Book excerpt: This is the 44th volume in the Occasional Paper series of the United States Air Force Institute for National Security Studies (INSS). This report summarizes a three-phase research project undertaken by the USAF Institute for National Security Studies on behalf of the Defense Threat Reduction Agency to forecast long-range global trends affecting arms control technologies. The report projects the international political, economic, and scientific environments to the year 2015. It posits economic and technological drivers as shaping the system, including its military and political dimensions. The result will be a two-tiered system, with great danger arising from significant proliferation in the second tier and the transition zone between tiers. The report next draws conclusions from this likely future for the scope, value, and practice of arms control. Arms control will be focused less on limitation and reduction of existing weapons, although the endgame between the United States and Russia will remain a significant effort. The focus will shift to the less well-defined realm of counterproliferation, and to marginal, failing, and failed states as well as nontraditional and non-state actors. New dimensions will be added, including control efforts toward small arms, advanced conventional weapons, military space, and information operations. The report then extrapolates from this future to assess the likely arms control technology requirements in cooperative, noncooperative, intrusive, and nonintrusive regimes. The projection here is continuing requirements for each of these specialized sets of technologies, with particular emphasis on multiple-use technologies for remote arms control compliance and verification monitoring as well as for intelligence detection and collection.

Book excerpt: The proliferation of ballistic missiles that can deliver weapons of mass destruction halfway across the world is a matter of growing urgency and concern, as is the fate of agreements limiting the development of such deadly weapons. The Bush administration’s scrapping of the ABM Treaty and pursuit of a huge National Missile Defense initiative are dramatic evidence of this concern. Yet there remains much uncertainty about the viability of missile defense. If defenses fall short, strong security regimes will be necessary to contain missile proliferation. Since 1987, more than thirty states have agreed to restrict their transfer of missiles and related technologies under the Missile Technology Control Regime (MTCR). During the MTCR’s first decade, several regional powers were thwarted from advancing their missile ambitions. Subsequently, however, states such as North Korea, Iran, Pakistan, India, and Israel have tested medium-range missiles and others have expanded their missile arsenals. Dinshaw Mistry critically examines the successes and limitations of the MTCR, and suggests five practical ways to strengthen the regime. The author’s exhaustive research offers new and detailed insights on the technology and politics of missile programs in Iran, Iraq, North Korea, Pakistan, India, Israel, Egypt, South Korea, Taiwan, and other countries. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Much tougher measures to prevent countries from gaining nuclear weapons technoloty while purportedly complying with the Nuclear Non-Proliferation Treaty and procedures for controlling dangerous biological technologies will be most prominent in this framework, while lower priority is giben to efforts such as bilateral nuclear accords and most t
