In most cases the new democratic governments inherited an extremely precarious economic situation, which left little room to manoeuvre. This book analyzes the special problems that governments face in the formulation and implementation of economic policy after the restoration of democracy. In each of six cases - Argentina, Bolivia, Brazil, Chile, Paraguay, and Uruguay - an analysis is made of the difficulties encountered and the performance of the democratic governments.
Book Synopsis The State of Democracy in Latin America by : Jonathan R. Barton
Download or read book The State of Democracy in Latin America written by Jonathan R. Barton and published by Routledge. This book was released on 2004-11-04 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: The State of Democracy in Latin America presents a critical analysis of the contemporary democratic state in Latin America. In a shift away from the more typical analyses of Latin American political change during the 1990s, this book presents a more state-centric perspective that seeks to explain why transitions to democracy and trends towards better governance have failed to provide more political and social stability in the continent. Through a deeper analysis of underlying social relations and values and how these manifest themselves through institutions, the state is understood not purely as an institutional form but rather as a set of interdependent relations that are shaped by particular collective and individual interests.

Available in PDF, EPUB and Kindle. Book excerpt: The process of demographic transition through which Argentina is passing is a window of both opportunities and challenges in economic and social terms. Argentina is still a young country in which the working-age population represents the largest proportion of its total population. Currently, the country just began a 30-year period with the most advantageous age structure of its population, which could favor greater economic growth. This situation, known as the 'demographic window of opportunity,' will last until the beginning of the 2040s. The dynamics of the fertility and mortality rates signify a gradual ageing of the population, with implications for various dimensions of the economy, the social protection system, public policies, and society in general. This book studies the opportunities and challenges that the demographic transition poses for the Argentine economy, its most important social sectors like the healthcare, education, and social protection systems, and the potential fiscal trade-offs that must be dealt with. The study shows that even though Argentina is moving through its demographic transition, it just recently began to enjoy the window of opportunity and this constitutes a great opportunity to achieve an accumulation of capital and future economic growth. Once the window of opportunity has passed, population ageing will have a significant impact on the level of expenditure, especially spending in the social protection system. This signifies a challenge from a fiscal policy point of view, because if long-term reforms are not undertaken to mediate these effects, the demographic transition will put pressure on the reallocation of fiscal resources among social sectors. Finally, population ageing poses concerns related to sustaining the rate of economic growth with a smaller working-age population. Taking advantage of the current window of opportunities, increasing savings that will finance the accumulation of capital, and increasing future labor force productivity in this way is a challenge for the Argentine economy.

Book excerpt: This paper discusses whether there is a more efficient way of taxing labor in Argentina that has a minimal cost in terms of foregone revenues. Social security contributions for dependent workers are generally high in Argentina, despite the plethora of different regimes and exceptions. A reform of labor taxation in Argentina would need to address these inefficiencies. Reducing the tax wedge would stimulate employment and formalization, especially if targeted to low-paid workers, as there is evidence that it’s their employment that mostly responds to tax incentives. Argentina’s tax and transfer system appears to be less progressive than the estimated optimal one. The simulations suggest that the proposed changes would have a positive impact on economic activity and formality, with a minor cost in terms of foregone revenues. Greater labor supply and wages in the formal sector push up revenue from labor taxation, compensating part of the direct cost of the reform.

Book excerpt: This 2017 Article IV Consultation highlights that Argentina’s government has made important progress in restoring integrity and transparency in public sector operations. These policy changes have put the economy on a stronger footing and corrected many of the most urgent macroeconomic imbalances. Private consumption strengthened in 2017, supported by greater real wages and buoyant credit growth. With stronger domestic demand, the trade surplus turned into a deficit and the current account deficit increased. Annual inflation has declined from its peak in 2016, but remained relatively resilient and inflation expectations moved up, prompting the central bank to raise interest rates. Going forward, GDP growth is expected to consolidate, inflation inertia will slowly subside, and the fiscal deficit will gradually fall.

Book Synopsis Strengthening Argentina's Integration into the Global Economy by : Martha Martínez Licetti
Download or read book Strengthening Argentina's Integration into the Global Economy written by Martha Martínez Licetti and published by World Bank Publications. This book was released on 2018-05-14 with total page 173 pages. Available in PDF, EPUB and Kindle. Book excerpt: Integration into global markets can improve the efficiency of the Argentinian economy, providing opportunities for private investment to flourish and for the associated benefits to accrue to consumers. Among many policies that are important for integrating into the global economy, particularly relevant are trade, investment, and competition policies. They all share a common attribute: the capacity to shape the incentives of firms to improve resource allocation and to strengthen productivity while integrating into international markets. Once properly combined, investment, trade, and competition polices have mutually reinforcing relationships in the sense that growth dividends stemming from reforms in one policy area are reinforced when properly combined with reforms in the other two. Against this backdrop, this report follows a three-pronged approach. It presents a set of robust empirical analyses †“ drawing from both general and partial equilibrium exercises - to assess the potential impacts from trade, competition, and investment policy reforms. It offers a new comparative review of international experience with structural microeconomic reform programs to bring insights for Argentina’s design and sequencing of such reforms. Finally, it presents individual reform recommendations for each institution in charge of the three respective policy areas in an integrated step-by-step framework from the firm perspective to illustrate the critical challenges to investment and internationalization for Argentinian firms.

Download or read book Argentina written by International Monetary Fund and published by International Monetary Fund. This book was released on 2000-12-19 with total page 71 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1999, the economy of Argentina was affected owing to recession. More than half of the external account deficit was financed by net foreign direct investment. The public finances deteriorated in 1999, reflecting the impact of the recession on tax revenue, a weakening of tax compliance, a growing interest bill, and spending overruns at both the federal and the provincial government level. The banking system has weathered well the recession, and strong prudential defences that characterize the Argentine banking system have been maintained.

Book excerpt: Early decisive policy implementation by the new economic team was critical to stabilizing markets and begin rebuilding confidence in the run-up to the second review. Domestic demand has since slowed in response to tighter macroeconomic policies, with high frequency indicators pointing to a further moderation in inflation, a contraction in goods imports, and improvements in the trade balance. Nonetheless, and against a more challenging external and domestic backdrop, the situation remains fragile. Inflation is still high and unanchored, reserves are low, and confidence needs further strengthening. Moreover, social discontent has risen amid spending restraint and some decline in real wages. Review discussions focused on strengthening macroeconomic policies to safeguard stability and achieve program objectives, especially a durable reduction in inflation and improvement in reserve coverage.
