored by the Deputy Assistant Secretary of Defense for Personnel Support, Families, and Education. This research was conducted in the Forces and Resources Policy Center, which is part of RAND's National Defense Research Institute, a federally funded research and development center sponsored by the Office of the Secretary of Defense, the Joint Staff, the unified commands, and the defense agencies.
