Book excerpt: La presente investigación doctoral tiene como objeto la realización de un análisis intergubernamental de la alta función pública del Estado español, partiendo de la premisa de que los altos funcionarios constituyen un actor crítico en la gobernanza de las sociedades y un instrumento privilegiado para conocer aspectos básicos del funcionamiento de los estados, como por ejemplo la coordinación existente entre niveles de gobierno. En ese marco la tesis desarrolla tres objetivos específicos. El primero se centra en mostrar la necesidad de nuevos enfoques analíticos para abordar la complejidad del entorno en que se sustancian los asuntos públicos en nuestros días. El segundo plantea que la alta función pública de la Administración General del Estado (AGE) español es un actor relevante para explicar el funcionamiento multinivel del mismo. Y el tercero, bosqueja las competencias o capacidades que los altos funcionarios requieren para actuar en un contexto marcado por la interdependencia entre actores públicos y privados de distintos niveles de gobierno. La metodología de la investigación ha incorporado, además de la lógica consulta a las fuentes primarias y secundarias disponibles, un trabajo empírico sobre el Cuerpo Superior de Administradores Civiles del Estado, único colectivo de la AGE de carácter generalista y que armoniza funciones de asesoramiento político y técnico con una participación destacada en la formulación y aplicación de políticas de carácter intergubernamental y, al mismo tiempo, con una relevante presencia en los órganos de cooperación y coordinación entre niveles de gobierno. Dicho trabajo empírico consistió en la elaboración, aplicación y explotación de un cuestionario auto-administrado de respuesta anónima y telemática, que fue completado por 102 Administradores Civiles del Estado (ACE) del cerca del millar actualmente en activo. Con los resultados no se pretendía realizar una explotación inferencial o probabilística, sino practicar un análisis cualitativo respecto de las grandes variables estructuralmente explicativas, vistas desde la alta función pública del Estado, del funcionamiento del mismo, en términos de coordinación y futuro institucional, así como establecer líneas de mejora en lo referido a las capacidades que deben incorporar los ACE para obrar eficaz y favorablemente en ese contexto multinivel. Además del cuestionario, la parte empírica se completó con la realización de entrevistas semi-estructuradas a altas personalidades de dicho colectivo y/o académicos que han analizado el asunto o han tenido responsabilidades político-administrativas sobre la alta función pública. Esas entrevistas permitieron dar profundidad a los resultados obtenidos con el cuestionario, además de resolver aparentes paradojas y contradicciones. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.
