The researcher visited four schools in one of the boroughs and interviewed principals, assistant principals, guidance counselors and social workers about their roles and responsibilities towards the homeless students in their respective schools. Sixteen participants were involved in this study. The McKinney-Vento Act, a federal law about homeless students, served as the background for this investigation. For the purposes of this study, it is important to note that the New York State Education Department as well as the New York City Department of Education makes little or no distinction between highly mobile and homeless students. The focus of the research is about the intersection of public education and homelessness. The purpose of the investigation is to determine if New York City's public school system can do more to improve the quality of learning experience for homeless students and those learners who are highly mobile. ix Findings revealed from participants' responses gleaned from the two protocols indicated that the respondents relied on others to provide aid to homeless students. This aid came in the form of money and school supplies, which was sourced by non-profit groups. After conducting this study it is clear that system leaders need to consider taking an active approach to the student homeless problems. Homelessness may not be something that can be resolved immediately, but the effects of homelessness can be addressed through leadership and in schools.

The study also is supported by Maslow's Theory (1954) in its emphasis on the importance of meeting the student's basic physiological needs of food, water and shelter before a student can progress towards self-actualization and achieve academic success. The findings of the research study indicated Arkansas school counselors were knowledgeable of McKinney-Vento Homeless Assistance Act requirements. Findings highlighted the importance for school counselors to actively engage in partnership practices with community stakeholders to address the needs of homeless students as well as how participating in training to support addressing the needs of homeless students is vital.

Book excerpt: This mixed-methods dissertation examined how a child's experiences within their primary developmental contexts--family, school, and peers--serve as pathways through which homelessness influences children's academic and socioemotional adjustment. This study focused on a developmental period (i.e., middle childhood - ages 5-12) and context (i.e., schools) that have received little attention in recent literature on family homelessness. Study 1 focused on a broad investigation of whether child behavioral processes and the quality of children's experiences with their family (i.e., parental involvement at school, warmth, and control), at school (i.e., perceptions of school belonging, school engagement), and with peers (i.e., victimization, loneliness) mediate the relation between residential mobility and children's academic outcomes. Participants were 78 children and their primary caregivers (n = 54) living at two family homeless shelters in Southern California. Results of a series of SEM path analyses showed that residential mobility negatively impacted parents' involvement at their child's school, which in turn, predicted lower academic achievement test scores. Children whose families had moved more often also reported lower levels of school belonging and, in turn, lower levels of school engagement. Study 2 provided an in-depth examination of teachers' perspectives working with homeless students. Semi-structured interviews were conducted with 28 teachers who worked at the designated public schools for the family homeless shelters from which participants in Study 1 were recruited. A prominent theme from teachers' accounts was that homelessness is linked to more than just loss of housing and residential mobility, but also breaks in relationships with family and friends. These various forms of instability appeared to influence students' socioemotional adjustment in the classroom including difficulties developing relationships with classmates. Findings also demonstrated how frequent student mobility presented challenges for teachers, and how teachers' own social and emotional competencies (e.g., perspective taking) shaped how they responded to homeless students' needs. Overall, results suggested that schools should prioritize fostering supportive relationships with homeless children and their parents as a means to promote students' educational success. In order to protect the development of homeless children, policy and practice efforts must be aimed at strengthening the stability of homeless families.

Book excerpt: For the past decade, every year at least 1.2 million students in the United States have been identified as homeless. While many youth graduate high school despite experiencing homelessness, a large minority do not complete high school in four years. Not obtaining a high school diploma negatively impacts future opportunities for youth and increases their risk of becoming homeless as adults. This dissertation uses Los Angeles County as a case study to evaluate the formal and informal networks of support that high school students use to meet their academic and physiological needs to remain housed and graduate high school. This study is guided by three main questions: (1) How does Los Angeles County support students experiencing homelessness in their pursuit to graduate high school? (2) How do students in Los Angeles County navigate the barriers of homelessness and successfully graduate high school? (3) How do school districts in Los Angeles County successfully support students experiencing homelessness in their pursuit to graduate high school? Data for this study come from 63 interviews with formerly homeless youth, youth experiencing homelessness, teachers, counselors, principals, district homeless liaisons, community-based organizations, and city and county homeless administrative leaders, as well as school district site observations, and a review of 890 city, county, and state documents. The study considers structural racism when assessing county and school district level strategies that support the needs of students experiencing homelessness. Major findings speak to a phenomenon this dissertation coins as Impoverished Institutional Network (IIN). An impoverished institutional network is defined as a public institution's inability to provide the necessary financial, social, cultural, and organizational capital to adequately support historically marginalized, vulnerable populations, thereby becoming overly reliant on punitive practices or punitive public institutions like the criminal justice and foster care systems to serve those populations. While youth and some school personnel interviewed in this study exhibited a high degree of agency, their efficacy was limited by the networks to which they were relegated. This dissertation is the first comprehensive study on student homelessness that utilizes a municipal county as the unit of analysis. Additionally, this dissertation introduces IIN as a new construct for assessing a school districts' ability to respond to student homelessness.
