Therefore, the research aims to compare the cost effectiveness between trenchless technology and open cut method. The research also provides the criteria to be considered in implementing the trenchless technology. Close-ended survey questionnaire has been used as research methodology while scope of study focusing on east coast construction contractors. There are four respondents that involved in the research. The study proved that trenchless technology is the most cost effective compare to the open-cut method. Comparison has been done based on preconstruction and construction (direct and indirect) cost. The research also identified the criteria to be considered in trenchless technology by highlight on the pipe jacking and horizontal directional drilling. Limitation for the research is the small amount of contractors who specialize in trenchless technology. Future research is needed to consider the other cost factors which may contribute to the project cost.

Comparison of environmental and social costs of a pipeline renewal and replacement is an essential element when considering sustainable development of underground infrastructure. Project owners, decision makers, design and consulting and contractors commonly take into consideration the construction costs only, and overlook the environmental and social cost aspects while making a choice between trenchless and open-cut pipeline installation. Trenchless Cured-in-Place Pipe (CIPP) involves a liquid thermoset resin saturated material that is inserted into the existing pipeline by hydrostatic or air inversion, or by mechanically pulling-in and inflating. The liner material is cured-in-place using hot water, steam or light cured using UV light resulting in the CIPP product. The primary objective of this dissertation is to compare environmental and social costs of trenchless CIPP renewal method with open-cut pipeline replacement for small diameter sanitary sewers and to identify influencing factors Impacting costs An actual case study based on the City of Pasadena, California, river basin was used for this research to evaluate the environmental and social costs implication of small diameter CIPP renewal and open-cut replacement. The results of this dissertation, for the case study used, show that the total environmental and social costs of trenchless CIPP method is 90% less as compared to open-cut pipeline replacement for small diameter sanitary sewers, such as 8 in. to 12 in. diameters. For this case study, it was determined that the environmental impacts of CIPP will be more than its social impacts. For open-cut,the social impacts are found to be more than environmental impacts. The methodology used in this dissertations can be applied for larger pipe diameters and other locations to develop a decision tool. CIPP renewal caused less ozone depletion, global warming, smog, acidification, eutrophication, non carcinogenics, respiratory effects, ecotoxicity effects, and fossil fuel depletion. The liner, felt, and resin influenced environmental cost the most for CIPP compared to open-cut where power consumption of construction equipment, and pipe material drove the environmental cost. Cost of fuel for detour roads, detour delay, and pavement restoration were negligible for CIPP renewal method as compared with opencut replacement that contributed a major social cost factor (approximately 75%).

Results indicate that the frequency of pavement distress or other trenchless-related issues are an ongoing problem in the industry. Inadequate soil information and quality control/quality assurance (QC/QA) are partially to blame.

It faces an annual shortfall of at least $11 billion to replace the aging facilities that are near the end of their useful lives.In this research, surveys and interviews of professionals working in trenchless technologies for the North American Society for Trenchless Technology (NASTT) No-Dig Show in California were carried out and the results were analyzed. The surveys focused on the structural lining system classification, the required data to design water pipe rehabilitation method, the most recent growth in trenchless technologies for water main rehabilitation methods, and the safety of renewal methods. Another interview and residential survey was conducted to calculate the social cost of the open cut method. The surveys focused on major hindrances, traffic disruption, property damage, and safety requirements. Survey results indicate that the cured-in-place pipe (CIPP) method will be the method of choice compared with other pipe replacement and renewal methods.

Book excerpt: Drainage infrastructure systems (culvert, storm sewer, outfall and related drainage elements) are mostly buried underground and are in need of special attention in terms of proactive/preventive asset management strategy. Drainage infrastructure systems represent an integral portion of roadway assets that routinely require inspection, maintenance, repair and renewal. Further challenges are the wide geospatial distribution of these infrastructure assets and environmental exposure. There has been considerable research conducted on culverts, but mostly looked at the problem from a traditional structural/geotechnical perspective. Asset management procedures for culverts and drainage infrastructure systems are complex issues, and can benefit a great deal from an optimal asset management program that draws from programs pertaining to buried pipes. The first and most important step in an asset management initiative is the establishment of mechanism for asset inventory and asset conditions in a format compatible with the routine procedures of field operators and inspectors. The first objective of this research project was to develop field protocols and operational business rules for inventory data collection and management and inspection of drainage infrastructures in terms of types of data to be collected, frequency of inspection, and analysis and reporting mechanisms. After review of these protocols by the project oversight committee, a pilot study was conducted to verify efficiency of their implementation. The condition assessment protocol introduced is useful in evaluating the overall condition of culverts and can be used for decision making regarding the repair, renewal or replacement of culverts. For the second objective of this project, investigators examined the inventory and inspection protocols employed by Ohio Department of Transportation (ODOT) and developed a decision support platform, which establishes a link between the inspection results and appropriate repair, renewal and replacement procedures. After applying the recommended procedures, the transportation agencies can better track the conditions of culverts thereby reducing the risks of culvert failures.
