Book excerpt: Although most Arab countries have endorsed the European Union's proposal for an Euro-Mediterranean Partnership in principle, they also harbor serious reservations about its conceptual and security aspects and its future impact on their economies and on the peace process in the Middle East. The main concern is that the Euro-Mediterranean Free Trade Zone and its related rules of socio-economic conduct would expose fragile Arab industries to strong external competition and destroy indigenous enterprise. As long as the EU continues to follow a one-sided approach, with differential treatment for Israeli and Arab partners, the Arabs will continue to be ambivalent partners in the Barcelona process. This is evident from the cases of Tunisia and Morocco, which have signed partnership agreements with the EU but are now expressing serious doubts about the viability of the process. Further, the EU's concept of politico-security cooperation is geared toward conflict prevention, crisis management, and the introduction of CBMs, rather than on conflict resolution and the establishment of a balanced strategic system in the Mediterranean. The EU's responses to these Arab perceptions and misgivings will decide the future success of the EMP. It may be concluded that if the EU persists in its self-centered approach to Euro-Mediterranean cooperation, the EMP project is unlikely to materialize. This is particularly applicable to the economic partnership, which must be based on technology transfer and infrastructure support rather than trade liberalization, and to the security partnership, which should focus on conflict resolution and strategic balance rather than on maintaining the status quo.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a historical document, a disputed analysis and evidence of the Euro-Mediterranean Partnership as introduced by the Barcelona Declaration. It is an account of the unprecedented and unrivalled negotiations between the Euro-Mediterranean partners and an evaluation of their achievements. It is also an account of the obstacles faced in the transformation of the Euro-Mediterranean region into one of peace, security, stability and prosperity to ensure the realisation of a just and comprehensive peace in the Middle East on the basis of the international terms of reference, democratic principles, the establishment of a free trade zone, a market economy system and the participation of civil society. The book addresses several questions which aim to determine whether the Partnership is an extension of the crusades and the Balfour Declaration, the result of international transformations, a reflection of diversity, or a real threat to the security, economy and culture of the Arab world, aimed at Arab identity and the perpetration of division amongst the Arab world through the creation of a multinational regional system identified as the Western model for an Eastern-Mediterranean system that will ensure the integration of Israel and the creation of a separate phase of rupture and alienation within the history of Arab civilisation. Similarly, this book argues whether the Euro-Mediterranean Partnership, globalisation, imperialist alliances and civil society are multiple manifestations of a single phenomenon to insure Western supremacy and strategic expansion, and the exploitation of the Mediterranean region. Or, whether the Partnership is the strategic Arab-European choice needed at this particular moment in history in order to galvanise an effective European political and economic role in the development, and economic, technological and civil evolution of the Arab world.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first comprehensive analysis of the Union for the Mediterranean (UfM), launched in 2008 amid great controversy within the European Union. Affected from the start by negative fallout from the failure of Middle East peace initiatives, its inadequacies have been underlined by the popular movement for regime change in the Arab world. Leading experts provide here the first integrated analysis of the significance and shortcomings of the UfM. Beginning with critical questioning of the motives and institutional logics informing this venture, the collection proceeds to analyse its key actors, as well as major policy dossiers such as energy and development. The book explains how and why an initiative aiming to depoliticize Euro-Mediterranean relations in fact proved wide open to political discord, bringing huge disruption to UfM activity. While some aspects are found to have merit, the volume is critical of the way in which EU Mediterranean policy became driven by a narrow range of national interests, lost sight of the political objectives of the preceding Barcelona Process and became overwhelmingly bilateral in approach, at the expense of more ambitious region-building efforts. It concludes by highlighting the need to reform the EU Mediterranean policy framework in the light of the Arab uprisings of 2011. This book was published as a special issue of Mediterranean Politics.

Book excerpt: The Euro-Mediterranean Partnership Initiative, launched by the Barcelona Conference in 1995, is the most ambitious project to date directed at comprehensive prosperity and security in the Mediterranean region. Yet the assumptions on which it is based are untried and untested. This study seeks to analyse what they are and to draw some conclusions as to the potential of the Initiative for success by comparing it with other experiences of regional develoment.

