Contrary to models which tout the internal characteristics of the military, the external political, social and economic conditions, the influence of Western economic and military assistance or the transformative experience of educating officers in Western schools, it is argued that it is instead a matter of the political restraints and interests of the military which determines the likelihood of military intervention in the political domain. Higher levels of restraints on the military will result in more reactive and slower decision making, and a lower propensity to intervene. Higher levels of interests will result in a higher likelihood of military intervention.

When demonstrators took to the streets in 2011, some militaries remained loyal to the autocratic regimes, some defected, whilst others splintered. The widespread consequences of this military agency ranged from facilitating transition to democracy, to reconfiguring authoritarianism, or triggering civil war. This study aims to explain the military politics of 2011. Building on interviews with Arab officers, extensive fieldwork and archival research, as well as hundreds of memoirs published by Arab officers, Hicham Bou Nassif shows how divergent combinations of coup-proofing tactics accounted for different patterns of military behaviour in 2011, both in Egypt and Syria, and across Tunisia, and Libya.

Book excerpt: Triggered by the massive and often violent civil rights and anti-Vietnam War protests of the 1960s, in 1968 the Johnson Administration created the National Commission on the Causes and Prevention of Violence to analyze violent protest and to make recommendations on how to reduce it. The report that Jerome H. Skolnick and his team of researchers produced in the remarkably short time span of seven months had a significant influence on policymakers and law enforcers, and also sold over 100,000 copies before going out of print in the early 1980s. The book examined antiwar, student, and black protest, and studied the responses of the law enforcement and judicial communities to violent protest. Forty years later and long out of print, the book remains a classic. In light of new twenty-first-century confrontations including anti-Iraq War demonstrations, face-offs between environmentalists and developers, and the continued specter of street violence between cops and people of disadvantaged communities, the time is ripe to reconsider the report’s findings. In his new preface and introduction, Skolnick compares the trends and events documented in the original report to their present-day forms of protest.

The book begins by contextualizing the uprisings, with both countries plagued by anti-democratic politics and unequal social and economic structures in the 2000s. Alongside this, the book explores the key actors and factors leading up to, during, and after the uprisings. Employing a comparative case study methodology and drawing from approaches in rational choice theory and institutionalism, the author argues that the tripartite configuration of energy capacity, military structure, and strength of protest led to dichotomous outcomes in the countries. Tunisia, where the military defected, was marked by a lack of energy wealth, apolitical military structure, and high level of protest, enabling a nonviolent transfer of power. In contrast, in Libya, where parts of the military remained loyal to Gaddafi’s regime, protests evolved into violent civil conflict. Making use of expert and elite interviews obtained from fieldwork in Tunisia, as well as data from the research field, the book will appeal to specialists and students interested in international politics, military and security studies, and the MENA region.
