Book excerpt: This report presents the data collected for groundwater detection monitoring at the Idaho Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Disposal Facility (ICDF) during calendar year 2008. The detection-monitoring program developed for the ICDF groundwater-monitoring wells is applicable to six wells completed in the uppermost portion of the Snake River Plain Aquifer - five wells downgradient of the ICDF and one well upgradient. The ICDF detection-monitoring program was established to meet the substantive requirements of Title 40 Code of Federal Regulations (CFR) Parts 264.97 and 264.98, which are applicable or relevant and appropriate requirements under CERCLA. Semiannual groundwater samples were collected and analyzed for indicator parameters in March and September. The indicator parameters focus on constituents that are found in higher concentrations in ICDF leachate than in groundwater (bicarbonate alkalinity, sulfate, U-233, U-234, and U-238). The only detection monitoring limits that were exceeded were for bicarbonate alkalinity. Bicarbonate alkalinity is naturally occurring in groundwater. Bicarbonate alkalinity found in ICDF detection monitoring wells is not a result of waste migration from the ICDF landfill or the evaporation pond. The U.S. Department of Energy will continue with detection monitoring for the ICDF, which is semiannual sampling for indicator parameters.

In addition, perched water samples were collected from 21 perched wells and 19 suction lysimeters. Groundwater and perched water samples were analyzed for a suite of radionuclides and inorganic constituents. Laboratory results in this report are compared to drinking water maximum contaminant levels (MCLs). Such comparison is for reference only and it should be noted that the Operable Unit 3-13 Record of Decision does not require that perched water comply with drinking water standards.

Book excerpt: This report addresses low-level waste disposal operations at the Idaho Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Disposal Facility (ICDF) landfill from the start of operations in Fiscal Year 2003 through Fiscal Year 2008. The ICDF was authorized in the Operable Unit 3-13 Record of Decision for disposal of waste from the Idaho National Laboratory Site CERCLA environmental restoration activities. The ICDF has been operating since 2003 in compliance with the CERCLA requirements and the waste acceptance criteria developed in the CERCLA process. In developing the Operable Unit 3-13 Record of Decision, U.S. Department of Energy Order (DOE) 435.1, 'Radioactive Waste Management', was identified as a 'to be considered' requirement for the ICDF. The annual review requirement under DOE Order 435.1 was determined to be an administrative requirement and, therefore, annual reviews were not prepared on an annual basis. However, the landfill has been operating for 5 years and, since the waste forms and inventories disposed of have changed from what was originally envisioned for the ICDF landfill, the ICDF project team has decided that this annual review is necessary to document the changes and provide a basis for any updates in analyses that may be necessary to continue to meet the substantive requirements of DOE Order 435.1. For facilities regulated under DOE Order 435.1-1, U.S. DOE Manual 435.1-1, 'Radioactive Waste Management', IV. P.(4)(c) stipulates that annual summaries of low-level waste disposal operations shall be prepared with respect to the conclusions and recommendations of the performance assessment and composite analysis. Important factors considered in this review include facility operations, waste receipts, and results from monitoring and research and development programs. There have been no significant changes in operations at the landfill in respect to the disposal geometry, the verification of waste characteristics, and the tracking of inventories against total limits that would affect the results and conclusions of the performance assessment. Waste receipts to date and projected waste receipts through Fiscal Year 2012 are both greater than the inventory assessed in the performance assessment and composite analysis. The waste forms disposed of to the landfill are different from the waste form (compacted soil) assessed in the performance assessment. The leak detection system and groundwater monitoring results indicate the landfill has not leaked. The results of the performance assessment/composite analysis are valid (i.e., there is still a reasonable expectation of meeting performance objectives) but the new information indicates less conservatism in the results than previously believed.

Book excerpt: This report describes the monitoring activities conducted and presents the results of groundwater sampling and water-level measurements from October 2000 to September 2001. Groundwater samples were initially collected from 41 wells from the Idaho Nuclear Technology and Engineering Center and the Central Facilities Area and analyzed for iodine-129, strontium-90, tritium, gross alpha, gross beta, technetium-99, uranium isotopes, plutonium isotopes, neptunium-237, americium-241, gamma spectrometry, and mercury. Samples from 41 wells were collected in April and May 2001. Additional sampling was conducted in August 2001 and included the two CFA production wells, the CFA point of compliance for the production wells, one well that was previously sampled and five additional monitoring wells. Iodine-129 and strontium-90 were the only analytes above their respective maximum contaminant levels. Iodine-129 was detected just above its maximum contaminant level of 1 pCi/L at two of the Central Facilities Area landfill wells. Iodine-129 was detected in the CFA production wells at 0.35±0.083 pCi/L in CFA-1, but was below detectable activity in CFA-2. Strontium-90 was above its maximum contaminant level of 8 pCi/L in several wells near the Idaho Nuclear Technology and Engineering Center but was below its maximum contaminant level in the downgradient wells at the Central Facilities Area landfills. Sr-90 was not detected in the CFA production wells. Gross beta results generally mirrored the results for strontium-90 and technetium-99. Plutonium isotopes and neptunium-237 were not detected. Uranium-233/234 and uranium-238 isotopes were detected in all samples. Concentrations of background and site wells were similar and are within background limits for total uranium determined by the USGS, suggesting that the concentrations are background. Uranium-235/236 was detected in 11 samples, but all the detected concentrations were similar and near the minimum detectable activity. Americium-241 was detected at three locations near the minimum detectable activity of approximately 0.07 pCi/L. The gamma spectrometry results detected cesium-137 in three samples, potassium-40 at eight locations, and radium-226 at one location. Mercury was below its maximum contaminant level of 2 μg/L in all samples. Gamma spectrometry results for the CFA production wells did not detect any analytes. Water-level measurements were taken from wells in the Idaho Nuclear Technology and Engineering Center, Central Facilities Area, and the area south of Central Facilities Area to evaluate groundwater flow directions. Water-level measurements indicated groundwater flow to the south-southwest from the Idaho Nuclear Technology and Engineering Center.

