For most of the twentieth century, return migration to the US was a normal part of the migration process from Mexico and Central America, typically resulting in the eventual permanent settlement of migrants in the US. In recent years, however, such migration has become involuntary, as a growing proportion of return migration is taking place through formal orders of deportation. This book discusses return migration to Mexico, Guatemala, El Salvador and Honduras, addressing different reasons for return, whether voluntary or involuntary, and highlighting the unique challenges faced by returnees to each region. Particular emphasis is placed on the lack of government and institutional policies in place for returning migrants who wish to attain work, training, or shelter in their home countries. Finally, the authors take a look at the phenomenon of migrants who can never return because they have disappeared during the migration process. Mexican oil and workers provide cheap and reliable energy for the United States, while US petro dollars and agricultural jobs supply much-needed income for the Mexican economy. Mexico’s economic dependence on the United States is well-known, but The Politics of Dependency makes a compelling case that the United States is also economically dependent on Mexico. Expanding dependency theory beyond the traditional premise that weak countries are dominated by powerful ones, Martha Menchaca investigates how the United States and Mexico have developed an asymmetrical codependency that disproportionally benefits the United States. In particular, she analyzes how US foreign policy was designed to enable the US government to help shape the development of Mexico’s oil industry, as well as how migration from Mexico to the United States has been regulated by the US Congress to ensure that American farmers have sufficient labor. This unprecedented dual study of energy sectors that are usually examined in isolation reveals the extent to which the United States has become economically dependent on Mexico, even as it remains the dominant partner in the relationship. It also exposes the long-term effects of the agricultural policies of NAFTA, which led to the unemployment of millions of agricultural workers in Mexico, a large percentage of whom relocated to the United States.

Their hope was that the product of their discussions would enable educators and policy makers around the world to rethink, restructure, and even design new programs to prepare the rising generation of educational researchers in their countries. These differences in academic, national, and institutional perspectives led to a variety of ways, even conflicting ones, in which the quality of doctoral education and training could be improved. Based on our discussion, we came to the conclusion that there are no universal solutions to the problems involved in setting up and operating a quality doctoral program. Rather, educators would be wise to be aware of the alternatives at their disposal and make informed choices based on an understanding of the larger societal and political contexts in their states, regions, or nations. To facilitate this decision-making process, we have chosen to conclude with a set of key questions that should be addressed by those seeking to examine and improve their doctoral programs in education and briefly describe some of the alternative ways of answering these questions. Instead of passively absorbing a unified position, then, the reader is invited to join the dialogue that has taken place (and is still taking place) between and among the authors. In the Mexican state of Yucatán - where foremost indigenous Mayan people are practicing traditional farming under adverse natural conditions, using a broad variety of agro-biodiversity - these predominant trends can be observed like in a burning lens. Farming is more and more just performed for subsistence while cash for daily expenses is obtained from other sources. Aware of the sector’s benefits for society, Mexican policy makers recently put its services regarding food and livelihood security, agro-biodiversity, and maintenance of cultural heritage high on the agenda. Starting from that baseline, research teams affiliated to the University of Kassel and the Universidad Autónoma de Yucatán (UADY) conducted several interrelated research projects. All investigations are grounded in field work, including intensive interviews among local people and experts. The results are assembled in this volume.
