The intent of the Army EM Program is not to replace existing, well-functioning single-agency and/or single-hazard-set programs, plans, or capabilities, but rather to integrate and synchronize these existing capabilities while coordinating the development of capabilities required for the transition to effective management of multi-agency and/or multi-jurisdictional emergencies regardless of cause. This publication further outlines specific exceptions and caveats for facilities not possessing organic emergency response capabilities. The Army EM Program synchronizes all emergency operations with an integrated operational concept coordinated with other protection programs. Why buy a book you can download for free? So while Dr. East's monograph is a fascinating history, it is also a required call for all leaders to better understand the science and the art of physical preparation for the battlefield.
