Employees first hired on or after January 1, 1984, and employees rehired on or after January 1, 1984 (with a break in service exceeding 365 days but with less than 5 years of civilian service prior to the date of their separation), or employees who transferred to FSPS should read GRB's Your Foreign Service Pension System (FSPS) 7th edition. The 7th edition of this book reflects legislation enacted by Congress as of January 1, 2015. It also reflects decisions made by the Department of State, the Office of Personnel Management and the Federal Retirement Thrift Investment Board as of that date. Both the law and the regulations are subject to interpretation by administrative and judicial authorities. Although GRB has made every effort to accurately describe the laws and regulations governing Federal retirement, it can provide no assurance that the GRB interpretation will be the same as that adopted by administrative and judicial authorities.
