Book excerpt: Este estudo tem por objetivo investigar alguns aspectos locacionais relacionados a expansão das culturas da cana-de-açúcar e da mandioca no Estado de São Paulo, visando a produção de álcool combustível para a gasolina, dentro do esforço governamental voltado para a diversificação das fontes energéticas e para a busca do equilíbrio do balanço de pagamento. Mais especificamente, seguindo critérios estabelecidos no Programa Nacional do Álcool, procura identificar áreas com possibilidades de instalação de destilarias em conta, fundamentalmente, os seguintes aspectos: não substituição de culturas organizadas, especialmente quando voltadas para o mercado externo; disponibilidade de fatores de produção, particularmente terra ecologicamente apropriada e mão-de-obra; estrutura fundiária capaz de promover uma melhor distribuição dos benefícios sócio-econômicos do programa. Não se considerou a questão da infra-estrutura viária para escoamento do álcool (outro aspecto enfatizado pela C.N.A.) porque, praticamente em todo o Estado de São Paulo, problemas dessa natureza são em geral de pequena magnitude e não chegam a representar obstáculo intransponível ao crescimento da produção.

A mandioca, até então, tem sido cultivada e tratada, em todos os estados brasileiros, como a cultura de subsistência ou pequeno porte visando o abastecimento do mercado de produtos "in natura" ou o fornecimento a fábricas de amido, farinha e raspa.
