Available in PDF, EPUB and Kindle. Book excerpt: Power Struggles: Hydro Development and First Nations in Manitoba and Quebec examines the evolution of new agreements between First Nations and Inuit and the hydro corporations in Quebec and Manitoba, including the Wuskwatim Dam Project, Paix des Braves, and the Great Whale Project. In the 1970s, both provinces signed so-called “modern treaties” with First Nations for the development of large hydro projects in Aboriginal territories. In recent times, however, the two provinces have diverged in their implementation, and public opinion of these agreements has ranged from celebratory to outrage. Power Struggles brings together perspectives on these issues from both scholars and activists. In debating the relative merits and limits of these agreements, they raise a crucial question: Is Canada on the eve of a new relationship with First Nations, or do the same colonial attitudes that have long characterized Canadian-Aboriginal relations still prevail?

Available in PDF, EPUB and Kindle. Book excerpt: As farms increase in size and become increasingly industrialized, the problem of agricultural pollution is gaining urgency across Canada. The response from most environmentalists and provincial governments is to push for more centralized regulation. In Greener Pastures, Elizabeth Brubaker exposes the detrimental effects of such regulatory changes, which tend to exacerbate, rather than curb, pollution. For centuries, Brubaker explains, conflicts about farming were resolved by the parties directly involved, aided by common-law courts. The rule, 'use your own property so as not to harm another's,' fairly and effectively resolved disputes between farmers and their neighbours and curbed environmental damage. Beginning in the 1970s, however, concerns about restraints on agriculture's growth prompted governments to replace the common law with more permissive provincial statutes. Greener Pastures chronicles the centralization of agricultural regulation and the resulting environmental harm. Brubaker focuses, specifically, on the right-to-farm laws (passed by every province in recent decades) that have freed farmers from common-law liability for the nuisances they create. She shows how these laws have made possible an unsustainable intensification of agriculture, and argues for a decentralized, rights-based decision-making regime. This thoroughly researched and impressively thought-out study challenges many common assumptions about environmental regulation, and proposes fresh answers to grave environmental and political questions.

Book excerpt: Beginning with the Grand Rapids Dam in the 1960s, hydroelectric development has dramatically altered the social, political, and physical landscape of northern Manitoba. The Nelson River has been cut up into segments and fractured by a string of dams, for which the Churchill River had to be diverted and new inflow points from Lake Winnipeg created to manage their capacity. Historic mighty rapids have shrivelled into dry river beds. Manitoba Hydro's Keeyask dam and generating station will expand the existing network of 15 dams and 13,800 km of transmission lines. In Our Backyard tells the story of the Keeyask dam and accompanying development on the Nelson River from the perspective of Indigenous peoples, academics, scientists, and regulators. It builds on the rich environmental and economic evaluations documented in the Clean Environment Commission’s public hearings on Keeyask in 2012. It amplifies Indigenous voices that environmental assessment and regulatory processes have often failed to incorporate and provides a basis for ongoing decision-making and scholarship relating to Keeyask and resource development more generally. It considers cumulative, regional, and strategic impact assessments; Indigenous worldviews and laws within the regulatory and decision-making process; the economics of development; models for monitoring and management; consideration of affected species; and cultural and social impacts. With a provincial and federal regulatory regime that is struggling with important questions around the balance between development and sustainability, and in light of the inherent rights of Indigenous people to land, livelihoods, and self-determination, In Our Backyard offers critical reflections that highlight the need for purposeful dialogue, principled decision making, and a better legacy of northern development in the future.

A management approach that aims to maintain healthy and resilient forest ecosystems by focusing on a reduction of differences between natural and managed landscapes to ensure long-term maintenance of ecosystem functions and thereby retain the social and economic benefits they provide to society. That is the definition of forest ecosystem management proposed in this book, which provides a summary of key ecological concepts supporting this approach. The book includes a review of major disturbance regimes that shape the natural dynamics of the boreal forest and gives examples from different Canadian boreal regions. Several projects implementing the forest ecosystem management approach are presented to illustrate the challenges created by current forestry practices and the solutions that this new approach can provide. In short, knowledge and understanding of forest dynamics can serve as a guide for forest management. Planning interventions based on natural dynamics can facilitate reconciliation between forest harvesting needs and the interests of other forest users.
