It is a cause of regret that the expressed Willingness of workmen and the unions to submit questions to the decision of an impartial tribunal has not always been met in a conciliatory spirit by em ployers. It has been the aim of the Board, in all its reports to the General Court, to give in a con densed and readable form an account of the sev eral phases assumed during the year by the labor question.
