During the financial year, the IEO completed an evaluation of the IMF response to the global financial and economic crisis. It also issued two reports updating three past evaluations: The IMF’s Approach to Capital Account Liberalization: Revisiting the 2005 IEO Evaluation; and Revisiting the IEO Evaluations of the IMF’s Role in Poverty Reduction Strategy Papers (PRSP) and the Poverty Reduction and Growth Facility (PRGF) (2004) and the IEO Evaluation of IMF and Aid to Sub-Saharan Africa (2007). In addition, the Executive Board discussed the IEO evaluation of Recurring Issues from a Decade of Evaluation: Lessons for the IMF, which was issued to the Board in FY2014. The paper reports on the IEO budget and outreach efforts in the financial year. This paper also summarizes the evaluations on Recurring Issues and the IMF Response to the Financial and Economic Crisis, the Board discussions of these evaluations, and the two updates of past evaluations. It also discusses follow-up on IEO evaluations and addresses ongoing evaluations and the IEO work program going forward. A table lists the IEO evaluations and evaluation updates completed or in progress.

Available in PDF, EPUB and Kindle. Book excerpt: This Open Access book analyses the interplay between governing, evaluation and knowledge with an empirical focus on Swedish higher education. It investigates the origins, logics, and mechanisms of evaluation and quality assurance reforms and their dynamic interactions with institutional, national and European policy contexts. The chapters report findings from extensive empirical studies that offer detailed insight into the work of governing in higher education, by giving voice to actors at various levels and positions including the ministry, national agency and University employees. Central themes include the influence of European policy, changing system designs, media relations and quality assurance enactments in University institutions. The book also explores the ways in which an emerging professional cadre, labelled qualocrats, enacts and mediates evaluation and quality assurance policy and practice. Taken together, the expanding evaluation machinery in Swedish higher education highlights the pivotal role of knowledge as a governing resource, and points to special features of evaluation as a particular form of practice that makes knowledge work for governing.

Book excerpt: Physics Teaching and Learning: Challenging the Paradigm, RISE Volume 8, focuses on research contributions challenging the basic assumptions, ways of thinking, and practices commonly accepted in physics education. Teaching physics involves multifaceted, research-based, value added strategies designed to improve academic engagement and depth of learning. In this volume, researchers, teaching and curriculum reformers, and reform implementers discuss a range of important issues. The volume should be considered as a first step in thinking through what physics teaching and physics learning might address in teacher preparation programs, in-service professional development programs, and in classrooms. To facilitate thinking about research-based physics teaching and learning each chapter in the volume was organized around five common elements: 1. A significant review of research in the issue or problem area. 2. Themes addressed are relevant for the teaching and learning of K-16 science 3. Discussion of original research by the author(s) addressing the major theme of the chapter. 4. Bridge gaps between theory and practice and/or research and practice. 5. Concerns and needs are addressed of school/community context stakeholders including students, teachers, parents, administrators, and community members.

Book excerpt: Georgia has been a Member of the Food and Agriculture Organization of the United Nations (FAO) since 1995. In 2004, FAO strengthened its presence there by making the FAO Subregional Representative for Central and Eastern Europe the FAO Representative in Georgia and establishing a fully-fledged representation in Tbilisi. FAO is supporting national development priorities to create and implement an institutional, legal and regulatory environment, as well as lending technical assistance on key projects at the Government’s request. It is working to strengthen Georgia’s institutional disaster-management capacity and helping to align Government policies with European structures and standards, so as to fuel economic growth. The purpose of the Georgia Country Programme Evaluation (CPE) is to provide feedback that will better orient FAO’s programme and boost the impact and resonance of the next Country Programming Framework (CPF). It seeks to contribute to learning at corporate, regional and country level by drawing lessons and making recommendations to steer FAO’s engagement there. It will also enrich FAO’s synthesis of findings and guidance for country-level support.

Foster youth are more prone to experience short- and long-term adverse developmental outcomes including diminished academic achievement and career opportunities, poor mental and overall health, financial struggles, homelessness, early sexual intercourse, and substance abuse, many of these outcomes are risk factors for involvement in the juvenile justice system. Despite their challenges, foster youth have numerous strengths and positive assets that carry them through their journeys, helping them to overcome obstacles and build resilience. The Handbook of Foster Youth brings together a prominent group of multidisciplinary experts to provide nuanced insights on the complex dynamics of the foster care system, its impact on youth’s lives, and the roles of institutions and policies in the foster system. It discusses current gaps and future directions as well as recommendations to advance the field. This book provides an opportunity to reflect on the many challenges and strengths of foster youth and the child welfare system, and the combined efforts of caregivers, community volunteers, policy makers, and the professionals and researchers who work with them.

These essential pain-relieving medications must be carefully managed to prevent serious side effects that may include physical dependence, addiction, and even death, which has led in recent years to increased attention on the development of alternative treatments for chronic pain. This book not only offers a single, comprehensive source for understanding the specialized field of the opioid crisis, but also addresses provocative topics including how pain drugs came to be regulated by the U.S. Government and the rarely-discussed aggressive marketing behind the spread of these drugs. Chapters are written by expert contributors from diverse backgrounds in medicine, psychiatry, pharmacy, nursing, health law, and ethics. Prescription Drug Diversion and Pain is a must-read for healthcare professionals, caregivers, policy makers, regulatory officials, law enforcement, and those in the pharmaceutical industry seeking to address the current and future opioid crisis.
