Book excerpt: Barriers to energy conservation in the residential and commercial sectors influence (1) the willingness of building occupants to modify their energy usage habits, and (2) the willingness of building owners/occupants to upgrade the thermal characteristics of the structures within which they live or work and the appliances which they use. The barriers that influence the willingness of building owners/occupants to modify the thermal efficiency characteristics of building structures and heating/cooling systems are discussed. This focus is further narrowed to include only those barriers that impede modifications to existing buildings, i.e., energy conservation retrofit activity. Eight barriers selected for their suitability for Federal action in the residential and commercial sectors and examined are: fuel pricing policies that in the short term do not provide enough incentive to invest in energy conservation; high finance cost; inability to evaluate contractor performance; inability to evaluate retrofit products; lack of well-integrated or one-stop marketing systems (referred to as lack of delivery systems); lack of precise or customized information; lack of sociological/psychological incentives; and use of the first-cost decision criterion (expanded to include short-term payback criterion for the commercial sector). The impacts of these barriers on energy conservation are separately assessed for the residential and commercial sectors.

Book excerpt: Engineering analyses have claimed that the implementation of retrofits in existing buildings can significantly reduce their energy consumption and generate cost savings for owners 0́3 yet such investment in energy efficiency has been minimal by many standards. The primary goal of this thesis is to identify and quantify the factors affecting stakeholders' decisions to adopt (or not adopt) energy conservation measures during commercial building retrofits, and then to suggest ways in which these decision processes can be improved through policy instruments. Chapter I presents a literature review of previous research on the subject and explains the theoretical basis of the "energy-efficiency gap." Chapter II presents findings from a set of surveys in order to clarify the major determinants of the commercial energy-efficient building retrofit decision 0́3 and uses these data to make observations of differences in retrofit investment preferences between different types of organizations and leasing structures. Chapter III summarizes the implications of the first two chapters and suggests possible policy-based solutions to encourage increased attention to energy efficiency in the commercial building sector. Results from the surveys conducted for this study are shown to be generally in agreement with a third data source, the Johnson Controls Energy Efficiency 2011 Indicator survey. The relative importance of various financial metrics (such as simple payback period) in stakeholders' decision processes is quantified and the ability to alter the outcomes of these processes via the addition of new financial information is documented. It is found that stakeholders' behavior may be partially explained by their beliefs in the future cost of energy, which they expect will decrease in real terms over the next 20 years (though significant variation does exist in these perceptions). An approximate quantitative measure of "split incentives" is obtained and differences in its effect between different organization ownership structures are outlined. Together, the data presented in this thesis suggest that an "energy efficiency gap" does exist, though to a smaller degree than have been suggested by some. Specific policy solutions to increase investment in energy efficiency are recommended, including 1) targeting nonprofit and government organizations to act as "early adopters," 2) the creation of a thirdparty database with cost and performance information for ECMs, and 3) the widespread adoption of on-bill financing.

Book excerpt: Building Energy Efficiency Retrofit (BEER) is essential for energy conservation and emission reduction. Despite advancing knowledge of the benefits and available solutions, the current BEER projects are considerably limited. One difficulty in promoting BEER is the complexity of the decision-making process. Decisions are made at different stages to evaluate hundreds of energy efficiency measures involving multiple stakeholders with conflicting interests, especially those who manage building portfolios. This dissertation aims to evaluate factors to help industry professionals and policymakers establish a comprehensive decision-making approach when considering BEER projects in commercial and institutional buildings. This dissertation first ranked stakeholders’ priorities toward a set of factors across the United States using Analytic Hierarchy Process. The study also introduced some critical dimensions of context in energy efficiency, including physical (e.g., geographical region), functional (e.g., industry sector), and social contexts (e.g., leadership position). The results showed no significant disagreement between public and private institutions or between executives and non-executives but more considerable differences among climate zones and industry sectors. Second, this research explored the decision-making processes of BEER projects at the University of Washington. Using semi-structured interviews, document review, and the Causal Loop Diagram approach, the study identified the cause-and-effect relationships among factors. The research suggests that initiating corrective actions to increase organizational commitment, government support, use of technology, and funding will drive more BEER investment in higher education institutions. Finally, this dissertation brings together empirical studies worldwide that examined the factors influencing energy efficiency improvements. A total of 30 factors emerged from a systematic literature review of 42 peer-reviewed articles, categorized into economic feasibility, team process, technical practicality, institutional characteristic, governmental policy, occupant impact, and environmental impact. The study discussed how geographical regions, building types, and country's economic classifications impact the building stakeholders' perceptions about energy efficiency. The findings from this dissertation highlight that the promotion of energy efficiency in buildings will necessarily imply a further effort to contextualize the research and point out the so-called non-energy benefits from the implementation of BEER.

Book excerpt: Existing buildings will dominate energy use in commercial buildings in the United States for three decades or longer and even in China for the about two decades. Retrofitting these buildings to improve energy efficiency and reduce energy use is thus critical to achieving the target of reducing energy use in the buildings sector. However there are few evaluation tools that can quickly identify and evaluate energy savings and cost effectiveness of energy conservation measures (ECMs) for retrofits, especially for buildings in China. This paper discusses methods used to develop such a tool and demonstrates an application of the tool for a retrofit analysis. The tool builds on a building performance database with pre-calculated energy consumption of ECMs for selected commercial prototype buildings using the EnergyPlus program. The tool allows users to evaluate individual ECMs or a package of ECMs. It covers building envelope, lighting and daylighting, HVAC, plug loads, service hot water, and renewable energy. The prototype building can be customized to represent an actual building with some limitations. Energy consumption from utility bills can be entered into the tool to compare and calibrate the energy use of the prototype building. The tool currently can evaluate energy savings and payback of ECMs for shopping malls in China. We have used the tool to assess energy and cost savings for retrofit of the prototype shopping mall in Shanghai. Future work on the tool will simplify its use and expand it to cover other commercial building types and other countries.
