Book excerpt: Winning by Process asks why the peace process stalled in the decade from 2011 to 2021 despite a liberalizing regime, a national ceasefire agreement, and a multilateral peace dialogue between the state and ethnic minorities. Winning by Process argues that stalled conflicts are more than pauses or stalemates. "Winning by process," as opposed to winning by war or agreement, represents the state's ability to gain advantage by manipulating the rules of negotiation, bargaining process, and sites of power and resources. In Myanmar, five such strategies allowed the state to gain through process: locking in, sequencing, layering, outflanking, and outgunning. The Myanmar case shows how process can shift the balance of power in negotiations intended to bring an end to civil war. During the last decade, the Myanmar state and military controlled the process, neutralized ethnic minority groups, and continued to impose their vision of a centralized state even as they appeared to support federalism.

But by making bad situations more tolerable in the short term, these coping strategies may hinder the emergence of the democratic values needed to sustain the country's transition to a more open political environment. Thawnghmung conducted in-depth interviews and surveys of 372 individuals from all walks of life and across geographical locations in Myanmar between 2008 and 2015. To frame her analysis, she provides context from countries with comparable political and economic situations. Book excerpt: For decades, the outside world mostly knew Myanmar as the site of a valiant human rights struggle against an oppressive military regime, predominantly through the figure of Nobel Peace Prize winner Aung San Suu Kyi. And yet, a closer look at Burmese grassroots sentiments reveals a significant schism between elite human rights cosmopolitans and subaltern Burmese subjects maneuvering under brutal and negligent governance. While elites have endorsed human rights logics, subalterns are ambivalent, often going so far as to refuse rights themselves, seeing in them no more than empty promises. Such alternative perspectives became apparent during Burma's much-lauded decade-long "transition" from military rule that began in 2011, a period of massive change that saw an explosion of political and social activism. How then do people conduct politics when they lack the legally and symbolically stabilizing force of "rights" to guarantee their incursions against injustice? In this book, Elliott Prasse-Freeman documents grassroots political activists who advocate for workers and peasants across Burma, covering not only the so-called "democratic transition" from 2011-2021, but also the February 2021 military coup that ended that experiment and the ongoing mass uprising against it. Taking the reader from protest camps, to flop houses, to prisons, and presenting practices as varied as courtroom immolation, occult cursing ceremonies, and land reoccupations, Rights Refused shows how Burmese subaltern politics compel us to reconsider how rights frameworks operate everywhere.

Drawing on years of detailed fieldwork, Bertrand analyses the paths that led from secessionist mobilization to a range of outcomes. These include persistent state repression for Malay Muslims in Thailand, low level violence under a top-down 'special autonomy' for Papuans, reframing of mobilizing from nationalist to indigenous peoples in the Cordillera, a long and broken path to an untested broad autonomy for the Moros and relatively successful broad autonomy for Acehnese.
