This empirical study shows that the system eases conflict at some levels but also sharpens inter-ethnic and intra-ethnic divides on the ground.

The Yearbook contains articles on all sub-Saharan states, each of the four sub-regions (West, Central, Eastern, Southern Africa) focusing on major cross-border developments and sub-regional organizations as well as one article on continental developments and one on African-European relations. Book excerpt: "Ethiopia is one of the world's largest recipients of international development aid, receiving more than US$3 billion in 2008. The government receives international plaudits for its progress on economic development, even as it has steadily suppressed all forms of independent criticism and political dissent. Development without Freedom: How Aid Underwrites Repression in Ethiopia describes how the Ethiopian government is using development aid as a tool of political repression by conditioning access to essential government services on support for the ruling party. The patterns of repression documented in the report were particularly pronounced in the run-up to Ethiopia's May 2010 parliamentary elections, in which the ruling party won 99.6 percent of the seats. Based on interviews with more than 200 people in 53 different villages across three regions of the country, the report shows how people perceived as opposition supporters are routinely barred from access to government services, including agricultural inputs like seeds and fertilizers, micro-credit loans, and job opportunities. The report also examines the use of donor-funded capacity-building programs to indoctrinate school children in party ideology, intimidate teachers, and purge the civil service of dissenters. Paradoxically, as Ethiopia's human rights situation has steadily declined, donors have simultaneously ramped up assistance. Between 2004 and 2008, the level of development aid to Ethiopia doubled. Human Rights Watch calls on donors to ensure that their aid is being used in an accountable and transparent manner, and urges national legislatures and audit institutions in donor countries to examine Ethiopia's use of development aid to undermine basic human rights."--Page 4 of cover.

Available in PDF, EPUB and Kindle. Book excerpt: What do peasants do in the face of severe food crisis and ecological stress, and how do they manage to survive on their own? This study revolves around a case study conducted by the author in the awraja (district) in the Ambassel Wollo province in northeastern Ethiopia. This is in the region that was hit hardest by the 1984-85 famine, which Rahmato calls "the worst tragedy rural Ethiopia had ever experienced". The author also critically examines other literature on famine response. The focus of this study is on what happens before famine comes, and how the peasants prepare for it. From a wealth of evidence, the author concludes that the seeds of famine are sown during the years of recovery.

Book excerpt: A helicopter ride to visit troops in the Afghanistan war zone, a tense meeting with the newly elected Prime Minister, and…a wild boar hunt! Eleni Kounalakis was forty-three and a land developer in Sacramento, California, when she was tapped by President Barack Obama to serve as the U.S. ambassador to Hungary under Secretary of State Hillary Clinton. During her tenure, from 2010 to 2013, Hungary was a key ally in the U.S. military surge, held elections in which a center-right candidate gained a two-thirds supermajority and rewrote the country's constitution, and grappled with the rise of Hungarian nationalism and anti-semitism. The first Greek-American woman ever to serve as a U.S. ambassador, Kounalakis recounts her training at the State Department's “charm school” and her three years of diplomatic life in Budapest—from protocols about seating, salutations, and embassy security to what to do when the deposed King of Greece hands you a small chocolate crown (eat it, of course!). A cross between a foreign policy memoir and an inspiring personal family story—her immigrant Greek father went from agricultural day laborer to land developer and major Democratic party activist—Madam Ambassador draws back the curtain on what it is like to represent the U.S. government abroad as well as how American embassies around the world function.
