Book excerpt: The U.S. Department of Defense (DoD) faces short-term and long-term challenges in selecting and recruiting an enlisted force to meet personnel requirements associated with diverse and changing missions. The DoD has established standards for aptitudes/abilities, medical conditions, and physical fitness to be used in selecting recruits who are most likely to succeed in their jobs and complete the first term of service (generally 36 months). In 1999, the Committee on the Youth Population and Military Recruitment was established by the National Research Council (NRC) in response to a request from the DoD. One focus of the committee's work was to examine trends in the youth population relative to the needs of the military and the standards used to screen applicants to meet these needs. When the committee began its work in 1999, the Army, the Navy, and the Air Force had recently experienced recruiting shortfalls. By the early 2000s, all the Services were meeting their goals; however, in the first half of calendar year 2005, both the Army and the Marine Corps experienced recruiting difficulties and, in some months, shortfalls. When recruiting goals are not being met, scientific guidance is needed to inform policy decisions regarding the advisability of lowering standards and the impact of any change on training time and cost, job performance, attrition, and the health of the force. Assessing Fitness for Military Enlistment examines the current physical, medical, and mental health standards for military enlistment in light of (1) trends in the physical condition of the youth population; (2) medical advances for treating certain conditions, as well as knowledge of the typical course of chronic conditions as young people reach adulthood; (3) the role of basic training in physical conditioning; (4) the physical demands and working conditions of various jobs in today's military services; and (5) the measures that are used by the Services to characterize an individual's physical condition. The focus is on the enlistment of 18- to 24-year-olds and their first term of service.

Book excerpt: This evaluation of the Army Continuing Education System (ACES) considered the following programs: (a) Tuition Assistance (TA); (b) Functional Academic Skills Training (FAST; (c) Military Occupational Specialty Improvement Training (MOSIT); (d) Noncommissioned Officer (NCO) Leader Skill Enhancement Courses; and (e) the Armed Forces Classification Test (AFCT). The assessment of the effectiveness of these programs is based on their ability to enhance soldier performance and increase the prospects of promotion, as well as to reduce attrition and increase reenlistment. The evaluation data came from a longitudinal administrative database that tracked a three-year accession cohort over a six-year period and an NCO database including self-reported participation in ACES programs, promotion information, and observed performance ratings. The analysis was designed to separate effects of participant characteristics from the effects of the program, and to control for differences in the opportunity and propensity to participate in ACES. Participation in TA and FAST were associated with an increase in the probability of first term reenlistment FAST participation was also associated with lower first-term attrition. Participation in several ACES programs showed positive effects on measures of performance and promotion potential.

Book excerpt: "A computer adaptive test was administered over the telephone by reading items and response alternatives to 144 individuals who had recently enlisted in the U.S. Army and had completed the Armed Services Vocational Aptitude Battery (ASVAB). Subject responses were entered into a computer by the telephone interviewer thereby allowing the adaptive test program to estimate aptitude with approximately 10 verbal items. Analyses indicate that the Telephone Test is highly correlated with the Armed Forces Qualification Test (AFQT) in the sample we tested, r = .66; the bivariate correction for range restriction estimated this population correlation to be .81. A confirmatory factor analysis produced a four factor solution with the Telephone Test loading at a very high level (.91) on a Verbal factor, which had a substantial loading (.72) on a higher order factor. The magnitude of the factor loadings and the administration time (5 to 10 minutes) indicate that the procedure provides an excellent measure of crystallized Verbal aptitude that can be incorporated into brief telephone interviews and used to estimate AFQT and general aptitude."--DTIC.

Book excerpt: This study evaluates selected features of the Armed Services Vocational Aptitude Battery (ASVAB) Career Exploration Program (CEP) and its contributions to Navy recruiting. The ASVAB-CEP is a Department of Defense program created in 1968, operating in 12,598 high schools throughout the nation as of 2004. ASVAB-CEP data for all military services (1998-2004) were examined, along with previous studies and literature on the program. An online survey was developed and administered to Navy Recruiters-in-Charge (RINCs). Results show a steady decline of high school juniors and seniors tested, high schools tested, recruiter leads, and accessions. Survey results indicate that RINCs are generally positive toward the program as a source of leads and in gaining access to schools, but question the value in testing sophomores. Several recommendations are offered to improve the program. In addition, further research is recommended.
