Submissions were requested for a lunar sample return mission from the South Pole-Aitken Basin. The basin is of interest because it is thought to contain some of the oldest accessible rocks on the lunar surface. A mission is under study that will land a spacecraft in the basin, collect a sample of rock fragments, and return the sample to Earth. Because the Aitken Basin is on the far side of the Moon, the lander will require a communications relay satellite (CRS) to maintain contact with the Earth during its surface operation. Design of the CRS's orbit is therefore critical. This paper describes a mission design which includes potential transfer and mission orbits, required changes in velocity, orbital parameters, and mission dates. Several different low lunar polar orbits are examined to compare their availability to the lander versus the distance over which they must communicate. In addition, polar orbits are compared to a halo orbit about the Earth-Moon L2 point, which would permit continuous communication at a cost of increased fuel requirements and longer transmission distances. This thesis also examines some general parameters of the spacecraft systems for the mission under study. Mission requirements for the lander dictate the eventual choice of mission orbit. While navigation systems have already been proven in the Apollo missions to the moon, the current exploration campaign will involve more extensive and extended missions requiring new concepts for lunar navigation. In contrast to Apollo missions, which were limited to the near-side equatorial region of the moon, missions under the Exploration Systems Initiative will require navigation on the moon's limb and far-side. As these regions have poor Earth visibility, a navigation system comprised solely of Earth-based tracking stations will not provide adequate navigation solutions in these areas. In this paper, a Dilution of Precision (DoP) based analysis of the performance of a network of Moon orbiting satellites is provided. The analysis extends previous analysis of a Lunar Network (LN) of navigation satellites by providing an assessment of the capability associated with a variety of assumptions. These assumptions are with regard to the navigation receiver and satellite visibility. The assessment is accomplished by making appropriately formed estimates of DoP. Different adaptations of DoP (i.e., GDoP, PDoP, etc.) are associated with a different set of assumptions regarding augmentations to the navigation receiver or transceiver. A strategy for a long-term libration orbit at the Earth-Moon L2 point is developed. This strategy allows for uninterrupted two-way communication between the Earth and the far side of the Moon and vice versa while also maintaining low fuel costs, thus increasing the duration of possible missions. A scenario was created in STK that created such an orbit. The results of the scenario predict a total station keeping delta-V cost of only 3.23 m/s for a satellite to stay in the vicinity of the EML2 point for five years.
