Book excerpt: This white paper is part of a series that promotes knowledge about language technology and its potential. It addresses educators, journalists, politicians, language communities and others. The availability and use of language technology in Europe varies between languages. Consequently, the actions that are required to further support research and development of language technologies also differ for each language. The required actions depend on many factors, such as the complexity of a given language and the size of its community. META-NET, a Network of Excellence funded by the European Commission, has conducted an analysis of current language resources and technologies. This analysis focused on the 23 official European languages as well as other important national and regional languages in Europe. The results of this analysis suggest that there are many significant research gaps for each language. A more detailed expert analysis and assessment of the current situation will help maximise the impact of additional research and minimize any risks. META-NET consists of 54 research centres from 33 countries that are working with stakeholders from commercial businesses, government agencies, industry, research organisations, software companies, technology providers and European universities. Together, they are creating a common technology vision while developing a strategic research agenda that shows how language technology applications can address any research gaps by 2020.

Book excerpt: In this important and revelatory book, Jonathan Tucker, a leading expert on chemical and biological weapons, chronicles the lethal history of chemical warfare from World War I to the present. At the turn of the twentieth century, the rise of synthetic chemistry made the large-scale use of toxic chemicals on the battlefield both feasible and cheap. Tucker explores the long debate over the military utility and morality of chemical warfare, from the first chlorine gas attack at Ypres in 1915 to Hitler’s reluctance to use nerve agents (he believed, incorrectly, that the U.S. could retaliate in kind) to Saddam Hussein’s gassing of his own people, and concludes with the emergent threat of chemical terrorism. Moving beyond history to the twenty-first century, War of Nerves makes clear that we are at a crossroads that could lead either to the further spread of these weapons or to their ultimate abolition.

Book excerpt: This book explores the relationship between transition and tourism geographies on a global scale, discussing how tourism has been used as a tool to recover from decline or to manage change caused by event-driven, rapid transitions in a region’s economy, politics or environment. With case studies from Europe, America, Asia and Africa, it provides examples of how specific communities and industries around the globe have reacted for better or worse. It also includes analyses of shifts within the tourism industry itself and examines the complex issues arising for localities that have to face the demands and standards of an increasingly globally interlinked tourism industry. From Whistler to Angola, casino gaming in Colorado to art tourism in Japan, the contributors investigate such factors as tourism-induced community change; the social and economic impacts second-home owners have on rural communities in the developing world; reconstruction of local tourism systems after crisis events such as wars; and the competitiveness of ski areas in light of climate change. Overall, the book offers a thoughtful study of the role of geographical and temporal scales for tourism during periods of unprecedented transition, equipping readers with new ways of conceptualizing change and adaptation.

Available in PDF, EPUB and Kindle. Book excerpt: Argumentation theory is a distinctly multidisciplinary field of inquiry. It draws its data, assumptions, and methods from disciplines as disparate as formal logic and discourse analysis, linguistics and forensic science, philosophy and psychology, political science and education, sociology and law, and rhetoric and artificial intelligence. This presents the growing group of interested scholars and students with a problem of access, since it is even for those active in the field not common to have acquired a familiarity with relevant aspects of each discipline that enters into this multidisciplinary matrix. This book offers its readers a unique comprehensive survey of the various theoretical contributions which have been made to the study of argumentation. It discusses the historical works that provide the background to the field and all major approaches and trends in contemporary research. Argument has been the subject of systematic inquiry for twenty-five hundred years. It has been graced with theories, such as formal logic or the legal theory of evidence, that have acquired a more or less settled provenance with regard to specific issues. But there has been nothing to date that qualifies as a unified general theory of argumentation, in all its richness and complexity. This being so, the argumentation theorist must have access to materials and methods that lie beyond his or her "home" subject. It is precisely on this account that this volume is offered to all the constituent research communities and their students. Apart from the historical sections, each chapter provides an economical introduction to the problems and methods that characterize a given part of the contemporary research program. Because the chapters are self-contained, they can be consulted in the order of a reader's interests or research requirements. But there is value in reading the work in its entirety. Jointly authored by the very people whose research has done much to define the current state of argumentation theory and to point the way toward more general and unified future treatments, this book is an impressively authoritative contribution to the field.

Available in PDF, EPUB and Kindle. Book excerpt: Populism is on the rise around the world. Since 2016, with the US presidential election and the Brexit debate in the UK, populism has taken a central place in global discussions on democracy. This book aims to correct the oversight that, although religion has played a key role in populism in many countries, it has been curiously neglected in recent academic debates. The authors use case studies from around the world to provide global insights into this issue. The first part of the book focuses on the West, with authors exploring the important role of Anglican voters in the Brexit referendum; rural and pre-millennialist American support for Donald Trump; and the rise of political rhetoric on Muslims in Germany, Switzerland, and Austria. The book then moves beyond the West to consider leaders and political parties in Turkey, Macedonia, Greece, Kyrgyzstan, and Kazakhstan. The authors consider varied populist types, from more established ‘ruling populists’ to young upstart movements. This wide-ranging volume redefines the concept of populism as a political style that sets a ‘sacred people’ apart from its enemies, providing a timely yet grounded account that will stimulate further research and public debate. It was originally published as a special issue of the journal Religion, State & Society.

Four years after its initial publication it has been translated into twelve European and Asian languages. To meet widespread demand this ECML publication provides materials which support its implementation in teacher education. The book entitled Using the European Portfolio for Student Teachers of Languages presents examples, discussions and research findings of how the EPOSTL is used in initial teacher education courses, in bi-lateral teacher education programs and in teaching practice. The accompanying folder and flyer feature, amongst other things, guidelines for strategic measures for introducing the EPOSTL in a particular institution.
