The purpose of the present study was to analyze the current ACTS data, to compare responses to ACTS items with responses to comparable items on the Sample Survey of Military Personnel (SSMP), and to make recommendations about continuing the ACTS. The analysis of the current ACTS data identified high satisfaction items such as Army Community Service programs and low satisfaction items such as amount of time separated from family. Although there were a few demographic differences, most differences involved rank groups (officers more satisfied than enlisted personnel with higher levels of enlisted more satisfied than lower levels) and marital status (married personnel generally more satisfied than single personnel). Major reasons for leaving included amount of time separated from family, respect Army shows for its soldiers, and promotion/ advancement opportunities. A log linear analysis revealed no overall statistical difference between similar items on the ACTS and SSMP. Since the ACTS provides information redundant to that obtained on the SSMP, it was recommended that the ACTS he discontinued. Also included in the report are appendices containing a survey assessing the satisfaction of the users of Army survey data for calculating Return on Investment (ROI) for survey data.

An Officer Transition Survey (OTS) was developed to identify and examine the factors that influence junior officers to continue serving beyond their ADSO or separate from the Active Army. Career continuance factors and separation motives were identified and documented for 169 Active Army junior officers (O1-O3) who were actively out-processing at Army Transition Centers. Data were also collected from proxy samples that were comprised of 485 junior officers who were in the process of deciding whether to serve beyond their service obligation (officer proxy sample) and 68 experts who work closely with junior officers (expert proxy sample). Results indicated the OTS provides valid, empirical information regarding junior officers' career continuance influences and separation motives. Results also show that officer and expert proxy samples can be used to understand and quantify the motives of officers who are separating from the Active Army. These findings have important implications for collecting valid information using a more efficient, streamlined application of survey methodology that expends fewer resources."--P. i.

Book excerpt: Military lifestyle, standards, and culture are developed and fortified throughout soldiers’ service, the decision to exit the military is often difficult, and challenges related to post-transition adjustment and employment are substantial. The U.S. Army’s Transition Assistance Program (TAP) attempts to alleviate these challenges by teaching soldiers about the obstacles they will face as well as the corresponding strategies that can enhance the likelihood of a successful career transition. The purpose of this qualitative research study is to understand the key factors both internal and external that allow service members to successfully transition from the military to the civilian employment sector. This study presents findings from a nonexperimental survey design with the administration of a survey for qualitative thematic analysis. The surveys examined ten veterans’ perspectives on what was beneficial to their transition out of the military. Analyses of the veterans’ survey responses revealed three themes: (a) the value of experience, (b) having a plan, and (c) prioritizing yourself. Saturation was achieved with each of these themes through thematic analysis and data analysis through the qualitative analysis software Dedoose. Thus, the findings highlight transition veterans’ perspectives that soldiers going through TAP have unique learning needs and challenges that may impact their transition experience.

Book excerpt: Sport and exercise psychology practitioners work with military service members to enhance performance prior to and during active duty but have no clear role during military career exits. Given health and wellness concerns veterans face as they transition out of the military and reintegrate back into civilian life, it may be of benefit to establish non-VA practitioners as a transitioning resource. To determine sport and exercise psychology practitioner preparedness to address military to veteran transition needs, similarities and differences between transition experiences of former athletes and military veterans is needed. A mixed methods approach, known as a convergent design, compared the transition experiences of 42 athletes and 64 veterans (N=106) during the quantitative phase and 9 athletes and 15 veterans (N=24) during the qualitative phase. The quantitative phase consisted of independent sample t-tests to determine differences in outcome scores for four valid and reliable measures: Satisfaction with Life Scale, World Health Organization's abbreviated quality of life measure, Career Transition Inventory, and Patient Health Questionnaire Depression Scale. The qualitative phase consisted of recorded semi-structured phone interviews, which gathered information regarding an individual's career transition experience. Overall, athlete participants represented 14 sports from the National Collegiate Athletic Association and National Association of Intercollegiate Athletics universities. Veteran participants came from each military branch and a variety of pay grades. Quantitative analysis revealed athlete and veteran participants scored similarly on each outcome measure or domain. Veteran participants had lower physical health and social relationship domain scores, but comparatively better transition control scores. Qualitative analysis revealed four themes: 1) the necessity of preparation for the transition process, 2) factors impacting the career transition process, 3) transitioning resulted in the loss of structure, and 4) establishing oneself outside of former career. Results indicate shared outcomes and perspectives between former athletes and veterans in regard to their career transition process. Transition process similarities indicate sport and exercise psychology practitioners may be qualified to effectively assist transitioning veterans in the same capacity they assist transitioning athletes.

This report provides statistical background information for the datasets and reports of the survey results. The population of inferential interest for the TOS consisted of the worldwide distribution of active-duty Army, Navy, Marine Corps, Air Force, and Coast Guard members (including Reservists on active duty) below the rank of admiral or general, with at least six months of active-duty service. Members of the National Guard and Reserves were in the population for the survey if they were in active-duty assignments (e.g., Active Guard and Reserve (AGR) and Navy Training and Administration of Reserve (TAR)) for at least 179 days. The main purposes of the survey were to provide survey data on types, frequency, and effects of racial/ethnic harassment and discrimination experienced by active-duty military; context, location, and circumstances under which the experiences occur; racial climate within the larger organizational climate; characteristics of the complaint process; and effectiveness of current policies/training designed to prevent, reduce, and eliminate racial/ethnic harassment and discrimination. The questionnaire for EOS was developed specifically for this survey effort. Data collection for the surveys was by mail. Survey development, administration, and datasets were reported by Edwards, Elig, and Riemer (1997).
