Book excerpt: Excerpt from Annual Report of the Metropolitan Water and Sewerage Board, 1905 The Metropolitan Water and Sewerage Board, established under the provisions of chapter 168 of the Acts of the year 1901, has already presented to your Honorable Body an abstract of the account of its doings, receipts, expenditures, disbursements, assets and liabilities for the calendar year ending December 31, 1904, and now presents a detailed statement of the operations for the year, being its Fourth Annual Report made since the consolidation of the Metropolitan Water Board and the Board of Metropolitan Sewerage Commissioners on March 20, 1901. I. Organization And Administration. (1) Board, Officers and Employes. The membership of the Board has continued the same as in the preceding year: Henry H. Sprague, chairman, Henry P. Walcott, M.D., and James A. Bailey, Jr. William N. Davenport has continued as secretary and executive officer of the Board, and Alfred F. Bridgman as auditor and purchasing agent. The administrative office force, during the early part of the past year, consisted, in addition, of the same number of employes as in the preceding year; but during the year considerable reduction has been made, and the force now comprises a book-keeper, an assistant book-keeper, an assistant in auditing, a paymaster, one general clerk, four stenographers, a telephone operator, one messenger, and a janitor with two assistants, one of whom acts as watchman. It has been determined in the coming year to place the auditing department under the general supervision of the secretary, the present auditor acting as purchasing agent. The Metropolitan Water and Sewerage Board established under the provisions of chapter 168 of the Acts of the year 1901, has already presented to your Honorable Body an abstract of the account of its doings, receipts, expenditures, disbursements, assets and liabilities for the fiscal year ending on November 30, 1908, and now, in accordance with the provisions of chapter 235 of the Acts of the year 1906, it presents a detailed statement of its doings for the calendar year ending on December 31, 1908, being its Eighth Annual Report made since the consolidation of the Metropolitan Water Board and the Board of Metropolitan Sewerage Commissioners on March 20, 1901. I. Organization And Administration. (1) Board, Officers and Employes. The term of office of Henry P. Walcott, M. D., expired on March 21, 1908, and he was reappointed for the three years next succeeding. The membership of the Board has consequently remained as in the preceding year: Henry H. Sprague, chairman, Henry P. Walcott, M. D., and James A. Bailey, Jr. William N.Davenport has continued as secretary and in charge of the auditing department. Alfred F. Bridgman has been the purchasing agent, and Miss Bertha M. Briggs continued as bookkeeper until October 1, 1908, when she resigned and Miss Alice G.Mason was appointed to fill the vacancy. There are also employed in the administrative office a paymaster, an assistant in auditing, two general clerks, three stenographers and clerks, a telephone operator, a messenger, and a janitor with two assistants, one of whom acts as watchman. Some of the territory lying about the origin of Gates Brook near the boundary line between the town of West Boylston and the City of Worcester has been for some years a menace to the purity of the waters of the Wachusett Reservoir. Quite recently a number of small houses with insufficient provision for the disposal of their waste matter have been erected in this district. It has seemed to the Board that the most effective remedy for the conditions thus existing would be Obtained by the purchase of the margins of the brook and such regulation of its course as would make the direct introduction of sewage into it impossible. The necessary land has been secured and a considerable portion of the work for the regu lation of the brook has been effected. This work will be completed during the coming season.