Available in PDF, EPUB and Kindle. Book excerpt: The ’Arab Spring’ triggered paradigmatic shifts but, despite these changes, much in the Euro-Mediterranean region remains the same. Utilising ’Logics of Action’, an innovative theoretical framework designed to capture the complexity of political interaction in one of the fastest changing regions in the world, this book discusses developments in the region before and after the Arab Spring that can be characterised by a continuation of the norm. Expert contributors identify patterns of interaction between governmental institutions, economic entrepreneurs, religious groups and other diverse actors that withstood these historical changes and explore why these relationships have proved so robust. Connecting a unique sample of case studies on changing and persistent ’Logics of Action’ within the Euro-Mediterranean space this book provides a pivotal contribution to our understanding of political interaction between North Africa, the Middle East and the European Union. Offering a completely new perspective on the events of the ’Arab Spring’ it identifies something that seems paradoxical at first sight; persistence in times of radical change.

Book excerpt: This volume focuses on an initiative, originally launched by the European Union in Barcelona, to put its relations with Arab countries of the Mediterranean (and Gulf) regions on a new footing of equality and mutually beneficial cooperation. The volume provides a detailed empirical account of the initiative as well as an historically contextualized, intellectually critical and politically perceptive analysis of the various realities impacting on this initiative. Among the many obstacles identified are the overriding and economically negative impact of globalized capitalism, and the determination of the United States to impose its own hegemonic political objectives on the Middle Eastern region.

Available in PDF, EPUB and Kindle. Book excerpt: By examining a range of policy areas, this book aims to assess and qualify the claim that EU policies towards the Arab Mediterranean after the uprisings are predominantly marked by continuity with the past. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad. This book was originally published as a special issue of Mediterranean Politics.

Book excerpt: Inhaltsangabe:Abstract: The Union's position and role: Promoter of a comprehensive, just and lasting peace and of prosperity for the region; Key player in the political and economic process (The European Union on its Middle East policy web site). This way of portraying itself does not leave any doubt about the position and role of the European Union (EU) in the Arab-Israeli conflict. In practice, however, the EU does not appear to be very influential in the region. So far all treaties and agreements concerning the Middle East peace process have been achieved under the mediation and sometimes the intervention of the United States (U.S.). Europe has usually watched these political developments from the sidelines. That does not mean that in this region Europe has no role at all. The EU is involved in the peace process not in the political, however, but in the economic part. Since the Oslo-agreement in 1993 European money has kept the quasi-state of the Palestinians alive and thus the EU is usually perceived as payer but not as player in the Arab-Israeli conflict. At the moment, however, in which the situation in the Middle East is characterised by violent clashes between Palestinians and Israelis and in which there is the widespread assumption that the peace process is on the brink of disaster, there are growing demands that Europe should also play a greater political role in the region. Indeed, in recent weeks Europe has appeared as a mediator between Israelis and Palestinians. In the name of Europe the German foreign minister Joschka Fischer has acted twice as a mediator between both conflict parties. Particularly the Arabs and Palestinians want the EU to get involved more strongly in the peace process. They perceive America, which is doubtlessly the most powerful actor in the conflict, as biased and more in favour of Israel and therefore they hope that Europe could be a kind of counterweight to the U.S Against this background it has to be asked whether the European Union would be able to play a major political role so that one could speak about Europe not only as payer but also as player in the peace process? In order to answer this question it is firstly necessary to examine the main aspects that determine the capabilities and limits of the European Union in international affairs. One of the main factors in this respect is doubtlessly the concept of the Common Foreign and Security Policy (CFSP) and the institutional framework which is [...]

Available in PDF, EPUB and Kindle. Book excerpt: This is the first in a series of ten papers published jointly by the EU Institute for Security Studies (EUISS) and the European Institute of the Mediterranean (IEMed) which aim to address ten critical topics for Euro-Mediterranean relations. The papers have been commissioned with a view to formulating policy options on a set of issues which are central to achieving the objectives set out in the 1995 Barcelona Declaration and the Paris Declaration of 2008, as well as defining new targets for 2020 in the political, economic and social spheres. This paper looks at the prospects for Euro-Mediterranean initiatives against the current troubled backdrop of the Middle East, and in particular the Israeli-Palestinian conflict. It is clear that the long-term objective of creating a Euro-Mediterranean Community will not be fulfilled without a lasting peace being established in the region. The authors put forward a set of proposals on how Europe should contribute to resolving the Middle East crisis, and in particular on how to take advantage of the window of opportunity afforded by the change in American policy that has followed the election of President Obama.
