Book excerpt: After the transition to free economy, governments of the former Soviet republics realized that in spite of becoming a part of the shaky international economic order, their individual economic success can be assured by rational national economic policies that in addition to the fundamental law of supply and demand govern the economic mechanism sensitive to both external and internal phenomena. Originally published in Russian and now translated in English, this book by Dr. A. Ashimov and his colleagues offers a novel theory providing a numerically-justifiable approach to the solution of major economy control problems that are faced by virtually every government in the world. First, they developed and validated numerous mathematical models describing complex interactions between economic and social factors thus enabling the decision makers to foresee the outcomes of their decisions. Second, on the basis of these models the authors formulated the appropriate control problems that could be interpreted as achieving the transition to the desirable economic regimes and maintaining these regimes in spite of initial conditions and both external and internal perturbations. It should be noted that due to the inherent uncertainty introduced by the use of statistical models, the nonlinearity of the underlying phenomena and the intention to obtain the optimal solutions, the solution process becomes quite intricate and calls for the application of the most sophisticated techniques offered in advanced control theory. The authors utilized the most instrumental statistical model validation techniques; they established sufficient conditions for the existence of optimal solutions of the relevant control problems; and they skillfully combined the applications of the phase space formalism, system stability analysis, and the methods of functional analysis. Finally, they developed algorithms resulting in the optimal problem solutions, thus offering economic policy makers a dependable decision support tool. Macroeconomic Analysis and Economic Policy Based on Parametric Control offers a novel, highly mathematical approach to the solution of very realistic economy control problems. It presents a good example of the application of mathematical modeling, advanced control theory, and model-based decision making that could be adopted by researchers and graduate students specializing in economics, control, and relevant areas of research, addressing their own research problems.

Book excerpt: Since the end of the 1970s and the beginning of 1980s, with the political and economic system changes in the world, some enterprises being operated on the basis of market mechanism have emerged in the economy which once implemented the planning resource allocation (such as former Soviet Union, countries in eastern Europe and Mainland China, countries in Southeast Asia such as Vietnam). As the operation mode which complies with the market mechanism is adopted early in terms of the property right and operation mechanism, these enterprises grow rapidly under the loose regulation of the government and in the rapid development of the domestic market. However, with the competition intensified and the internationalization degree increased in the domestic market of the transitional economy, a large number of enterprises have suffered declined business, insolvency, bankruptcy or even winding-up since the 1990s. Some enterprises which grow rapidly in the 1980s are deep in the business operation crisis or even go bankrupt in the middle and later stage of 1990s. This is best demonstrated by the companies which are listed at Shenzhen Stock Exchange, Mainland China in the early stage. According to the report in International Finance News, March 6, 2002, 9 local listed companies in Shenzhen suffered losses in 2000, accounting for 9.38% of the total loss-incurring listed companies in the country in that year. Afterwards, the number of loss-incurring enterprises in 2001 increases to 12, accounting for 11.88% of the total listed companies in the country. In addition, according to the statistics of Shenzhen Stock Exchange, of the 9 loss-incurring local listed companies in Shenzhen in 2000, 6 of them undergo the system reform and are listed before 1993, and of the 12 loss-incurring local listed companies in Shenzhen in 2001, 7 of them undergo the system reform and are listed before 1993. Book excerpt: This book is a collection of eight studies covering several areas pertinent to the current technological and banking services situation in the Kurdistan region of Iraq. The economy of the Kurdistan Region of Iraq (KRI) is mainly dependent on oil revenue. The oil export revenue constitutes more than 90% of the government’s fiscal revenue. In addition to that, the public sector plays an excessive role in the economy, with public spending to GDP being over 70% while revenue from taxation constitutes less than 30% of total revenue. As the economy is not diversified, there is a large gap between demand and supply of locally produced tradeable goods, leaving the KRI economy highly dependent on imports. Another structural challenge of the KRI economy is its dependence on cash and a weekly financial system. Although the region has witnessed extraordinary economic growth from 2008 to 2014, the growth rate decreased from 8 to 1 percent, trade and investment dropped to 5 percent, and the unemployment rate significantly increased to over 20% by the end of the year 2019. To maintain the progress of economic development, it is necessary to upgrade the country’s industrial structure in order to be able to generate more value-added products, which requires advancement in technological infrastructure to employ more sophisticated technologies. There is not much written about Kurdistan and its economy, and yet there is a comprehensive development plan and resources to be used for education, research, rehabilitation, development, and reconstruction. As such, this book would be of interest to researchers, decision-makers, governmental and non-governmental organizations, undergraduate and graduate students, and the general public with an interest in the Middle East and contemporary Kurdish issues. It is a good up-to-date handbook for policymakers and NGOs involved in the rehabilitation, reconstruction, and development of Iraq.
