Through the preventive maintenance program, about 16,000 lane miles a year are routinely resurfaced with a seal coat by contracts and about 3,000 lane miles per year of seal coats are placed with state forces. Additionally, seal coats are used in intermediate layers during construction to seal the pavement structure. This is a significant investment of over $300 million annually. For more than 40 years, there has been little change in the design and construction practices, including equipment used to place the asphalt or aggregate. With little to no changes in design and construction methods, Texas continues to see the same problems, such as rock loss, flushing, and bleeding reoccurring. New technologies are being developed that could potentially reduce these types of problems. There have been recent new developments for asphalt distributors due to the performance-based warranty specification being used by the New Zealand Transport Agency. The asphalt distributor improvements include the ability to use up to eight different transversely varying application rates at normal operating speed. This is extremely useful to apply the optimal shot rate when surface conditions change. In addition to this, high definition video systems and scanners can map and document existing texture conditions to define the required spray bar pattern.

Because of a loss of experienced inspectors and a shift in inspection forces, an increased risk to the Texas Department of Transportation (TxDOT) exists when making the appropriate field adjustments for construction. Better methods to identify changing pavement conditions and subsequently adjust construction binder rates have become available through the recently completed research project 0-6963 by using mobile light detecting and ranging (LiDAR) reflectivity data. In this study, researchers worked with the Bryan District on six 2019 and five 2020 seal coat projects, and with the Brownwood and Waco Districts on five projects in each district's 2020 summer seal coat contract using LiDAR equipment. The evaluation included applying the algorithm to provide the district with suggested shot rates. Researchers applied the algorithm to the LiDAR data and recommended binder rate adjustments. Researchers analyzed actual shot rates and compared those rates to the predicted rates. According to the generated results, researchers recommend determining the starting rate from the design procedure developed in TxDOT research project 0-6989 and determining the binder rate adjustments from LiDAR data analysis. This procedure can help field engineers make real-time decisions and can lead to better seal coat performance.

Book excerpt: The size of the highway network has grown beyond the manageable capabilities of transportation agencies and stakeholders who are concerned with maintaining their assets using limited funding abilities. For that reason, pavement preservation programs have become very popular because they offer cost-effective spending schemes that maximize the service life of roads. Seal coats are one of the most popular pavement preventative treatments used around the world due to their high durability and low cost compared to other surface treatments. Their performance depends on the adequate computation of the aggregate and binder application rates. Misestimating these rates leads to raveling, bleeding, or other distresses. Accordingly, numerous design methods have been developed and are being implemented worldwide. This research assesses the different design philosophies and considers the assumptions adopted by each. It is challenging to design a seal coat when several design methods recommend different and inconsistent application rates. For the first time, the three-dimensional laser is incorporated in the design of seal coats in order to provide a fast, objective, and reliable approach. A predictive model is developed to determine the adequate aggregate application rate based on the size of the aggregates, i.e. the average least dimension, and their density. This study also assesses the contemporary texture characterization techniques and analyzes the variance of the sand patch test. The findings indicate that the sand patch test is not a reliable estimator of the volume of voids in the surface texture, which negatively affects the calculation of the binder application rate. The study recommends an algorithm that accurately measures the volume of voids in the existing surface texture using 3D surface scans. The outcome enhances the estimation of the binder application rate, and the findings can be applied to the existing design methods to improve the performance of the seal coat. Finally, highway agencies could incorporate the 3D laser within the binder sprayer to measure the surface texture during construction and automatically adjust the rate

Book excerpt: This paper presents seal coat performance evaluations of various emulsion and aggregate application rates using three different evaluation methods: International Roughness Index (IRI), friction test, and visual evaluation. Then, considering the seal coat failure criteria, correction factors for seal coat application equipment are introduced. This study confirms the lack of relevance between seal coat application and IRI values because of the thickness of a seal coat. In addition, friction improvements caused by seal coat applications were confirmed within the range of seal coat rates applied. Overall, IRI, friction, and visual inspection did not reveal distinct differences in seal coat performance in terms of application rates in the testing range. Accordingly, seal coats with rates based on the McLeod method showed acceptable performance. The aggregate application rate should be high enough to protect the seal coat from immediate failure during construction but low enough to avoid unacceptable levels of accumulated fines content. Furthermore, immediate failure occurring locally during construction because of incorrect application rate (e.g., insufficient aggregate rate) can cause total failure of a seal coat road because of a chain reaction. However, discrepancies between designed rates and applied rates were observed in the study even after the seal coat equipment was calibrated prior to operation. The equipment factor for aggregate can compensate for rate discrepancies between the target and actual application rates. It was found that the designed emulsion application rate does not need to be corrected for the emulsion distributor because the emulsion rate discrepancy has an insignificant impact on a seal coat's performance.