Each of the three Pilot Wells was sampled on March 11, 2008, and September 10, 2008. These wells were sampled for the following indicators of contamination: pH, specific conductance, total organic carbon, total organic halides, and tritium. Indicators of general water chemistry (cations and anions) were also monitored. Results from all samples collected in 2008 were within the limits established by agreement with the Nevada Division of Environmental Protection for each analyte. These data indicate that there has been no measurable impact to the uppermost aquifer from the Area 5 RWMS. There were no significant changes in measured groundwater parameters compared to previous years. Other information in the report includes an updated Cumulative Chronology for the Area 5 RWMS Groundwater Monitoring Program and a brief description of the site hydrogeology.

Book excerpt: This annual report has historically been prepared to meet the annual reporting requirements of the Tennessee Department of and Environment and Conservation (TDEC), Hazardous Waste Management Regulation 1200-1-11-.05 (6)(e), for detection monitoring data collected on Resource Conservation and Recovery Act (RCRA) wells in place around facilities which are accorded interim status. The regulatory authority for these units at the Y-12 Plant is currently in transition. A Federal Facility Agreement (FFA) with an effective date of January 1, 1992, has been negotiated with the Department of Energy (DOE) for the Oak Ridge Reservation. This agreement provides a framework for remediation of the Oak Ridge Reservation so that both RCRA and CERCLA requirements are integrated into the remediation process and provides for State, EPA, and DOE to proceed with CERCLA as the lead regulatory requirement and RCRA as an applicable or relevant and appropriate requirement. This report is presented for the RCRA certified wells for two interim status units at the Y-12 Plant. These units are Kerr Hollow Quarry and Chestnut Ridge Sediment Disposal Basin. Kerr Hollow is currently undergoing clean closure under RCRA. The Chestnut Ridge Sediment Disposal Basin (CRSDB) was closed in 1989 under a TDEC approved RCRA closure plan. The relevance of a RCRA Post-Closure Permit to either of these units is a matter of contention between DOE and TDEC since the FFA does not contemplate post-closure permits.

The corrective action strategy for the site includes proof of concept monitoring in support of site closure. This report summarizes investigation activities associated with CAU 447 that were conducted at the site during 2008. This is the second groundwater monitoring report prepared by LM for the PSA.

The Chestnut Ridge Regime contains several sites used for management of hazardous and nonhazardous wastes associated with plant operations. Groundwater and surface water quality monitoring associated with these waste management sites is performed under the auspices of the Y-12 Plant Groundwater Protection Program (GWPP). Included in this annual monitoring report are the groundwater monitoring data obtained in compliance with the Resource Conservation and Recovery Act (RCRA) Post-Closure Permit for the Chestnut Ridge Regime (post-closure permit) issued by the Tennessee Department of Environment and Conservation (TDEC) in June 1996. Besides the signed certification statement and the RCRA facility information summarized below, condition II. C.6 of the post-closure permit requires annual reporting of groundwater monitoring activities, inclusive of the analytical data and results of applicable data evaluations, performed at three RCRA hazardous waste treatment, storage, or disposal (TSD) units: the Chestnut Ridge Sediment Disposal Basin (Sediment Disposal Basin), the Chestnut Ridge Security Pits (Security Pits), and Kerr Hollow Quarry.

Book excerpt: The Kerr Hollow Quarry (KHQ) and the Chestnut Ridge Sediment Disposal Basin (CRSDB) are inactive waste management sites located at the Oak Ridge Y-12 Plant. The KHQ and CRSDB are regulated as treatment, storage, or disposal (TSD) facilities under the Resource Conservation and Recovery Act (RCRA). The facilities were granted interim status in calendar year (CY) 1986 under Tennessee Department of Environment and Conservation (TDEC) Hazardous Waste Management Rule 1200-1-11-.05. Historical environmental monitoring data and baseline characterization under interim status indicated that releases of contaminants to groundwater had not occurred; thus, the detection monitoring was implemented at the sites until either clean closure was completed or post-closure permits were issued. The CRSDB was closed in Cy 1989 under a TDEC-approved RCRA closure plan. A revised RCRA PCPA for the CRSDB was submitted by DOE personnel to TDEC staff in September 1994. A final post-closure permit was issued by the TDEC on September 18, 1995. Closure activities at KHQ under RCRA were completed in October 1993. The Record of Decision will also incorporate requirements of the RCRA post-closure permit once it is issued by the TDEC.

While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater. Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.
