Book excerpt: This book offers the first critical engagement with the political economy of the Middle East and North Africa. Challenging conventional wisdom on the origins and contemporary dynamics of capitalism in the region, these cutting-edge essays demonstrate how critical political economy can illuminate both historical and contemporary dynamics of the region and contribute to wider political economy debates from the vantage point of the Middle East. Leading scholars, representing several disciplines, contribute both thematic and country-specific analyses. Their writings critically examine major issues in political economy—notably, the mutual constitution of states, markets, and classes; the co-constitution of class, race, gender, and other forms of identity; varying modes of capital accumulation and the legal, political, and cultural forms of their regulation; relations among local, national, and global forms of capital, class, and culture; technopolitics; the role of war in the constitution of states and classes; and practices and cultures of domination and resistance. New technologies are increasing the supply of oil from old and new sources, while rising concerns over the environment are seeing the world gradually moving away from oil. This spells a significant challenge for oil-exporting countries, including those of the Gulf Cooperation Council (GCC) who account for a fifth of the world’s oil production. The GCC countries have recognized the need to reduce their reliance on oil and are all implementing reforms to diversify their economies as well as fiscal and external revenues. Nevertheless, as global oil demand is expected to peak in the next two decades, the associated fiscal imperative could be both larger and more urgent than implied by the GCC countries’ existing plans.

Book excerpt: ‘Food Insecurity and Revolution in the Middle East and North Africa’ studies the political economy of agrarian transformation in the eponymous regions. Examining Egypt and Tunisia in detail as case studies, it critiques the dominant tropes of food security offered by the international financial institutions and promotes the importance of small-scale family farming in developing sustainable food sovereignty. Egypt and Tunisia are located in the context of the broader Middle East and broader processes of war, environmental transformation and economic reform. The book contributes to uncovering the historical backdrop and contemporary pressures in the Middle East and North Africa for the uprisings of 2010 and 2011. It also explores the continued failure of post-uprising counter-revolutionary governments to directly address issues of rural development that put the position and role of small farmers centre stage.

Book excerpt: This book addresses some of the challenges posed by the globalization of higher education. It examines the emergence and resulting challenges of English as Lingua Franca (ELF) and of the decision to use English as the Medium of Instruction (EMI) as part of a strategic policy of internationalization. It looks at survival challenges caused by globalization and expansion, the diversity challenge, the concept of marginality and how marginality can lead to creativity, teaching and encouraging entrepreneurialism, the tools needed for internationalizing higher education in developing countries, innovative approaches, the intelligent use of technology, and finally, the value of non-constraint engagement in driving teaching and course quality improvements. The expansion of higher education and the increasingly international body of students and staff continue to inspire and drive the development of global higher education systems. Whilst these systems began locally, many are now engaging with the challenges of retaining their local flavour whilst embracing the march of globalisation. The challenge is to find local solutions that also meet the requirements of the rapid development of what might be termed the ‘massification’ of international higher education. This book reflects these contemporary challenges through its variety of topics taken from countries as diverse as Hong Kong, Panama, South Africa, USA and Saudi Arabia. The topics are as diverse as some of the local solutions but each chapter represents a response to a rapidly changing global landscape.

Book excerpt: In recent decades, the Middle East and North Africa region (MENA) has experienced more frequent and severe conflicts than in any other region of the world, exacting a devastating human toll. The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

This book was released on 2020-03-16 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite its oil wealth, the Middle East and North Africa is economically stagnating. Growth rates are comparatively unfavorable and insufficient to substantially improve citizens’ lives. Whether this economic inertia can be overcome or will continue into the indefinite future is a vital question that confronts both the region and the world. In this book leading Middle East scholar Robert Springborg discusses the economic future of this region by examining the national and regional political causes of its contemporary underperformance. Overgrown, weak MENA states, he explains, have been unable to escape their unfavorable historical legacies. “Limited access orders” and the deep states based in the means of coercion that underpin them undermine state capacities and constrain beneficial, autonomous political and economic activity. Increasingly challenged by their populations, MENA states face the daunting and so far unmet challenge of diversifying non-sustainable, rentier political economies away from direct or indirect dependence on oil and gas revenues. Stagnation of those revenues and failure to generate alternative income sources, combined with rapid population growth, presents the region with an economic challenge that can only be overcome by profound political change.

Book excerpt: Most governments in the Middle East and North Africa (MENA) region use trade policy to protect certain industries, provide tax incentives to promote a particular type of investment, and make subsidized credit available to firms of a certain size. Such government intervention, known as industrial policy, is the topic of this book. The aim is to assess whether state intervention leads to net benefits to society, why policymakers intervene, and how to bring about a healthier balance between states and markets. Answers to these questions are given in six chapters based on research papers that were presented at a conference held in Cairo in November 2005, and include case studies on Egypt, Morocco, Turkey, and Jordan. Contributors: Hasan Ersel, Ahmed Galal, Najib Harabi, Nihal El Megharbel, Mustapha Nabli, and Marcus Noland. An Egyptian Center for Economic Studies / World Bank Publication

Available in PDF, EPUB and Kindle. Book excerpt: In the rapid world-wide spread of privatization, progress in the Middle East and North Africa region has been markedly slow. This volume argues that a high level of overstaffing in public enterprises and the inability of economies to create jobs fast enough is mainly responsible for this. An in-depth study of the facts and a well-supported conclusion makes this an impressive collection of work on a very pertinent subject.
