Book excerpt: This work analyzes the equity effects of fare integration by evaluating its impacts on different groups of riders through a case study of the city of Haifa in Israel. The city's new integrated fare policy changed the historically complex per-boarding fare system to a simple five-zone fare system with free transfers. To determine whether the policy differentially affected subsets of riders, both vertical and horizontal equity were analyzed. Vertical equity was analyzed using descriptive statistics analyzing the distribution of the fare change among various groups, and the horizontal equity tested numerically using the Lorenz Curve and the Gini Index. While the Gini index showed that the fare change was not equally distributed, the vertical analysis indicated that disadvantage passengers benefited most from the reform.
Book Synopsis Transit Fare Policy by : Andrew William Stuntz

Book excerpt: Incremental changes in fare policy can have substantial and long-term impacts on transit ridership and revenue, but they are often driven by near-term revenue needs and determined within short time frames with limited analysis. This thesis proposes a procedural framework to organize analysis of incremental fare changes, linking exploration of current pricing strategies to estimation of behavioral parameters and modeling of fare change scenarios. Within this framework, empirical case studies are presented at two of the five largest transit agencies in the U.S. – the Massachusetts Bay Transportation Authority (MBTA) and the Chicago Transit Authority (CTA). These agencies have increased the price of passes relative to pay-per-use fares in recent years, motivating three particular applications that make extensive use of automated fare collection (AFC) data: 1) differentiating employer-based, pre-tax, automatically-renewing pass sales from other pass sales, 2) estimating cost sensitivity of both ridership frequency and fare product choice using only recent experience at a single agency, and 3) incorporating fare product choice in a traditional elasticity spreadsheet model to predict impacts of fare change scenarios. Passes sold through employer programs and online are found to have lower use than other passes, contributing substantially to revenue while increasing ridership; expanding these programs or extending tax benefits to all transit commuters could further increase revenue and ridership. Individual-level AFC data are used to estimate fare-related behavioral parameters: resulting MBTA elasticity estimates of -0.7 for pay-per-use and -0.5 for employer-based passes are higher than current agency assumptions of -0.25 and -0.15, use of a CTA 30-day or 7-day pass appears to boost a customer’s ridership by up to 11% or 21% (respectively), and a CTA product choice model is estimated without reliance on stated preference data. A CTA fare model combining product choice and elasticities predicts substantial switching between fare products when pass multiples are changed, and a simplified model illustrates that passes should be priced below revenue maximization to capture low-cost gains in ridership. The procedural framework in this thesis applies to all transit agencies, and the empirical applications are relevant to agencies that collect AFC data and offer multiple payment structures.

Book Synopsis Equity of Evolving Transportation Finance Mechanisms by :
Download or read book Equity of Evolving Transportation Finance Mechanisms written by and published by Transportation Research Board. This book was released on 2011-11-11 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: "As traditional sources of funding for the nation's surface transportation system fail to keep pace with demand, proposals for new sources have proliferated. New funding strategies, such as pricing the use of new and existing roads, and new institutional arrangements, such as public-private partnerships, have emerged over the past few years. As with all transportation policies, these strategies raise questions about equity. To address these concerns, the Transportation Research Board convened an expert committee to provide guidance to public officials about assessing the equity of evolving transportation finance mechanisms. The committee's findings are presented in this report. They are organized under the following chapter headings: (1) Equity and Transportation Finance; (2) How Transportation is Funded and Who Pays; (3) Equity Through Different Lenses; (4) Transportation Finance Equity: Evidence and Experience; (5) Equity and Decision Making: Experience with Road Pricing; and (6) Findings and Recommendations."--pub. desc.

Book Synopsis Implementation and Outcomes of Fare-free Transit Systems by : Joel Volinski
Download or read book Implementation and Outcomes of Fare-free Transit Systems written by Joel Volinski and published by Transportation Research Board. This book was released on 2012 with total page 105 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this synthesis was to document the past and current experiences of public transit agencies that have planned, implemented, and operated fare-free transit systems. The report concentrates on public transit agencies that are either direct recipients or sub-recipients of federal transit grants and provide fare-free service to everyone in their service area on every mode they provide. The report will be of interest to transit managers and staffs, small urban and rural areas, university, and resort communities, as well as stakeholders and policy makers at all levels who would be interested in knowing the social benefits and macro impacts of providing affordable mobility through fare-free public transit. A review of the relevant literature was conducted for this effort. Reports provide statistics on changes in levels of ridership associated with fare-free service. White papers or agency reports identified by the topic panel or discovered through interviews with fare-free transit managers were also reviewed. Through topic panel input, Internet searches, listserv communications, and APTA and TRB sources, the first comprehensive listing of public transit agencies that provide fare-free service in the United States was identified. A selected survey of these identified public transit agencies yielded an 82% response rate (32/39). The report offers a look at policy and administrative issues through survey responses. Five case studies, achieved through interviews, represent the three types of communities that were found to be most likely to adopt a fare-free policy: rural and small urban, university dominated, and resort communities.

Book Synopsis Affordability and Subsidies in Public Urban Transport: What Do We Mean, What Can Be Done? by : Nicolas Estupinan
Download or read book Affordability and Subsidies in Public Urban Transport: What Do We Mean, What Can Be Done? written by Nicolas Estupinan and published by World Bank Publications. This book was released on 2007 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: Subsidy policies on public urban transport have been adopted ubiquitously. In both developed and developing countries, subsidies are implemented to make transport more affordable. Despite their widespread implementation, there are virtually no quantitative assessments of their distributional incidence, making it impossible to determine if these instruments are pro-poor. This paper reviews the arguments used to justify subsidy policies in public urban transport. Using different tools to quantitatively evaluate the incidence and distributive impacts of subsidy policy options, the paper analyzes the findings of a series of research papers that study urban public transport subsidy policies in developed and developing countries. The available evidence indicates that current public urban transport subsidy policies do not make the poorest better off. Supply-side subsidies are, for the most part, neutral or regressive; while demand-side subsidies perform better-although many of them do not improve income distribution. Considering that the policy objective is to improve the welfare of the poorest, it is imperative to move away from supply-side subsidies towards demand-side subsidies and to integrate transport social concerns into wider poverty alleviation efforts, which include the possibility of channeling subsidies through monetary transfer systems or through other transfer instruments (food subsidies, health services and education for the poor). The general conclusion of the paper is that more effort should be devoted to improve the targeting properties of public urban transport subsidies using means-testing procedures to ensure a more pro-poor incidence of subsidies.
