Book excerpt: This study assesses the educational progress of Egypt, especially in basic education and identifies the issues that still need to be addressed. At the level of basic education real progress has been made on narrowing regional and reducing gender disparities, reducing class size, eliminating multiple shifts, increasing class instructional time, and introducing technology in the classroom. While Egypt is to be lauded for its significant achievements, problems persist in the education sector. Of particular concern are the problems of the poor. The poor face numerous disadvantages in educating their children, mostly due to: more children per household, low parental education, very limited access to kindergarten, and a high private cost of public schooling. As a result, of all children age seven to eleven who are not attending school, 50 percent are from the poorest segment of the population. While Egypt has embarked on an ambitious and comprehensive education reform program, it faces numerous challenges to attain its educational goals. Foremost among the challenges are: a) improve the quality of schooling, from primary through university; b) strengthen management of educational institutions by decentralizing decisions, and promoting accountability; c) increase efficiency in the use of resources by reducing over-staffing, introducing new financial mechanisms, and given higher education managers increased autonomy and accountability in internal resource allocation; and finally, d) improve equity by ensuring the children of the poor are adequately prepared to begin school, reducing private costs of education to the poor, better targeting higher education subsidies, and initiate parent education programs to improve child development in the home. The reform program is affordable in the long run if recommendations on quality, equity and efficiency and carried out in tandem and regularly barriers to redeploy.

Book excerpt: The purpose of this report is to support the government of the Arab Republic of Egypt in reviewing the status of the pre-university education sector; and in identifying the key challenges it faces as it develops and implements a strategic plan to enhance its base of human capital. The key overarching finding, based primarily on the analyses presented in the second, third and fourth chapters of this report is that while significant progress has been made in providing more educational opportunities to Egyptian citizens, the quality of that educational experience is low and unequally distributed, leading to unequal educational outcomes. While inputs are important to quality, the authors also define quality in terms of specific outcomes that indicate learning at a level necessary to compete in a global marketplace. For instance, international test results, such as the trends in International Mathematics and Science Study (TIMSS), are taken to be a strong indicator of educational outcomes that matter, and quality education is generally assumed to impact those outcomes. In addition, it is also clear that Egypt already spends a large share of its public and private resources (by international comparison) on education and, therefore, further improvements in equality of quality provision need to be financed to a great extent through efficiency gains.

Although education quality has acquired high priority in the past few decades, the multiplicity of conceptualizations of quality also reflects the concerns and foci of multiple stakeholders. Coming to an understanding of quality education involves careful analysis of the context from which any particular reform or program emerges and of the continuing struggle to define and achieve it. Two main questions persist: who benefits from particular policies focused on quality? And what are the potential tradeoffs between a focus on quality, equitable distribution of education, and inclusion of various traditional expectations? This book explores notions of quality as understood within various systems of national, formal, and nonformal education. Also it considers the tensions that arise with the introduction of new standardized notions of quality in relation to international measures and educational reforms in developing countries. In all cases, specific national issues and concerns compete with global agendas.Challenges to quality that are given particular attention in the book chapters include changing definitions of quality, high expectations for education and issues with implementation, and the introduction of English as a means to achieve quality in a globalizing world. Special attention is also given to possible actions that support a more equitable education without ignoring the requisite of quality. The final chapter suggests three models/choices for seeking higher quality and guiding the educational future of nations.
