Book excerpt: This exploratory case study examines the social, economic, and political/institutional impacts of two operating nuclear power complexes on two New England communities. This work is one of a series planned to broaden knowledge of the effects of large energy generating facilities upon the social structure of local communities. Its primary objectives are to investigate and assess social and economic impacts resulting from construction and operation of nuclear power plants and to generate hypotheses about such impacts for future testing. The study concludes that construction impacts were minor due to a dispersed commuting pattern by construction workers and that the only significant construction impact that can be identified retrospectively is construction-worker traffic. The primary impact of the nuclear power plants in both communities was the massive increase in property tax payments paid to the local communities by the utilities and the option chosen by each community to maintain the existing tax rate while using the additional revenue to significantly increase and enhance the public service delivery systems and facilities within the community. Second-order consequences of the direct, first-order economic impact were: (1) changes in community land use policies, (2) increase in salience of growth issues, and (3) alteration of both inter- and intra-community relationships. The majority of residents in both communities express favorable attitudes toward the nuclear plants, primarily because of the substantial increase in the tax base of their communities.

As a rural community, Buchanan, NY relies on major employers to provide long-lasting careers with steady incomes and steady tax revenue for the community (Mitchell, 2019). A major employer is a business that produces more goods and services than can be utilized by the local economy, and therefore it exports a significant portion of its goods and employs five hundred workers or more (Montrose EDC, 2019). The type of industries that are major employers includes manufacturing, energy plants, hospitals, schools, automobile plants, etc. As a nuclear power plant, IPEC provides various economic benefits to the local community such as; approximately half of Buchanan’s operating budget ($4 million), 5,300 local jobs from direct and indirect sources, $25 million in annual school taxes, etc. (Moore, 2018; NEI, 2015; Pezzullo, 2020). This research attempted to gain a better understanding of how major employer closures impact the community, and how a community can battle those impacts with a specific focus on the closure of nuclear power plants in rural communities. By understanding how the closure can impact the community, policy recommendations could be formulated to lessen the negative economic impacts. Previous research has shown a nuclear power plant closure can cause short-term economic distress as a community transitions, but long-term economic distress is unlikely (Greco & Yamato, 2019; Haller, 2014: Haller, et al., 2017; Kotval & Mullin, 1997). This study used a multiple case study to gather information on previous nuclear power plant closures in other U.S. rural communities and compared the impacts with the predicted impacts from the closure of IPEC to formulate policy recommendations. It was concluded, rural communities can survive the economic impacts of a nuclear power plant closure through the use of various public programs and policies as well as the collaboration between company and government."--Abstract.

Book excerpt: Preparation of socio-economic impact statements for nuclear powerplants began only a few years ago. The number of these statements is increasing, and some states, such as Washington, now require them as a condition to state approval for thermal powerplants. The major purpose of this paper was to review existing socio-economic impact statements to identify where additional research to improve the impact analysis process would be useful and appropriate. A second purpose was to summarize the type of information included in existing statements. Toward this end a number of socio-economic impact statements were reviewed. Most of the statements are for nuclear power plants; however, some are for other large construction projects. The statements reviewed are largely predictive in nature; i.e., they attempt to predict socio-economic impacts based on the existing knowledge. A few of the reports contain retroactive case studies of plants already completed. One describes an ongoing monitoring analysis of plants under construction. As a result of this preliminary study, a need was identified for a better-defined impact statement methodology and for guidelines identifying appropriate areas for analysis and analytical techniques. Book excerpt: This study explores the potential risks associated with the 65 U.S.-based commercial nuclear power plants (NPPs) and the distribution of those risks among the populations of both their respective host communities and of the communities located in outlying areas. First, I examine the relevant environmental justice issues. I start by examining the racial/ethnic composition of the host community populations, as well as the disparities in socio-economic status that exist, if any, between the host communities and communities located in outlying areas. Second, I estimate the statistical associations that exist, if any, between a population's distance from a NPP and several independent variables. I conduct multivariate ordinary least square (OLS) regression analyses and spatial autocorrelation regression (SAR) analyses at the national, regional and individual-NPP levels. Third, I construct a NPP potential risk index (NPP PRI) that defines four discrete risk categories--namely, very high risk, high risk, moderate risk, and low risk. The NPP PRI allows me then to estimate the demographic characteristics of the populations exposed to each so-defined level of risk. Fourth, using the Palo Verde NPP as the subject, I simulate a scenario in which a NPP experiences a core-damage accident. I use the RASCAL 4.3 software to simulate the path of dispersion of the resultant radioactive plume, and to investigate the statistical associations that exist, if any, between the dispersed radioactive plume and the demographic characteristics of the populations located within the plume's footprint. This study utilizes distributive justice theories to understand the distribution of the potential risks associated with NPPs, many of which are unpredictable, irreversible and inescapable. I employ an approach that takes into account multiple stakeholders in order to provide avenues for all parties to express concerns, and to ensure the relevance and actionability of any resulting policy recommendations.
