Book excerpt: In the financial chaos of the last few decades, increasing wealth inequality has shaken people's expectations about middle-class stability. At the same time, demographers have predicted the "browning" of the nation's middle class—once considered a de facto "white" category—over the next twenty years as the country becomes increasingly racially diverse. In this book, Joseph O. Jewell takes us back to the turn of the twentieth century to show how evidence of middle-class mobility among Black, Mexican American, and Chinese men generated both new anxieties and varieties of backlash among white populations. Blending cultural history and historical sociology, Jewell chronicles the continually evolving narratives that linked whiteness with middle-class mobility and middle-class manhood. In doing so, Jewell addresses a key issue in the historical sociology of race: how racialized groups demarcate, defend, and alter social positions in overlapping hierarchies of race, class, and gender. New racist narratives about non-white men occupying middle-class occupations emerged in cities across the nation at the turn of the century. These stories helped to shore up white supremacy in the face of far-reaching changes to the nation's racialized economic order.

The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Calvert Prize In January 1917, German foreign minister Arthur Zimmermann sent a telegram to Germany’s Mexican ambassador, authorizing the offer of U.S. territory in exchange for Mexico’s alliance with Germany in the Great War. After the interception of this communication, U.S. intelligence intensified surveillance of the Mexican American community in Texas and elsewhere, vigilant for signs of subversive activity. Yet, even as this was transpiring, thousands of Tejanos (Mexican Texans) were serving in the American military during the war, with many other citizens of Mexican origin contributing to home front efforts. As author José A. Ramírez demonstrates in To the Line of Fire!, the events of World War I and its aftermath would decisively transform the Tejano community, as war-hardened veterans returned with new, broadened perspectives. They led their people in opposing prejudice and discrimination, founding several civil rights groups and eventually merging them into the League of United Latin American Citizens (LULAC), the largest and oldest surviving Hispanic civil rights organization in the United States. Ramírez also shows the diversity of reaction to the war on the part of the Tejano community: While some called enthusiastically for full participation in the war effort, others reacted coolly, or only out of fear of reprisal. Book excerpt: The Plan of San Diego, a rebellion proposed in 1915 to overthrow the U.S. government in the Southwest and establish a Hispanic republic in its stead, remains one of the most tantalizing documents of the Mexican Revolution. The plan called for an insurrection of Mexicans, Mexican Americans, and African Americans in support of the Mexican Revolution and the waging of a genocidal war against Anglos. The resulting violence approached a race war and has usually been portrayed as a Hispanic struggle for liberation brutally crushed by the Texas Rangers, among others. The Plan de San Diego: Tejano Rebellion, Mexican Intrigue, based on newly available archival documents, is a revisionist interpretation focusing on both south Texas and Mexico. Charles H. Harris III and Louis R. Sadler argue convincingly that the insurrection in Texas was made possible by support from Mexico when it suited the regime of President Venustiano Carranza, who co-opted and manipulated the plan and its supporters for his own political and diplomatic purposes in support of the Mexican Revolution. The study examines the papers of Augustine Garza, a leading promoter of the plan, as well as recently released and hitherto unexamined archival material from the Federal Bureau of Investigation documenting the day-to-day events of the conflict.

But instead of finding refuge, many encountered harsh, anti-Mexican attitudes and violence from an Anglo population frightened by the influx of foreigners and angered by anti-American sentiments in Mexico. This book examines the response of Mexican immigrants to Anglo American prejudice and violence early in the twentieth century. Drawing on archival sources from both sides of the border, Arturo Rosales traces the rise of "México Lindo" nationalism and the efforts of Mexican consuls to help poor Mexican immigrants defend themselves against abuses and flagrant civil rights violations by Anglo citizens, police, and the U.S. judicial system. This research illuminates a dark era in which civilian and police brutality, prejudice in the courtroom, and disproportionate arrest, conviction, and capital punishment rates too often characterized justice for Mexican Americans.
