Book excerpt: An Interim Report on Assuring DoD a Strong Science, Technology, Engineering, and Mathematics (STEM) Workforce is a report on the science, technology, mathematics, and engineering (STEM) workforce of the Department of Defense (DOD) and the U.S. defense industrial base is part of an 18-month study to assess the STEM capabilities that the DOD will need in order to meet its goals, objectives, and priorities. This study also assesses whether the current DOD workforce and strategy will meet those needs; and indentifies and evaluates options and recommends strategies that the department could use to help meet its future STEM needs. This study was undertaken by the National Academy of Engineering and the National Research Council. This report was issued for the purpose of assisting Assistant Secretary of Defense for Research and Engineering with its fiscal year 2012 planning process and with laying the groundwork for future years. Earlier in the project, the Committee on Science, Technology, Engineering, and Mathematics Workforce Needs for the U.S. Department of Defense and the U.S. Defense Industrial Base convened a workshop on August 1 and 2, 2011, in Rosslyn, Virginia. This workshop met for the purpose of gathering a broad range of views from the public sector and the private sector. This includes major defense contractors, and from nongovernmental organizations (NGOs), all of which are stakeholders in the future STEM workforce. At the conclusion of this study, a final report will be released.

Restoring impaired ecosystems requires a supply of diverse native plant seeds that are well suited to the climates, soils, and other living species of the system. Native seeds are also in demand for applications in urban land management, roadside maintenance, conservation agriculture, and other restorative activities that take into account the connection between native plant communities and the increasingly urgent need for resilient landscapes. Given the varied climatic and environmental niches of the more than 17,000 native plant species of the United States, supplying the desired seed types and species mixes for this wide range of activities is a challenge. As the first phase of a nationwide analysis of the full scope of needs for native plant seeds, this interim report describes the participants in the native plant seed supply chain, makes preliminary observations, and proposes an information-gathering plan for the second phase of the assessment.

NASA has developed a set of 14 draft roadmaps to guide the development of such technologies under the leadership of the NASA Office of the Chief Technologist (OCT). Each roadmap focuses on a particular technology area. OCT requested that the National Research Council conduct a study to review the draft roadmaps, gather and assess relevant community input, and make recommendations and suggest priorities to inform NASA's decisions as it finalizes its roadmaps. The success of OCT's technology development program is essential, because technological breakthroughs have long been the foundation of NASA's successes, from its earliest days, to the Apollo program, to a vast array of space science missions and the International Space Station. An Interim Report of NASA's Technology Roadmap identifies some gaps in the technologies included in the individual roadmaps. The report suggests that the effectiveness of the NASA space technology program can be enhanced by employing proven management practices and principles including increasing program stability, addressing facility issues, and supporting adequate flight tests of new technologies. This interim report provides several additional observations that will be expanded on in the final report to be released in 2012.

The nation's ability to make use of these data depends on the availability of an educated workforce with necessary expertise. With these new capabilities have come novel ethical challenges regarding the effectiveness and appropriateness of broad applications of data analyses. The field of data science has emerged to address the proliferation of data and the need to manage and understand it. Data science is a hybrid of multiple disciplines and skill sets, draws on diverse fields (including computer science, statistics, and mathematics), encompasses topics in ethics and privacy, and depends on specifics of the domains to which it is applied. Fueled by the explosion of data, jobs that involve data science have proliferated and an array of data science programs at the undergraduate and graduate levels have been established. Nevertheless, data science is still in its infancy, which suggests the importance of envisioning what the field might look like in the future and what key steps can be taken now to move data science education in that direction. This study will set forth a vision for the emerging discipline of data science at the undergraduate level. This interim report lays out some of the information and comments that the committee has gathered and heard during the first half of its study, offers perspectives on the current state of data science education, and poses some questions that may shape the way data science education evolves in the future. The study will conclude in early 2018 with a final report that lays out a vision for future data science education.

In 2001 the National Nanotechnology Initiative (NNI) was established as the U.S. government interagency program for coordinating nanotechnology research and development across deferral agencies and facilitating communication and collaborative activities in nanoscale science, engineering, and technology across the federal government. The 26 federal agencies that participate in the NNI collaborate to (1) advance world-class nanotechnology research and development; (2) foster the transfer of new technologies into products for commercial and public benefit; (3) develop and sustain educational resources, a skilled workforce and the supporting infrastructure and tools to advance nanotechnology; and (4) support the responsible development of nanotechnology. As part of the third triennial review of the National Nanotechnology Initiative, the Committee on Triennial Review of the National Nanotechnology Initiative: Phase II was asked to provide advice to the Nanoscale Science, Engineering, and Technology (NSET) Subcommittee and the National Nanotechnology Coordination Office in three areas: Task 1 - Examine the role of the NNI in maximizing opportunities to transfer selected technologies to the private sector, provide an assessment of how well the NNI is carrying out this role, and suggest new mechanisms to foster transfer of technologies and improvements to NNI operations in this area where warranted. Task 2 - Assess the suitability of current procedures and criteria for determining progress towards NNI goals, suggest definitions of success and associated metrics, and provide advice on those organizations (government or non-government) that could perform evaluations of progress. Task 3 - Review NNI's management and coordination of nanotechnology research across both civilian and military federal agencies. Interim Report for the Triennial Review of the National Nanotechnology Initiative, Phase II offers initial comment on the committee's approach to Task 2 and offers initial comments on the current procedures and criteria for determining progress toward and achievement of the desired outcomes.
