Book excerpt: In Part-Time Soldiers, Andrew Lewis Chadwick offers the first in-depth historical study of the development and evolution of modern army reserve forces. In doing so, he explores how a confluence of military, political, and socioeconomic developments since the First World War has forced armies preparing for major war to increase their dependence on reservists (part-time soldiers who reinforce or augment professionals or conscripts in wartime) for critical and routine military tasks. At the same time, he shows how these developments placed tremendous stress on the industrial-era reserve policies and structures that armies continue to use today. For example, reservists training for less than thirty days a year have struggled to keep up with the increasingly high-skilled character of modern warfare, as evidenced by the poor performance of reservists in the world wars and, most recently, the ongoing Russia-Ukraine War. Chadwick primarily examines these developments in the cases of the US Army National Guard and the Israel Defense Forces (IDF) Army Reserve, given that unique geopolitical conditions have forced the United States and Israel to frequently employ reservists in combat over the past century. These cases, which Chadwick explores using archival and secondary sources, reveal how armies using two different reserve models—the former built around volunteers and the latter around discharged conscripts—have attempted to mitigate the challenge of maintaining combat-ready reservists in the era of high-tech and high-skilled warfare. By doing so, Chadwick identifies an enduring and often overlooked problem facing contemporary defense policymaking: how does one build and maintain effective army reserve forces at an affordable cost without causing undue stress on reservists’ civilian lives?

Caribbean peoples were encouraged to identify with social structures and cultural values touted as intrinsically British. Many middle-class West Indians of colour duly adopted Britishness as part of their own identity. Yet, as Anne Spry Rush explains in Bonds of Empire, even as they re-fashioned themselves, West Indians recast Britishness in their own image, basing it on hierarchical ideas of respectability that were traditionally British, but also on more modern expectations of racial and geographical inclusiveness. Britain became the focus of an imperial British identity, an identity which stood separate from, and yet intimately related to, their strong feelings for their tropical homelands. Moving from the heights of empire in 1900 to the independence era of the 1960s, Rush argues that middle-class West Indians used their understanding of Britishness first to establish a place for themselves in the British imperial world, and then to negotiate the challenges of decolonization. We tend to think of architecture as a practice in permanence, but what if we looked instead for an architecture of transience? In Things That Move, Tim Anstey does just that: rather than assuming that architecture is, at a certain level, stationary, he considers how architecture moves subjects (referring to its emotive potential in the experience it creates); how it moves objects (referring to how it choreographs bodies in motion); and how it is itself moved (referring to the mixture of materials, laws, affordances, and images that introduce movement into any architectural condition). The first of the book’s three sections, “Cargoes,” highlights the mobile peripheries of architectural history through the eighteenth and nineteenth centuries. It asks what kinds of knowledge can be included under a discussion of something called architecture, noting the connections between discourses of the lithe and the technical, on the one hand, and those associated with the production of monumental, static compositions on the other. The second section, “Dispatches,” reinterprets early architectural theory by examining the Renaissance ideal of decorum, the nature of the architectural work, and the ways in which architects are constituted as authors. Lastly, “Vehicles” considers building in terms of literal and metaphorical movement, using two cases from the twentieth century that investigate the relationship between architecture and cultural memory. Using a broadly forensic approach to connect details in otherwise disparate cases, Things That Move is a breathtakingly capacious architectural account that will change the way readers understand buildings, their becoming, and their significance.
