In the first half of the nineteenth century, as Paris doubled in size and twice suffered the convulsions of popular revolution, civic leaders looked with alarm at what they deemed a dangerous population explosion. After defeat in the Franco-Prussian War in 1870, however, the falling birthrate generated widespread fears of cultural and national decline. In response, legislators promoted larger families and the view that a well-regulated family life was essential for France.In this innovative work of cultural history, Joshua Cole examines the course of French thinking and policymaking on population issues from the 1780s until the outbreak of the Great War. During these decades increasingly sophisticated statistical methods for describing and analyzing such topics as fertility, family size, and longevity made new kinds of aggregate knowledge available to social scientists and government officials. Cole recounts how this information heavily influenced the outcome of debates over the scope and range of public welfare legislation. In particular, as the fear of depopulation grew, the state wielded statistical data to justify increasing intervention in family life and continued restrictions on the autonomy of women.

Book excerpt: Challenging the conventional wisdom that French environmentalism can be dated only to the post-1945 period, Caroline Ford argues that a broadly shared environmental consciousness emerged in France much earlier. Natural Interests unearths the distinctive features of French environmentalism, in which a large and varied cast of social actors played a role. Besides scientific advances and colonial expansion, nostalgia for a vanishing pastoral countryside and anxiety over the pressing dangers of environmental degradation were important factors in the success of this movement. Over the nineteenth and twentieth centuries, war, political upheaval, and natural disasters—especially the devastating floods of 1856 and 1910 in Paris—caused growing worry over the damage wrought by deforestation, urbanization, and industrialization. The natural world took on new value for France’s urban bourgeoisie, as both a site of aesthetic longing and a destination for tourism. Not only naturalists and scientists but politicians, engineers, writers, and painters took up environmental causes. Imperialism and international dialogue were also instrumental in shaping environmental consciousness, as the unfamiliar climates of France’s overseas possessions changed perceptions of the natural world and influenced conservationist policies. By the early twentieth century, France had adopted innovative environmental legislation, created national and urban parks and nature reserves, and called for international cooperation on environmental questions.

The author contends that modernity is possible only on "the transcultural site"—transcultural in the sense of breaking the divide between past and present, elite and popular, national and regional, male and female, literary and non-literary, inside and outside. To illustrate the concept of transcultural modernity, three icons are highlighted on the transcultural site: the dandy, the flaneur, and the translator. Mere flaneurs and flaneurses simply float with the tide of heterogeneous information on the transcultural site, whereas the dandy/flaneur and the cultural translator, propellers of modernity, manage to bring about transformative creation. Their performance marks the essence of transcultural modernity: the self-consciousness of working on the threshold, always testing the limits of boundaries and tempted to go beyond them. To develop the concept of dandyism—the quintessence of transcultural modernity—the Neo-Sensation gender triad formed by the dandy, the modern girl, and the modern boy is laid out. Writers discussed include Liu Na’ou, a Shanghai dandy par excellence from Taiwan, Paul Morand, who looked upon Coco Chanel the female dandy as his perfect other self, and Yokomitsu Riichi, who developed the theory of Neo-Sensation from Kant’s the-thing-in-itself.

Its central defining feature is the prominence it accords to genes in the explanation of evolutionary dynamics. Since the advent of the 21st century, however, the Modern Synthesis has been subject to repeated and sustained challenges. These are largely empirically driven. In the last two decades, evolutionary biology has witnessed unprecedented growth in the understanding of those processes that underwrite the development of organisms and the inheritance of characters. The empirical advances usher in challenges to the conceptual foundations of evolutionary theory. The extent to which the new biology challenges the Modern Synthesis has been the subject of lively debate. Many current commentators charge that the new biology of the 21st century calls for a revision, extension, or wholesale rejection of the Modern Synthesis Theory of evolution. Defenders of the Modern Synthesis maintain that the theory can accommodate the exciting new advances in biology. The original essays collected in this volume survey the various challenges to the Modern Synthesis arising from the new biology of the 21st century. The authors are evolutionary biologists, philosophers of science, and historians of biology from Europe and North America. Each of the essays discusses a particular challenge to the Modern Synthesis treatment of inheritance, development, or adaptation. Taken together, the essays cover a spectrum of views, from those that contend that the Modern Synthesis can rise to the challenges of the new biology, with little or no revision required, to those that call for the abandonment of the Modern Synthesis.
