Book excerpt: Este estudo avaliou a sustentabilidade das experiências inovadoras baseadas em indicadores e critérios fundamentados em teorias científicas pela percepção de agricultores/as dos municípios de Irituia, São Domingos do Capim, Concórdia do Pará e Mãe do Rio na área de abrangência do Pólo Rio Capim do programa PROAMBIENTE. Objetivou-se compreender o cotidiano desses atores sociais no uso do território por meio de práticas de mínimo impacto ambiental e os motivos que os levaram a estender os tradicionais sitios ou quintais para outras parcelas das Unidades de Produção Familiares (UPFs), transformando-as em Sistemas Agroflorestais (SAFs). A metodologia adotada compreendeu na construção de um formulário, a coleta de dados impíricos e convívio direto em 78 UPFs o que permitiu a identificação de constructo de variabilidade pela Análise Fatorial, estabelecendo quatro fatores: produção e comercialização, prática de produção, intervenção e questão de gênero. O primeiro fator foi utilizado como critério para a seleção e retorno em 18 UPFs definidas para aplicar o questionário e o formulário de notas avaliativas referentes aos indicadores econômicos, social, cultural e ecológico-ambiental. A avaliação da sustentabilidade foi feita por meio da consolidação destes indicadores utilizando o método agroecológico da "Ameba" e o mapeamento da mesma pelo método de interpolação do "vizinho mais próximo" na área de estudo. Como resultados aos indicadores cultural e ecológico/ambiental, apresentaram-se em melhores condições em termos de sustentabilidade com a conceituação de bom para excelente, enquanto que inversamente foi a situação demonstrada pelos indicadores social e econômico, dos quais os resultados avaliados estão no limiar do que se pode deduzir como sustentável com desempenho de fraco para suficiente.

Ao mesmo tempo, estas inovações provocaram efeitos negativos, não previstos, no meio ambiente e nas condições sociais dos seres humanos. A emergência da expressão "Desenvolvimento Sustentável" é uma tentativa de conciliar o crescimento econômico, proporcionado pelo progresso técnico, com a justiça social e a preservação dos recursos naturais. Em virtude deste contexto, um novo desafio apresenta-se para os formuladores de políticas públicas e agentes que interferem nos processos de desenvolvimento: avaliar a sustentabilidade, ou seja, quantíficar o que é mais ou menos sustentável em sistemas de produção agrícola. Esta investigação representa um esforço para definir uma metodologia capaz de orientar na seleção de indicadores de sustentabilidade, bem como de permitir a obtenção de índices de sustentabilidade em sistemas de produção. 0 objetivo central é propor uma metodologia que permita avaliar a sustentabilidade em sistemas de produção para facilitar a comunicação entre atores- envolvidos em processos de desenvolvimento, no sentido de conduzir as intervenções dos mesmos para contextos de maior sustentabilidade nas dimensões social, econômica e ambiental. Para isto buscou-se uma metodologia com cálculos e operações simples, permitindo a obtenção de informações com recursos locais, sem a necessidade de avançados conhecimentos estatísticos de parte dos usuários, mas adaptadas à complexidade e às particularidades locais dos processos envolvidos nos sistemas de produção da agricultura familiar. Os resultados obtidos, quando comparados com outras metodologias, demonstram a viabilidade do uso do método proposto para a identificação de aspectos que conduzem os sistemas de produção estudados a contextos de maior ou menor sustentabilidade relativa.

Over the last three decades, the country has made impressive gains on socioeconomic, environmental and rural development policy fronts. Nonetheless, an overall analysis of Brazil’s policy framework pertaining to land use shows contradictions and constraints that need to be addressed in the long run. One such contradiction is given by disparities in rural credit and finance policies, with greater amounts favoring large-scale farming as opposed to family farming, despite the key role of smallholders in food production and job creation, and still low resources allocated to programs promoting low-carbon agricultural practices. Another contradiction is the dichotomy between climate change policies and mainstream agricultural and rural development policies. Brazil’s overriding challenge is harmonizing and effectively coordinating these different policy agendas at their various levels of implementation so as to effectively manage trade-offs. The question is what measures can be put in place to enable continued growth of agricultural production while also reducing its negative social and environmental costs? The answer lies partly in increasing support for implementing and up-scaling initiatives to promote low emissions agriculture and providing other economic incentives for adopting more sustainable use and conservation-oriented agricultural and land-use practices. Ultimately, reconciling agricultural production with conservation and rural livelihoods requires greater coordination and harmonization among sectoral policies at various levels of government. Achieving this goal requires the adoption of a combination of a value chain-based and territorial approach to land-use planning with more integrated farming systems in order to enable making improved decisions according to multiple trade-offs and impacts.
